ORIENTATION!!!
Good morning everyone! Welcome to _________________________, for your orientation on
COMPETENCY-BASED TRAINING,
I am ____________________________________ your trainer in Computer Systems Servicing NCII.
To start this event, let us check your attendance. Be sure to write your names clearly on the
attendance sheet provided and kindly pass it over to the person next to you. Once everybody is
done, please returned it to me. Thank you!
For the information of everyone, Computer Systems Servicing NCII has nominal training
duration as follows:
a) Basic competencies - 40 hours
b) Common competencies - 80 hours
c) Core competencies - 160 hours
A Total of: 280 Hours
With (4) core competencies as follows:
1. Install and configure computer systems
2. Set-up Computer Networks
3. Set-up Computer Servers
4. Maintain and Repair Computer Systems and Networks

At this time, I am going to give you an outline on how skills and competencies developed and
tested here in TESDA. This is what we called Competency Based Training.

So what is “COMPETENCY BASED TRAINING” (CBT)?

CBT is a training delivery approach that focuses on the competency development of the learner
as a result of the training. Its main objective is the attainment and application of knowledge,
skills and attitude to a specific level of competency.
CBT is always guided by the 10 principles and these are the following:
1. The training is based on curriculum developed from competency standard (This means that
training is based on the Training Regulation developed by the Industry themselves not on
the level of expertise of the trainer).
2. Learning is modular in its structure (Normally, every competency is composed of one module
but there are competencies that are sub-divided into several modules which can be learned
independently and is employable).A DO
3. Training delivery is learner-centered and should accommodate individualized and self-paced
learning strategies.
4. Training is based on work that must be performed. (This means that training is always based
on actual industry practices)
5. Training materials are directly related to the competency standards and curriculum modules.
6. Assessment is based in the collection of evidence of the performance of work to the industry
required standard.
7. Training is based both on and off the job components.
8. Training program allows for recognition of prior learning (RPL) or current competency.
9. Training allows for multiple entry and exit.
10. Training programs are registered with UTPRAS. (This means that no training programs can be
offered by TVI Schools without the registration from UTPRAS-Unified TVET Programs
Registration and Accreditation System)
Since we are through with the 10 principles that guide CBT. Now, let’s deliberate how
TRADITIONAL APPROACH and CBT APPROACH differs from each other.
In Traditional approach instructors focus on managing instructions while in CBT approach
trainers focus on managing learning.
In traditional approach, most students enter at about the same time while in CBT, trainees enter
at various times throughout the year, and this means every day is registration and every day is
graduation.
In traditional approach, students all cover the same materials while in CBT approach different
trainees maybe trained for different unit of competency within the same program.
Is everything clear when it comes to the difference between TRADITIONAL APPROACH and CBT
APPROACH? Any questions so far? Okay if none, let’s proceed to my roles as your trainer. Here
is my role (Flash the Slide)
So you know my roles, now, let’s know your roles as trainees as well. (Flash the slide)

In CBT, evaluation is conducted through oral and written test and demonstration or practicum.
Tracking of activities and achievements of trainees are monitored as well. That is why we are
using monitoring tools to keep track the trainees’ progress. These tools are ACHIEVEMENT
CHART, PROGRESS CHART, TRAINING ACTIVITY MATRIX and TRAINEES RECORD BOOK
(TRB).
What are the functions and usage of each monitoring tool?
1. Achievement chart contains the tasks that trainees will be doing throughout the
training.
2. Progress chart contains the learning outcome of each competency.
3. Training activity matrix contains the training location or simply tells trainees what to
do, and lastly;
4. Trainee’s record book (TRB) that I can use especially when dual training system (DTS)
is available. DTS means a trainee have training outside the institution. Trainings outside
the institution is what we call industry based training.

Moving further, let’s discuss the CBT Process flow (discuss the process flow)
In CBT, we are not using numerical rating but adjectival; (C) for Competent and (NYC) for Not
Yet Competent.
Next is our CBT Workshop Layout in Computer Systems Servicing NCII. Any questions? If
there’s none, come and follow me so we can begin our shop tour? (START TOUR and continue
discussion)
First, we have the, LEARNING RESOURCE CENTER. This area provides you with the knowledge
requirements in the various modules responding to the competencies.
Proximate to learning resource center is the PRACTICAL WORK AREA in Computer Systems Servicing
NCII – in here you can acquire the knowledge and skills components of the competency prescribed by the
standard.
And also proximate to the practical area is the INSTITUTIONAL ASSESSMENT AREA. It is where
recognition of prior learning (RPL) is done. This component also provides the mechanism of assessing the
completion of competencies of a learner.
Then, the TRAINER’S RESOURCE CENTER that houses the training materials, the training
regulations and curriculum exemplars. This is also where I produce training materials.
Next is the CONTEXTUAL LEARNING LABORATORY. This lab ensures that the underpinning
knowledge, science, mathematics and communication principles as applied to new technology are provided
to the learner.
Here is the COMPUTER LABORATORY – This laboratory is equipped with computer units for
learners to learn and gain appropriate IT competencies.
This is the DISTANCE LEARNING AREA – One of the major issues in TVET is accessibility. This is
to enable the learning provision outside and away from the training institution in terms of print and non-
print media.
We’ll go now to the QUALITY CONTROL AREA – Various tests aside from metrology and
calibration are conducted in this area including the in-process quality control.
And the last one is the SUPPORT SERVICE AREA. This is where tools, equipment, supplies and
materials are available for you. This provides value-added competency such as Installing, Configuring and
Set-upping. Underpinning skills in a particular competency like Computer System Servicing.
Now, let’s return to our orientation area, any questions so far? If there’s none, then I’ll give 10
minutes early break for your personal necessities. Please take note of the time for I will be giving
you a Pre-test afterwards… Thank you and that’s all for our Orientation...…

----- AFTER 5 MINNUTES ----

WELCOME BACK TRAINEE’S!! Since 10-minute break is done. Please settle down so we
can proceed to the pre-assessment.
I will provide you three forms to be answered honestly.
1. Pre-test to check your stock knowledge.
2. Learner’s characteristics, to determine what kind of a learner you are.
3. Self-assessment guide, to determine you current competency, 2 hours will be
provided to you in answering the questionnaires.
Also please be reminded that in this Training Program you will undergo series of Institutional
Assessments in every units of competencies to assess your learning and competence in the
Training Program with the following assessment methods; Written Test, Demonstration and
Oral Questioning. And advance information to everyone, this afternoon we will start your first
