Site Organization

1.1 Green Zone and Red Zone Empowering Safety to the Frontlines

Demarcation
Red Zone
▪ Working areas;
▪ Accessible by authorized personnel;
▪ PPE is mandatory;
▪ “Wash-trough” for heavy vehicles prior exits of the site;
▪ Storage of hazardous chemical, waste collection area; and
▪ Designated fabrication, material/equipment storage area.

Green Zone
▪ Non-working area;
▪ Site Office, meeting: (toolbox discussion & pre-start meeting;
▪ Visitor Briefing;
▪ Requires safe access and walkways with clear demarcation between red
zone (barricades);
▪ Perimeter fencing or hoarding; and
▪ Welfare facilities (e.g., toilet, drinking facilities, rest area, first aid room,
etc.).

Note: Site organization should be planned and agreed with Meinhardt Team prior work commencement following min requirement above.

Security post with safe shelter shall be provided at the green zone.

Minimum requirement:

1 Licensed security company engaged for site security manning;

1.3 Site Setup – Demarcation, Barricading & Safe Walkways Empowering Safety to the Frontlines

Minimum requirement:

1 Portable barricades allowed to be used for safe walkway, designated storage


areas, work area etc;

2 Mandatory hard barricades surrounding no entry zone i.e. excavation pit,


unauthorized location;
Excavation barricades to be installed with at least 1m distance (buffer) from

edges of the pit with blue safety netting; and

4 Plastic New Jersey Barrier (NJB) interlocked and filled with water on areas with
heavy traffic. Concrete NJB is suggested on sites adjacent to main access road.

Note:
1. Soft caution tapes prohibited to be used as barricade at MHT project sites.
2. Hard barricades preventing unauthorized entry required to be in red & white combination for hi-visibility purpose.

Minimum Requirement:

▪ Sheltered and well ventilated and illuminated;


▪ Designed with adequate sitting and resting area for total work force;
▪ Free from construction activity (red zone);
▪ Clean and regularly maintained;
▪ Flooring shall be levelled and free from any trip & fall hazards. It is suggested to use
pavement block in this area as best practices for walkway.
▪ Following items to be maintained in the Green Zone:
▪ First aid kit, Site document filling, Emergency equipment, PPE storage area, Potable drinking water
provision, HSSE Information Board, Fire extinguishers, etc.

Minimum requirement:
Artwork to be relevant to project scope, hazard associated with

Both banner & portable blue board can be used as part of


2 threat-line barrier thinking process but however decision to use
banner or blue board will be determined at market level.

Minimum requirement:

Site Office - Minimum 20 ft container required for site staffs provisioned with

following items:

▪ Power supply (diesel generator or temporary electricity supply)


▪ Well-ventilated (air-conditioned) and comfortably fitted with basic working
facilities
▪ Cabin type / size should cater the number of staffs i.e. cabin 40 ft or bigger
depending on site condition

2 Additional Cabin – minimum 20 ft cabin required in addition to above site office


provision.

▪ This space can also be utilised for:

1 Provision of Workers’ Welfare & Amenities:

1 Portable toilet to be provided following statutory requirement. Separated


between male and female;

2 Provide suitable racks or locker for storage of PPE. Always maintain this
room in clean and sanitary condition; and

3 Prayer room need to be provided at worksite.

2.1 Fencing & Hoarding Empowering Safety to the Frontlines

Site should be secured with hoarding / fencing. It is suggested to have two (2) access separated for workers & heavy vehicles.

2 Minimum requirement:

1 Zinc fence sheet with standard following country requirement;

2 Hoarding design to suit MHT requirement – refer technical


guidance attached; and

3 Hoarding banner with notice on site closure / opening and
relevant project information.

Note: Signages must include 9 Life-Saving Rules (LSR) & site closure / opening notice (banner type)

Provide safe vehicle entrant or exiting the site. Mitigation shall be in place to ensure access into it free from overhead hazard and slip, trip, and fall hazard

Minimum requirement:

Housekeeping requirement :
• Cleanliness of work areas, sanitary areas (toilet, locker room, first aid facilities, etc.), workers walkways, vehicle
access and public roads, exit route, etc.
• Orderly work areas i.e., tools and other item in proper place, adequate storage areas.
• The regular removing and segregation of waste materials (solids & liquids) and other fire hazards from work and
other areas.

Traffic Management
Traffic Management

7.1 Traffic Management Requirement Empowering Safety to the Frontlines

Minimum requirement:

▪ Segregation of pedestrians from plant (cranes or excavators, forklifts, trucks and vehicles),
▪ A traffic management plan should address both onsite traffic flows and external traffic flows (trucks or
cranes arriving to site) as part of the overall site HSSE plan.
▪ Segregated or designated pedestrian safe access to the site office.
▪ Flagman or banksman should be provided controlling ingress and egress
▪ It is suggested for the banksman to use red hi-visibility vest & red hard hat for clear visibility.

Note: In certain projects, there will be specific conditions which would require engagement of competent Traffic Management Officer (TMO) as per the local legislative requirement.
