Subject: Reply to the Engineer’s comments regarding removal of the second
grout row in the riverbed, the second grout row for the cut-off wall
and all quinary holes.
Dear Sirs,
Reference is made to:
- The Contract No. NP/2022/CON1A1B signed between Nam Phak Power Company
Limited (“the Employer”) and Song Da 5 Joint Stock Company (“the Contractor”) on
06 May 2022;
- The results of trial grouting work in the site.

The Contractor received the Engineer comments for the detailed design of Phou Pong
dam No. NP-SD5-CAL-DED-PP-DA-20-GEN-0002 (Rev.00) on 24 February 2024
including the comments for grouting work. The Engineer recommended to remove the
second curtain grouting row in the riverbed, the second curtain grouting row at the cut-
off wall and all Quinary holes for Phou Pong dam and only perform the grouting work
following the instructions from the Employer and the Engineer based on the actual site
conditions. Regarding this recommendation, the Contractor would like to reply as
follows:
- Based on the geological investigation result of Phou Pong dam, the Contractor has
calculated and designed the thickness of the grout curtain based on the allowable
permeability gradient of the grout curtain for each section along the dam. For areas
with high or low head when one row is unable to reach the closure criteria, then more
than one row will be required. With the above recommendations from the Engineer,

the Contractor concerns that the grout curtain is not thick enough as for some
grouting areas, the effective radius of grout is small.
- Regarding the removal of all quinary holes (Qn holes): The Contractor found
that the nearly vertical faults from 77o to 83o are very complicated with
irregular distances. Therefore, with the removal of the quinary holes, the
distance between two closest boreholes becomes 1.5 meters which may results in
insufficient treatment of the faults between two boreholes.
- Đối với công tác khoan phun hố móng đập Nampha: Hiện tại CSE/TE mới chỉ
đồng ý cho nhà thầu triển khai khoan phun chống thấm một hàng tương tự như đập
Phou pong. Theo thiết kế đã đệ trình của Sông Đà 5 thì một số vùng có cột nước
cao phải thực hiện khoan phun hai hàng chống thấm để đảm bảo chiều dày màn
chống thấm không bị thủng và đảm bảo an toàn đập.
For the grouting work of Nam Pha Dam foundation pit: Currently the Employer
and the Engineer approved for the Contractor to perform one grout row
which similar to Phou Pong grouting condition. Based on Song Da 5
submitted design, at some sections with high head it requires the second grout
row to ensure for an erosion-prevention impervious grout curtain and dam
safety.

thầu rất quan ngại vấn đề chiều dày của màn chống thấm phải đảm bảo an toàn cho nên
rất mong CSE/TE xem xét thấu đáo vấn đề này . The aforesaid is the Contractor
responses to the Engineer comments for the above-mention grouting work issues. We
highly concern about the thickness of grout curtain to meet the safety requirement
hence we would like the Employer and the Engineer to conduct a properly
consideration on these issues.
