SUMMARY OF THE POSITION


Reporting to the Assistant Director Human Resources (HR)- Employees and Partners Services, the Coordinator of Staffing is
responsible for the management of the Staffing sub-service, contributing to its planning and ensuring its organization,
implementation, control and reporting. The incumbent is also in charge of strategically managing the attraction, recruitment
and retention of employees processes in order to meet the CBHSSJB’s current and future staffing needs.

SPECIFIC FUNCTIONS
1. Collaborates in the identification of human resources needs and planning, including the development of the
organization’s HR goals, objectives, programs and policies.
2. Contributes to the development and planning of on-going programs and policy for the promotion of careers at the
CBHSSJB for all recruitment needs, including collaborating in the development and implement of the Cree Succession
Leadership Framework with the Coordinator of HRD and the Advisor – Cree Succession Leadership Framework.
3. Collaborates in the Director of Human Resources’ assurance of planning, budget planning, coordination, accountability,
quality assurance, and evaluation for the HR function.
4. Contributes to HR Planning at the mid-term and short-term level for the staffing of all positions including the
management and up-date of the Book of Positions (registre des postes).
5. Contributes to the design, coordination and implementation of welcoming and orientation policies, procedures and
programs for new employees, in collaboration with the Coordinators of Human Resources Development and Labor
Relations.
6. Supports the Executive and Assistant Executive Directors and their managers, in order to meet their hiring needs, and
provides staffing technical expertise, advice and services.
7. Coordinates the development, administration and update of all necessary procedural tools (i.e. requisition forms, staffing
manuals for managers and staff, posting and recruitment process tracking tools, automated form letters, banks of posting
advertisement, of interviews and of tests, etc.) for the staffing sub-service.
8. Contributes to the creation of new employees' files by ensuring the gathering of specific information for the opening of
the file, and the provision of such to the Compensation and Benefits team for data entry. Verifies that entries into the
Masterfile and payroll systems are made for new employees, transfer, promotion, demotion and departure and ensures
the forwarding of all pertinent information to the other HR department for processing.
9. Ensures the arrangements for transportation, moving and storage, housing (as required) for new employees and gathers
data for the opening of the employee file. Acts as a bridge between notification of hiring and employee installation at the
beginning of employment.
10. Serves as a partner and expert resource pertaining to Staffing inquiries, assistance requests, advice and issues for
managers and employees.
11. Collaborates in the design and development of human resources information systems (HRIS) for various staff profile
data and the HR Department’s needs, in terms of the staffing sub-service’s needs.

REQUIREMENTS
Education and experience
 Bachelor degree in administration with a human resources or labor relations specialization;
 Three (3) years’ relevant management experience in human resources, in ideally, a health or social setting, or public
organization;

 Designation as a member of “l’Ordre des conseillers en resources humaines agréés” is an asset.

Knowledge and Abilities


 Good knowledge of the Quebec and Federal labor laws, and MSSS collective agreements and human resources
management regulations for Regional Boards and health and social services establishments, especially as applied to
recruitment and selection;
 Good knowledge of and experience with human resources, and; recruitment, selection and hiring related theory,
practice, current issues and trends, including the planning and development of policies, human resources information
systems (HRIS) and HR program manuals and quality assurance systems;
 Able to provide high quality service and be attentive to staff and management needs, in a professional organization
with a diverse range of occupational categories;
 Knowledge of, or ability to grasp the human resources management related issues and context in a First Nation
health and social services organization;
 Ability to both manage the planning and development of new initiatives and programs, and the maintenance and
quality assurance of existing services and programs;
 Knowledge of Cree culture is an asset;
 Proven ability or potential to be effective in the Cree Nation;
 Excellent interpersonal communication, diplomacy, negotiating, leadership and teamwork skills;
 Ability to effectively collaborate with line managers in a matrix organization;
 Excellent communication skills, both listening, written and presentation;
 Ability to coach staff;
 Methodical, autonomous, flexible, and ability to multi-task;
 Excellent critical thinking, synthesis, organizational and decision-making skills as applied to planning and problem-
solving;
 Able to prioritize and work under pressure;
 Ability with administrative computer applications, including Word, PowerPoint, Access, Excel.

LANGUAGE
 Fluent in English;
 Fluency in Cree and/or French is an asset;
 Ability to read French is an asset.

OTHER
 Willing to travel one week per month minimum;
 This position includes on-call periods.
