BDRRMC RESOLUTION NO.8-B, SERIES OF 2024

“A RESOLUTION CONFIRMING, RECOGNIZING AND APPROVING THE NEWLY APPOINTED

MEMBERS OF THE BARANGAY DEVELOPMENT COUNCIL – TECHNICAL WORKING GROUP
FOR KALAHI CIDSS NCDDP ADDITIONAL FINANCING.

WHEREAS, the Barangay of Calabaca, Capalonga, Camarines Norte is a recipient of KALAHI CIDSS
NCDDP – Additional Financing Program;

WHEREAS, the KALAHI CIDSS project employs Community Driven Development (CDD) approach,
giving community groups control over planning, decision and investment of resources for local
development;

WHEREAS, selection of volunteers to compose the BARANGAY REPRESENTATION TEAM (BRT),

PROJECT PREPARATION TEAM (PPT), GRIEVANCE REDRESS SYSTEM (GRS), COMMUNITY
MONITORING TEAM(CMT), PROCUREMENT TEAM(PT), BIDS AND AWARDS
COMMITTEE(BAC), AUDIT AND INVENTORY TEAM(AIT), PROJECT IMPLEMENTATION
TEAM(PIT), MONITORING AND INSPECTION TEAM(MIT), OPERATION AND MAINTENANCE
COMMITTEE (O AND M), BOOKEEPEER and BDC-TWG Chairperson is an essential part in
assisting in all activities in relation to COVID19 implementation of KALAHI CIDSS NCDDP AF
Program;

WHEREAS, BDRRMC meeting was conducted Januery 15, 2024 wherein the volunteers for the BRT,
PPT, GRS, CMT, PT, BAC, AIT, PIT, MIT, MIT, O AND M, BOOKEEPER and BDC-TWG
Chairperson were selected and appointed by the BDRRMC;
WHEREAS, three (3) Community volunteers per committee were selected to wit;

WHEREAS, the tasks and functions of the volunteers were as follows:

Barangay Development Council – Technical Working Group (BDC-TWG) will be responsible in

the management of the sub-project implementation. Due coordination and consultation with the
BLGU, ACT-MCT must be done to ensure that strict adherence to existing laws, rules and regulations
as well as to program standards and processes.

Bids and Awards Committee (BAC) is responsible for the deliberation and awarding of
canvass/bids for the procurement of materials/works/supplies for sub-project implementation.

Project Preparation Team (PPT) will prepare the community project proposal and other supporting
documents.

Procurement Team (PT) will be responsible for the procurement of materials, supplies and
manpower requirements for project implementation.
Project Implementation Team (PIT) will monitor the actual sub-project implementation and will
submit bi-monthly progress report to the BDC for information and proper action. It will also prepare
the monthly physical progress reports.

Monitoring and Inspection Team (MIT) will conduct the regular physical inventory on the materials
supplied/delivered and used.

Operation and Maintenance Group (O&M) will be tasked to work for the finalization of their
responsibilities. It will also decide on tariff for collections, as may be deemed proper under the
circumstances.

Audit and Inventory Team (AIT) willact as the community’s watch dog since they are independent
from other implementation units. It will check compliance of the BDC-TWG with the provisions of the
KC Community Finance Manual/Guidelines and will conduct surprise cash count and pre audit petty
cash replenishments. It will also review and certify the records and reports of the Bookkeeper.

Barangay Treasurer will be the automatically designated BDC-TWG Treasurer. He/she will be the
custodian of funds and properties of the sub-project and will act as co-signatories of the community
account. He/she will be considered as the disbursing officer who will report the financial status and
he/she will be tasked to maintain and submit copies of financial reports.

Community Bookkeeper will be responsible for the custody and maintenance of the book of
accounts. He/she will record all receipts and utilization of funds and will prepare the monthly reports.

Community Monitoring Team the team is authorized to monitor the implementation from the start
until the end of the program; it is based in the Community monitoring plan.

Barangay Representation Team- BRT responsible to represent the Barangay in Municipal Inter
Barangay Forum Participatory Resource allocation.

Project Preparation Team- Responsible/focal to make the project proposal of the Barangay to be
used in the MIBF PRA and other agencies.

NOW, THEREFORE, on motion Brgy. Kgd. Jarlon P. Florendo duly seconded by Brgy. Kgd. Abner C.
Parale concurred by all members present and interposed no objection;

RESOLVED, AS IT IS HEREBY RESOLVED to confirmed, recognized and approved the newly

appointed members of the Barangay Development Council – Technical Working Group (BDC-TWG)
for KALAHI CIDSS NCDDP Additional Financing.

RESOLVED FURTHER, furnish copies hereof all concerned committee for their information and
appropriate action.
