3 Delivery
Manufacturer is expected to deliver above specified item in clause 2 by Q1 of 202X. Manufacturing
time would be around six months from date of ordering.

4 Compliance
Manufacturer shall submit compliance statement, attached with this requisition, duly filled in along with
the offer as attached as Annexure-02 with this document.

5 Conflict
The technical specification shall be read in conjunction with all other Specifications and documents
attached. During resolving conflicts, the following order precedence:
1. Statutory Regulations:
− Applicable Act/Legal Requirement of Specific Country and Region.
− The Factory Act if applicable.
− Requirements of the statutory bodies.
2. Equipment Specifications.
3. Codes & Standards.
During order execution stage, in the event of conflict, actual or implied, amongst documents relating to
this requisition or enquiry or order, the more stringent requirement(s) shall apply. Manufacturer shall
identify and state such conflict(s) in the course of engineering / manufacturing to obtain Client’s
concurrence.

Similarly, if there is a conflict between the printed enclosures / catalogues / Specifications and other
statements of Manufacturer/Developer’s quotation, superior Specification advantageous to the
Purchaser/Developer shall prevail.

6 Scope of Work
Manufacturer’s Scope of Work / Supply has been broadly defined as under. Manufacturer to note that,
in no case shall their scope of supply / work is limited to content of this requisition only.
It is Manufacturer’s responsibility to verify the selection of type of item, material of construction of each
component as per the data mentioned in individual Specifications / data sheets / this Procurement
Specification. Manufacturer to suggest an alternative, in case not found suitable. They shall stand
guarantee for all items supplied by them, including their bought-out items. Manufacturer shall be
completely responsible to supply all required materials and services, including that of sub-
Manufacturer for satisfying the functional / operational requirements stated in this Specifications and
this Material Requisition.
Items not indicated clearly in Manufacturer’s offer, but required for technical requirements shall be
considered as included in Manufacturer’s scope of supply. Any deviation proposed by the sub-
Manufacturer for such items shall not be taken into account. Such items shall be considered to be
completed by Manufacturer on his full responsibility.

− Documentation (Hard copy and optical disk also for long storage).
− Factory Acceptance Testing (FAT) and Inspection of ex-factory items.
− Site Acceptance Testing (SAT).
− Statutory Approval.
− Training (Per day rate for Manufacturer’s shop as well as at Field).
− Special tools and tackles.
− Logistic support for supply of spares for next 5 years.

7 Inspection and Testing


Manufacturer shall submit Quality Assurance Plan for manufacturing, testing and Inspection for
Client/Owner’s Engineer review and approval. To fulfil the quality assurance requirement Manufacturer
shall accept free access of Client/Owner’s Engineer review representatives at any time until shipment.
Shop Inspection and tests shall be carried out in accordance with the procurement specification and
relevant codes and standard.

8 Exceptions and Deviations


As such total compliance to specification and its attachment / addendum is required and no
deviations/exceptions are expected. In rare and unavoidable cases, where deviations/exceptions are
inevitable solely due to technical reasons Manufacturer may propose the same in attached format for
Client /Owner’s Engineer review and acceptance.
Any clarification/deviation/exceptions shall be submitted in consolidated in the format (Annexure-01) in
pre-order stage. Clarification/deviation/exceptions specified anywhere in offer or in other document
shall not to be considered. It will be construed that Manufacturer confirm in totality to the requirement
specified in Procurement Specification.
In case of no deviation, Manufacturer shall mention ’NO DEVIATION/CLARIFICATION/EXCEPTIONS”
with sign and stamp. Manufacturer to note that no post-order deviations/clarifications/exceptions shall
be accounted.

9 Current Transformer
This section herein describes the specific construction and erection requirement of Solar plant onsite
switchyard 132kV current transformer.

9.1 Quality certification


Current Transformers and allied accessories shall comply with the requirements of the latest editions
of IEC/IS Standards with updated amendments. Local Standards and Regulations shall also be
followed. Below table indicates non-exhaustive list of standards to which all the Current transformer
should conform.

IEEE C57.13 Guidelines for the design, testing, and application of current transformers used
in power systems.

9.1.1 Type and Duty


− The Current Transformers shall be oil immersed, self-cooled and hermetically sealed type live
tank / dead tank.
− Current Transformers shall have single primary - ring type or hair pin type. Each current
transformer shall be furnished with a number of independent cores with ratios and other ratings
as specified in the specification. The rated extended primary current shall be 120% on all cores
of the CT.
− Different ratios of each core specified shall be achieved by secondary taps only and primary
reconnection is not acceptable.

9.1.2 Constructional Features


− The current transformer shall be single pole unit, designed for upright mounting on steel
structure and furnished complete with fixing hardware.
− Insulator shall be of wet process porcelain, brown glazed and free from imperfections. All metal
parts and hardware’s shall be hot dip galvanized.
− Current transformer shall be provided with oil level gauge, drain plug and pressure relief
device. An inert gas cushion/ stainless steel bellow shall be provided on top for expansion of
the oil.
− Current transformer shall be so constructed as to ensure that the oil does not flow out or leak
out even when the current transformer is used continuously at the maximum allowable
temperature.
− Polarity shall be marked on each primary and secondary terminal, provision of short circuiting
and grounding CT secondary terminals shall be made in terminal box.
− The current density adopted for the design of terminal connector shall in no case exceed 1.6 A/
mm2 for copper and 1.0 A/ mm2 for terminal contactor made of other material.
− Metering CT shall maintain the required accuracy for current ranging from 5% to 120% of rated
current or specified rated extended current whichever is higher and for 0.2S class CT accuracy

shall be maintained between 1% to 120% of rated current. CT burden shall not be less than
15VA to achieve required 0.2S accuracy class.
− The instrument security factor of metering core shall be low enough but not greater than 5.

9.1.3 Terminal
− Primary terminals shall be made of non-ferrous corrosion resistant material and provided with
bimetallic terminal connectors, and the terminal connectors required for connection of the
Instrument Transformer shall be an integral part of it. These terminal connectors shall be
suitable for connecting ACSR equivalent.
− Secondary terminals shall be brought out to a terminal box and suitable for connection to 2 x
2.5mm2 stranded copper conductors per way.
− All primary and secondary terminals shall be clearly and indelibly identified as per relevant
standard.
− The terminal box shall be of 3mm thick sheet steel, IP-55, weather proof and dust-tight,
complete with gasketted front access cover and removable gland plate at bottom for cable
entry.

9.1.4 Grounding
− Each current transformer shall be provided with two ground pads for connection to station
ground mat.
− The ground pad shall comprise buffed metal surface with two holes, M10 G.I. bolts and spring
washers to receive 75x12mm G.S flat.

9.1.5 General requirement


− CT shall be type tested from ERDA / CPRI.

9.2 Pre-dispatch Quality and Testing


Following are some of the key factory test parameters that are expected to be carried out under an
independent engineer’s witness.

− Verification of terminal marking and polarity.


− Power frequency dry withstand tests for one minute.
− Over voltage interturn test.
− Composite error test.
− Knee point voltage test.
− Determination of errors.
− Partial discharge test.
− Tan delta and capacitance test.

9.3 Specific Erection Requirement


Safety instructions

− Always consider transformer as a part of the circuit to which it is connected and do not touch
the leads and terminals or other parts of the transformer unless they are known to be
grounded.
− Always ground the metallic bases of instrument transformer.
− Always ground one secondary terminal of the transformer, except if the windings are connected
to open delta. When the secondary of transformer is interconnected, there should be only one
grounded point to prevent accidental paralleling with system grounding wire. In case of
disconnection from the ground, the grounding screw has to be removed from the secondary
terminal.
− Always short-circuit the secondary of the current transformer, which is not currently in use to
prevent secondary voltages which may be hazardous to personnel or damaging to the
transformers secondary.
− In case of the current transformer with voltage indication (coupling electrode included) is
secondary terminal box equipped with PE terminal, which is connected with earthing screw to
the base plate, which must be generally earthed.

9.4 Onsite Testing


The CT shall be fully tested on site prior into putting into service to ensure that all items are in proper
working condition, correctly installed and free from damage.
An authorized testing Professional Engineer shall be engaged by the contractor to perform the site
testing and commissioning.
Following tests shall be performed at site:

− Power frequency test on primary winding.


− Insulation Resistance Test for primary and secondary.
− Polarity test.
− Ratio and phase angle error identification test - checking of all ratios on all cores by primary
injection of current.
− Dielectric test of oil (wherever applicable).
− Magnetizing characteristics test.
− Tan delta and capacitance measurement.
− Secondary winding resistance measurement.
− Contact resistance measurement (wherever possible/accessible).

− Dissolved gas analysis to be carried out at the time of commissioning. CTs must have
adequate provision for taking oil samples from the bottom of the CT without exposure to
atmosphere.

9.5 Packing and Dispatch


− All the equipment shall be divided into several sections for protection and ease of handling
during transportation. The equipment shall be properly packed for selected mode of
transportation i.e. by ship/rail or trailer. The equipment shall be wrapped in polythene sheets
before being placed in crates/cases to prevent damage to finish.
− Crates/cases shall have skid bottom for handling. Special notations such as 'Fragile', 'This side
up', 'Centre of gravity', 'Weight', 'Owner's particulars', 'PO nos.' etc., shall be clearly marked on
the package together with other details as per purchase order.
− The equipment may be stored outdoors for long periods before installation. The packing shall
be completely suitable for outdoor storage in areas with heavy rains/high ambient temperature
unless otherwise agreed.

10 Submission
Manufacturer shall submit following documents for current transformer. Manufacturer / supplier shall
submit valid type test certificates issued by a National or International Testing Authority.

− Complete technical literature giving complete product specifications.


− Mounting arrangements, installation manual and operation and maintenance manual shall be
shared.
− Makes and specifications, certifications of all components.
− Schematic diagram.
− General arrangement drawings.
− Secondary box, porcelain insulator drawings.
− Bill of material.
− Primary and secondary terminal drawings.
− Rating and connection plate details.
− Oil level indicator, oil drain plug and nitrogen valve details.
− Wiring diagram.
− Packing list.
− Quality assurance plan
