mana fakta atau maklumat yang diberikan oleh
pemophon adalah tidak benar, mengelirukan
dan tidak tepat atas apa alasan pun, maka
kebenaran merancang ini adalah dianggap
terbatal dan tidak sah laku dari sisi
perundangan.

Unit–of-Use Method (Order of Magnitude Estimate)
Many building types are characterised by repetition of units of use or user
stations. For example the size of hospitals is often expressed in terms of the
number of hospital beds. Cost is then estimated based on unit price per bed
Area Method (Square Foot Method)
This is one of the most common estimating methods, and is based on the unit of
total floor area, or gross floor area
Volume Method (Cubic Foot Estimate)
The size of the project is measured not by floor area, but by units of space volume,
such as cubic feet or metres

Enclosure Method
An issue of principal interest to the architect is the relationship between cost and
building form. As neither the area method nor the volume method is sensitive to
differences in the geometry of buildings, a number of efforts have been made to
develop estimating methods that do consider the effects of building geometry and
the relationship between the surface of buildings and the enclosed space
Systems Method
The base unit here is the same as for the area method, but listed separately for
each category of subsystems of the building, such as structure, mechanical
systems, foundations, etc.

Quantity Surveyor Based Methods (Unit Price Estimates)


A number of variations of estimating methods are based on actual counts (the
quantity survey) of various items, materials, components, etc., to be used in the
building. The unit referred to in the other name for this method (unit price
estimating) is the actual physical building part, or the measuring unit for quantities
of building material. This method requires detailed construction drawings and
specifications and therefore cannot be used until quite late in the delivery process

Street, Drainage & Buildings Act - An Act to amend and consolidate the laws relating to
1. street,
2. drainage and
3. building
in local authority areas in Peninsular Malaysia, and for
purposes connected therewith.

• ACT 133 - STREET, DRAINAGE & BUILDING ACT, 1974

• Upon independence, the governmental system for Malaysia was


divided into three Levels, namely Federal, State and Local
Governments. Prior to the introduction of Act 171 – the Local
Government Act, 1976, these Local Governments or Authorities, i.e.
the town or municipal councils, had written separate laws and
regulations under the provisions of the various pre-independence
town boards and municipal enactments and ordinances, mentioned
earlier, to suit their local needs and requirements.
• These differing laws and regulations created confusion and
inconsistency in the construction and development industry. For
instance, architects and engineers then had to submit building plans
and other documentation of varying standards to comply with the
variety of Local Authorities’ peculiarities.

• To consolidate all these differences, many sections of these


pre-independence enactments and ordinances of the Local
Governments, which were related to street, drainage and
building, were repealed or absorbed into Act 133 - the Street,
Drainage & Building Act, 1974. This Act however is only
applicable in Peninsular Malaysia.

• Since, this Act is the principal Act to the Uniform Building By-
Laws, 1984 [UBBL], we shall refer to its latest amendments
which affect the UBBL directly.

• (1) This Act may be cited as the Street, Drainage and Building
(Amendment) Act 2007.

• (2) This Act shall apply only to Peninsular Malaysia.

INTRODUCTION TO UBBL
Building regulations are basically :
1. rules,
2. laws,
3. ordinances,
4. statutes,
5. regulations,

passed by the highest law making body of the country ,


parliament, pertaining to building development.

Why do we need Laws to control these activities?

Building regulations are intended :

1. to protect the public by establishing minimum standards of


safety i.e. by providing minimum guideline for construction and
inspection of a structure.
2. to prevent fire and structural collapse.
3. to ensure safe electrical wiring, heating equipment, etc., and
adequate ventilation, day-lighting, sufficient and well functioning
sanitary facilities, provisions for access and use for the disabled
and generally to ensure a minimum standard of the quality of
buildings.

• There are several amendments to the UBBL as


a result of this act, but the most significant is the
major change from the issuance of the
Certificate of Fitness for Occupation (CFO)
issued by the Local Authorities to a system of
Self Certification by the construction
professionals to be known as the Certificate of
Completion and Compliance (CCC)

The PSP role are as follows:-


1. To submit building Plan and obtain approval
2. Prepare and submit building plans
3. Inform local authority on the commencement of work on site
4. Supervise work on site
5. To inform if there is failure to the building
6. Inform notice to re commence work to local authority
7. Ensures Local authority comments rectified before issuance of CCC.
8. Forward CCC form to owner, local authority and LAM
9. Ensure all G forms is in order

1. PSP is responsible for the works on site and the construction must
comply to local authority requirement and the related by laws.
2. Local authority is authorize to inspect site at any time and give notice
for non compliance to the by laws or LA requirements.
3. LA may give direction to PSP to rectify any non compliance before the
issuance of CCC.
