Purpose of Specification: To provide a listing of rust preventatives which are approved by both GETS Materials & Planning (M&P) and have
passed usage approval by Environmental Health and Safety (EHS) in GETS’s various operations. This listing should also be utilized by GETS’s
various suppliers when selecting appropriate RP’s for parts to be supplied to GE.
Relevant Guidance Documents: Although there are many good reference/guidance documents available to aid in the selection of rust
th
preventatives for an intended application, GETS primarily recognized MIL -C-16173E(SH) w/INT. AMENDMENT 1 dated September 7 , 2006 as
the primary source for ratings and selection of RP’s for use in it’s operations.
Review of 16173E Ratings: Within the MIL-C-16173E specification, rust preventatives (also known as corrosion inhibiting compounds) are
classified into first CLASS and then further classified into GRADES. Full details of each class and grade, along wit h applicable test methods
and procedures used to classify each, can be found in the complete MIL -C-16173E specification.
CLASS: refers to the percentage of VOC in the coating. Class 1 coatings contain a higher percentage of solvents that will evaporate off the
coated surface in order for the coating to dry. Class 2 coatings contain LESS VOC'S and are often stipulated for jobs where VOC is of concern
for emission reporting purposes and/or employee overexposure is a concern. If the class is not stipulated in the job specification requirements
then GETS requires the use of a suitable CLASS 2 product.
GRADES: Because each rust prevention application is different and part transportation and storage requirements vary, it is often desi rable to
match different Grades of RP to the intended application. GETS prefers to follow the MIL -C-16173E guidelines for GRADE determination,
which range from 1 to 5. Each grade offers a different type of protection for the specified application so care should be ma de when specifying
the correct RP.
Grade 1 preservative forms a dark, hard-film, opaque cover. Its general use is limited because of the difficulty in removing aged coatings.
Also, it hides what corrosion is present when it is applied over corroded areas. This material is used where maximum protection against salt
spray is required. The military specification is MIL-C-16173, grade 1.
Grade 2 is a thick soft, grease-like compound, which is used primarily to protect metal surfaces against corrosion during rework or storage
periods. The military specification is MIL-C-16173, grade 2.
Grade 3 is a black, solvent cutback material whose evaporation leaves a dark-brown, opaque, water-displacing film. With proper application,
protection periods of 6+ months can be achieved. Primarily used for unpainted metal surfaces, particularly where exposed moisture or high

humidity exposure is required. This grade also protects critical bare steel or phosphated surfaces for long periods of time with suitable barrier
wraps. This grade performs very well in marine applications. This military specification is MIL-C-16172, grade 3.
Grade 4 preservative forms a thin, semitransparent film through which identification dates can be read and cures to a dark amber colored,
waxy, transparent firm film. It sets up dry enough to the touch, so preserved parts may be handled easily. Excellent for long term protection of
metallic surfaces against corrosion in either indoor or outdoor exposure and during domestic and international shipments, lik e machinery,
machine rolls/tools, automatic parts, dies, tubing, and spare parts. For general indoor use and shed exposure with or without overwrap. This
grade is effective in protecting wheel well areas and other exposed surfaces where film transparency is required and moderate protective
characteristics can be tolerated. Its main disadvantage is that it is easily removed by water spray and requires replacement at 1-month intervals
under severe exposure conditions. The military specification is MIL-C-16173, grade 4.
Grade 5 is a thin, oily film preservative, water-displacing compound that forms a soft film, which can be removed by both low pressure steam
and hot water applications. It works well in humid environments and is considered a suitable substitute for Grade 3 corrosion preventive
compounds where chemical boil-out cannot be used for removal. The military specification is MIL-C-16173, grade 5.
Explanation of Table Layout: The following tables have been sorted for ease of use. Table 1 has been sorted by “Supplie r Name”
whereas Table 2. has been sorted by “Product Identification.” The columns have been arranged as follows….
MANUFACTURER: This is the name of the supplier that was provided when the rust preventatives were approved by the business.
PRODUCT CODE: The product code is the supplier assigned code which matches the provided MSDS and TDS provide provided to GE for
reference.
CURRENT STATUS: Status of RP within GE’s process. In order to maintain continuity, RP’s will be classified as GOOD, CONDITIONAL and
OBSOLETE. GOOD means that there are no restrictions on the use of the RP, CONDITIONAL means that either M&P or EHS has placed
limitations on the use of the RP and OBSOLETE means that the RP is no longer approved for use by GE.
GE REFERENCE/ OLD DRAWING #: This column is for reference only and calls out older, and possibly obsolete part numbers that have been
used to represent the specified RP in the past.
GE SPEC#: This column specifies (if applicable) the assigned GE Specification for the RP. This specification would call out items such as
physical property requirements, performance requirements and special applications for use.

MIL-C-16173 (E) Grade Equivalent: This column lists all equivalent MIL Specifications that the specified RP meets along with their assigned
MIL-C-16173 (E) Classification.
PRODUCT TYPE: Product type is a general classification and can range from LUBRICANT to RUST PREVENTATIVE.
CONTAINS HEAVY METALS? This column identifies whether the RP contains any Heavy Metals that may warrant CONDITIONAL use by the
end user. Metals such as Barium (Ba), Nickel (Ni), Cadmium (Cd), Zinc (Zn) or Calcium (Ca) need to be identified if present at the specified
threshold amounts by EHS.
General Notes:
1) This Rust Preventative specification will be updated at least annually and will include any additional rust preventatives or chemicals that
have been approved by Materials & Planning and EHS for use in GETS’s daily operations and on parts approved for use by the bu siness
throughout that time period.
2.) An “Interim” listing will be kept by EHS and M&P and used as part of the new component introduction approval system for n ew RP’s. Any
request to add a new RP to the system will need to be address via the NCI system.
3.) Every attempt will be made to provide as much detail regarding the approved list but if something is missing at the time of use which is
required for the proper selection of RP, please contact the M&P Approver and/or EHS for assistance and/or clarification.
