The session was called to order by the presiding officer at exactly 09:00 o’clock in the morning.
The invocation was led by Hon. Igancio C. Golisao followed by the singing of the Philippine National
Anthem. The roll call of attendance was done and all members of the body were present.
The reading of the previous minutes was done and no remarks or corrections presented, it was
moved and adopted by Hon. Neciforo O. Rosellosa duly seconded by Hon. Danilo D. Bandolon.
AGENDA(S):
UNUSED CEMENTS
The barangay secretary hand it over the Solid Waste to the barangay captain the received
copies of the Solid Waste Management Schedule of collections for both barangay MRF Center and
Purok MRF’s. Hon. Amoroto explain and inform all her council men members and all the barangay
workers that every Saturday from 08:00 am to 12:00 noon is the collection of napkins and diapers,
every Thursday from 08:00 am to 12:00 noon is the collection of plastics and every Sunday from
08:00 am to 12:00 noon is the collection of empty bottles. Also, the barangay captain instructed to
help disseminate the said information.
In continuation, the presiding officer proceed to the next agenda concerning the schedule of
barangay clean up drive. Among the discussion of the council men, it was unanimously approved to
conduct clean up drive every Saturday at exactly 07:00 o’clock in the morning effective February 23,
2019
. Hon. Bandolon suggested to include segregation of wastes in the work plan and the barangay
treasurer also suggested to include the community in the said activity.
Moreover, the barangay council men members agreed to make a new agreement in terms of
borrowing the barangay equipment particularly the barangay tents and chairs. The members of the
body decided that whoever who wants to borrow, they will be one who is responsible for the pull out
as well as for returning the equipment.
The barangay captain inform her council men members concerning the unused cements. She said
that according to the barangay treasurer, there were unused cements left during the construction of
the multi-purpose building phase 1. Hon. Amoroto, consulted and proposed to her members to give
those unused cements left to all the purok centers. It was unanimously approved by the council men.
OTHER MATTERS:
Mr. Ramil C. Alilin, Sr., Chief Tanod formally rendered his resignation letter to the barangay
council for the reason that his physical condition is not good. Attached in his resignation letter is the
medical/doctor’s certification. However, the barangay council members didn’t approve his
resignation instead they suggested that Mr. Alilin, Sr. must have to file an application for leave
without pay in order for him to rest until his condition will be fine. Meanwhile, the council men asked
the barangay tanod to choose a temporary chief tanod among themselves. During the discussion
and deliberation, Mr. Zosimo M. Caande, Jr. was endorse to be the temporary chief tanod effective
March 01, 2019. It was unanimously approved by the members of the body.

The reading of the previous minutes was done and Hon. Bandolon uttered to intensify the
garbages during the weekly clean up drive, it was moved and adopted by Hon. Wilson L. Alburo duly
seconded by Hon. Marvin Cris Lopez.
AGENDA(S):
The barangay captain consulted his council men members concerning the barangay
assembly schedule on any Saturday or Sunday of the month of March 2019. During the
consultation among the council members, it was unanimously agreed that the barangay
assembly schedule will be on the 17 th day of March 2019, Sunday at exactly 01:00 o’clock in
the afternoon. It was unanimously approved by the council men members.
To proceed with, the presiding officer instructed the barangay secretary to read the
memorandum circular from the Department of Interior and Local Government in relation to the
barangay officials upcoming provincial congress on March 20-22, 2019 to be held at Boracay Island
with a registration fee of Php 16, 000.00 to defray the cost of accommodation and seminar materials.
Among the council
men discussion, it was unanimously agreed to let the barangay captain attend and participate the
said provincial congress.
Also, Hon. Amoroto once again let the barangay secretary read another notice for the upcoming
refreshment ECCD Seminar of the Day Care Worker on the 4 th and 5th day of April 2019 to be held at
Cebu Business Hotel with a registration fee of Php 2,500.00 to cover the cost of accommodation,
food and training materials. During the discussion, the council men members allow the Day Care
Worker to attend and actively participate the said refreshment ECCD Seminar.
The barangay captain instructed the barangay health workers to re-demonstrate ob trapping on
the upcoming barangay assembly day due to the dengue outbreak and increasing dengue cases
within the barangay vicinity.
Furthermore, the barangay captain inform his council men members that as of now, there were
100 households available in the ongoing constructed houses funded by the National Housing
Authority located at barangay Tambongon, San Remigio, Cebu. She also added that, the office of
DSWD-San Remigio will furnish lists of NHA beneficiaries specifically those households living in the
hazard or danger zone for validation and to be validated by the barangay officials.
Mrs. Alma A. Alilin, Barangay Nutrition Scholar, inform the barangay council that there is a need
to create/organize barangay nutrition committee.
OTHER MATTERS:
Mrs. Lynn C. Auza/Day Care Worker, inform the members of the council regarding her upcoming
recognition sometime on April 2019.
The barangay captain instructed Mr. Florito Rosellosa, Tanod Member to inform his colleague
Mr. Keneth Magdadaro to render his resignation letter.

AGENDA(S):
To start with, the presiding officer asked Hon. Ipil to deliberate his concern to the council
men members. Hon. Ipil open and inform the body that during the general meeting he
attended at the school, the school principal humbly asked for any amount of contribution
from the barangay officials for the upcoming KIS moving up and graduation ceremony on
the 02nd day of April, 2019. The council men members agreed to have a contribution of Php
100.00 each official. It was unanimously approved by all the members duly present to give
contribution in the total amount of Php 1,100.00 for the KIS moving up and graduation
ceremony. Moreover, all barangay officials are cordially invited to attend the said graduation
rites.
The barangay captain let know the barangay council men members concerning the
needs to make VAWC Plan of Action and BCPC Plan of Action for the year 2019.
On the other hand, the presiding officer inform the body regarding the implementation of
Completion of Dirty Kitchen particularly it’s roofing, flooring, tiles of comfort room and
repainting of barangay health station. The barangay captain also added that as per
computation of the barangay treasurer, the total labor is amounting Php 4,000.00.
OTHER MATTERS:
The barangay council members called out the attention of Mrs. Lynn C. Auza/Day Care
Worker in relation to the schedule of the upcoming Day Care Recognition Rites. The Day
Care Worker inform the council members that the schedule of her recognition rites will be on
the 09th day of April at exactly 03:00 to 05:00 o’clock in the afternoon.
Hon. Paulo M. Pilapil, raise his concerned to the body in connection to the unused
Women’s office. He asked permission from the body to temporarily use the vacant Women’s
office for the tables and chairs of Senior Citizens.
Mrs. Analyn A. Coma inform the barangay officials that on the 18 th day of March, 2019 all
BHW Presidents of the Municipality of San Remigio are invited by the Dr. Rene
Catan/Provincial Health Officer in relation to the measles outbreak to attend the barangay
level dissemination campaign of mechanisms to access free health services at the district
and provincial hospitals one day seminar at Cebu City. She also asked the permission of the
council members to attend the said DOH invitation. The barangay council members give
permission to the BHW President to attend the said one day seminar.
The barangay captain give some updates for the proposed barangay covered court
project. She said that it was already bid and is now schedule for ground breaking. Moreover,
she also inform the council members that the financial assistance from SP Member, Hon.
Franco is already for claim anytime at the Provincial Capitol Office.

Bandolon confer the presiding officer for the approval/permission regarding Hon. Pilapil’s request to
temporarily use the Women’s Bigasan in order to put the tables and chairs of the Senior Citizens.
The barangay captain responded that as of now the bigasan is not secured yet for it has no door.
Hon. Pilapil said that Senior Citizen will allocate amount for the door. Hon. Amoroto then give Hon.
Pilapil permission to temporarily use the Women’s bigasan and it was moved and adopted by Hon.
Ernesto B. Ipil duly seconded by Hon. Lorojame V. Gemparo.
AGENDA(S):
The presiding officer asked Hon. Ipil to give feedback in relation to the National Housing Authority
orientation he attended last March 27, 2019 at the Municipal Conference Office. Hon. Ipil handed
over the Sworn Application Form, the Process Flow of Beneficiary Selection and Disposition of Lots
with Housing Units Guide, Validation of the Prospective Beneficiaries for Yolanda Permanent
Housing Form and the List of Awardee Form to the barangay council members. He also added that
there is a need to sign a voluntarily demolition form. In addition, the barangay captain said to the
barangay council men members to wait for the official list coming from the office of the DSWD for the
validation. Hon. Alburo queried if barangay officials can endorse beneficiaries like the families of
those listed households living in the hazardous or danger zone to avail if ever those recipients
refuses to acquire the NHA residential unit at barangay Tambongon, San Remigio, Cebu. The
presiding officer said that barangay officials can still endorse list of those who are willing to obtain
NHA units for as long as they are living in danger zone areas.
On the other hand, Mr. Jury Vera Cruz set in the session to endorse their natural health drink
products and it’s herb benefits named “First Vita Plus Juice”.
To proceed with, the presiding officer consulted the council members as well as all the barangay
workers concerning the continuation of the weekly clean – up drive (every Saturday morning) and
the clean – up for the proposed barangay road project going to Purok Heaven’s View (every Sunday
morning). Everyone agreed to finished the ongoing clean-up activity.
Hon. Gemparo raised his concerned to the council men members in connection with the changing
of their respective Chairmanship for the reason their present/existing/current chairmanship they
obtain doesn’t fit to them. The presiding officer give them the freedom to choose the Chairmanship
they like the most that will fit to them. Hon. Gemparo recently was the Chairman on AGRICULTURE
and DENR, Hon. Ipil recently the Chairman on Aquatic Resources while Hon. Alburo recently the
Chairman on Health and Solid Waste Management. Hon. Gemparo interchange chairmanship with
Hon. Alburo and Hon. Ipil give one of his recent Chairmansip to Hon. Alburo. It was unanimously
approved by the members of the body duly present.

AGENDA(S):
The presiding officer raise her concerned with regard to the tanod uniforms, porras and flashligts.
She inform the barangay council men members that during the BADAC re-validation conducted by
the PDEA, it was loud and clearly said that tanod’s are not allowed to duty without uniforms or not
wearing their uniforms. Also, there is a need to acquire porras as well as flashligts to be used by the
tanod members during there daily duty. The barangay captain seeks for suggestion from the body
inorder to purchase tanod uniforms including the uniform printing. The barangay council men
members asked the barangay treasurer to find any unexpended/available funds. The barangay
treasurer said that the 2018 Disaster Budget on Seminars and Trainings is unexpended amounting
Php 20, 000.00 and can be re-align to purchase tanod uniforms including porras and flashlights. The
barangay secretary was asked to make resolution re-aligning the unexpended 2018 Disaster Budget
of Seminars and Training in the amount of Php 20, 000.00 to Purchase Tanod Uniforms, Porras and
Flashlights. It was unanimously approved by all the council men members duly present.
As to the next agenda, the barangay council men members consulted among others to have
contribution in the amount of Php 100.00 each for Sitio Roadsider Fiesta and they also agreed make
contribution in same amount during sitio fiesta celebrations within the barangay. The barangay
council members approved the agreed agreement.
On the other hand, Hon. Amoroto/Barangay Captain inform the body that during their ABC
Meeting last April 05, 2019 the associations of the barangay captain consulted and agreed among
others to have a contribution a sort of (“DAWAT - DAWAT”) amounting Php 1,000.00 to every
Barangay that will be celebrating their annual fiestas. She added that during that time, she joined
personally for the reason that she had to relay it first to the council members during the regular
barangay session and asked for their opinion regarding the agreed contribution. During the decision-
making of the body, there was a tie happen between YES and NO and was breaked by Hon. Alburo
in favor of “YES”. The said agreement was majority approved by the council men members duly
present.
OTHER MATTERS:
Hon.Lopez/SK Chairman, raised his concern in relation to the gasoline consumption while
participating the ongoing Mayor’s Baketball Cup. Hon. Bandolon suggested Hon. Lopez to asked
Mrs. Rogelia Mayol/Mayor’s Secretary with regards to the matter.

AGENDA(S):
Hon. Neciforo O. Rosellosa/Barangay Kagawad asked the barangay treasurer as to when can be
the Mid Year allowed to be acquired/claim. The barangay treasurer said that it can be acquired on
the last week of May. Mrs. Elvera S. Loon, Barangay Treasurer also inform the council members that
for this month of May, it is considered to claim or process an early honorarium for the reason that the
municipal annual fiesta is fast approaching. However, the Punong Barangay asked the barangay
treasurer that the schedule of 2nd session will be on 15th day of May which was also the vesper of the
mun. fiesta. The barangay treasurer said, honorarium could be claim on the 10 th day May, 2019. On
motion of Hon. Gemparo and Hon. Rosellosa, the session schedule was checked via calendar.
During the discussion among the council men members, Hon. Bandolon suggested to re-schedule
the session on the 13th day of May, 2019. But it was find out to be the National and Local Election
Day. They
planned to move it on the vesper itself of the Election Day which was on the 12 th day of May, 2019.
But then again, Hon. Rosellosa said that Sunday is a busy day. Hon. Ipil suggested to move again
the session schedule on the 10th day of May, 2019. The barangay captain said that it already
depends on the barangay council members. Hon. Rosellosa asked again the treasurer and the
council members if is it okay not to have session and suggested to move the session after the mun.
fiesta. Hon. Bandolon suggested to move again the session on the 22nd day of May. While
discussing and planning, Hon. Gemparo said that the Bogo Fiesta will be on the 26 th and 27th day of
May, 2019 and suggested to have the Mid Year on the 24 th day May, 2019. But then again, Hon.
Pilapil reminded that the treasurer on that date will be attending a seminar. However, the barangay
captain inserted another important matter/agenda regarding the upcoming three (3) days seminar on
budget management at cebu city to be participated by the Barangay Captain, Finance and Budget
Appropriation Chairman, Barangay Treasurer and Secretary on the 23 rd to 25th day of May, 2019 and
said to finalize the session schedule agreement after her deliberation of the seminar matters.
Hon. Evelia C. Amoroto/Barangay Captain inform the body with regards to the upcoming seminar
and explained that since barangay coffer has insufficient of funds or lack of funds availability, the
barangay treasurer will be the one to participate/attend on the seminar. It was unanimously
approved by the council men members.
Hon. Danilo D. Bandolon/Barangay Kagawad queried concerning the continuation of the clean-
up drive for the Purok Heavens View Road Project. Hon. Alburo said that the cleanup drive was
temporarily stop for the reason that there is a need to asked the permission of the CBFM holder in
the person of Mr. Kenny Bandolon for there might be trees to be cut along the clean-up. The
barangay captain said that Mr. Bandolon already give his permission. Hon. Alburo suggested to
asked for a written document signed by Mr. Bandolon that he give his permission to do so.
Hon. Wilson L. Alburo/Barangay Kagawad raised raised his concern regarding the re-alignment
budget of the grants and aids of SB Member, Hon. Collamat for the repair of Purok Busay deep well.
During the discussion, the barangay captain together with the council men members agreed and
asked the secretary to make another resolution re-aligning the grants and aids of SB Member, Hon.
Collamat to repair the Purok Busay Deep Well instead of Repair of Creek Riffraff amounting Php 20,
000.00.
Hon. Lorojame V. Gemparo queried the body if the barangay can make a barangay ordinance
concerning “SPEED LIMIT”. The body said that as far they know, in highway areas it is not allowed.
The barangay captain informed the council men members with regards to the solicitation for the
upcoming municipal annual fiesta celebration on the 15th and 16th day of May, 2019 in the amount of
Php 2, 000.00 only. She also let know the barangay council men members that the souvenir
program committee for the said celebration asked for a copy of the barangay officials picture and
was already sent by the barangay secretary.
The barangay secretary re-echoed regarding on FDAPP, CSAR Programs and SDEC. She
defines what does each acronym means, it’s legal bases, objectives, purpose, target clients of the
programs including the suggested activities and agencies who can help conduct the activities in
relation to the programs, process/procedures of the respective program action plans and barangay
council’s approval for implementation through BADAC. However, the barangay secretary missed to
asked the barangay officials for the approval for implementation.
The barangay captain tackled about the SK Barangay Annual Investment Program (ABYIP) Plan
for the 1st quarter of 2019. The said Plan was presented by the barangay captain in behalf of the SK
Chairman to the barangay council men members amounting Php 60, 000.00 only. Hon. Danilo D.
Bandolon/Barangay Kagawad/Chairman on Finance and Budget Appropriation notified to the body
that the SK/Youth Plans or Activities needs the supervision of the barangay officials. During the SK
ABYIP Plan presentation, there was no objections from the barangay council men members and was
subject for the barangay officials favorable approval.
OTHER MATTERS:
Ma’am Jen set in the session to canvass the barangay for the barangay officials photo, the DILG
required Full Disclosure Board and Citizen’s Charter. However, barangay coffer has insufficient of
funds, the barangay captain explained to the supplier that as of now, the barangay can’t afford for it
and suggested to come sometime next year. Meanwhile, the barangay canvass for the barangay
tanod uniforms, flashlights and porras amounting Php 10, 000.00 only.

corrections for revision. Also, Hon. Evelia C. Amoroto/Barangay Captain made remarks with regards
to the previous agenda concerning the upcoming ALBOU seminar on the 23 rd – 25th day of May,
2019. She inform and explained to the body that she was strongly advised by the municipal budget
officer to attend the said seminar, it was moved and adopted by Hon. Wilson L. Alburo duly
seconded by Hon. Marvin Cris Lopez.
AGENDA(S):
Hon. Neciforo O. Rosellosa/Barangay Kagawad open to the body with regards to the schedule of
river banks, creeks and canals clean-up drive. Hon. Evelia C. Amoroto/Barangay Captain ask the
council men members to set a schedule for the said activity. The barangay council men agreed to
conduct the clean – up drive on the 01 st day June, 2019 as early as 06:00 o’clock in the morning.
The barangay captain commanded the barangay secretary to inform all the barangay workers in
relation to the agreed activity and to inform to bring spade with them during the clean-up drive. Also,
Hon. Wilson L. Alburo/Barangay Kagawad requested the barangay secretary to remind everyone
before the clean-up drive schedule.
The presiding officer inform the barangay council men members concerning the recently demolished
waiting shed situated near the barangay hall. The barangay captain shared that during the election
day, she met SB Member, Hon. Collamat outside the voting station. Hon. Collamat explained to her
that the demolished waiting shed was not turn over to the barangay and asked as to what was the
agreed plan of the barangay council men members. However, the barangay captain asked her as to
what she planned for the demolished waiting shed. Hon. Collamat said, she planned that the
demolished waiting shed will be rebuild but to be located in her vacant lot at Purok Atis.
Hon. Evelia C. Amoroto/Barangay Captain presented to the body her proposed planned to make
a door opening inside the barangay health station going to the dirty kitchen in order to have a more
convenient and easy access as far as cooking preparations is concern. During the discussion, it was
unanimously agreed to re-aligned the Php 5,000.00 from the grants and aids of Hon. Reynes and
from late Hon. Olivar from Purok Busay Creek Riffraff to Improvements of Dirty Kitchen.
The barangay captain inform the council men members in connection to the upcoming COA
seminar schedule on the 17th – 20th day of June, 2019 to be attended by the barangay captain for
one (1) day, the barangay treasurer and chairman on budget, finance and appropriation for four (4)
days. Hon. Neciforo O. Rosellosa/Barangay Kagawad ask for the venue of the seminar. The
barangay captain said that the venue will be at COA office/building.
Hon. Evelia C. Amoroto/Barangay Captain deliberated her other agenda with regards to the
acquiring of barangay officials uniform to be wear during barangay sessions and during the daily
barangay duty. She also asked for any suggestion of the council men members to choose two (2)
colors for the uniform. During the consultation, it was unanimously agreed that the color of the
barangay officials uniform will be white and sky blue. In addition, the barangay council men
members agreed to wear the white uniform during the 1 st session schedule and the other color (sky

before the session schedule. Hon. Wilson L. Alburo, also asked for any possible sanctions if failed,
forgot to wear nor precisely wearing the inappropriate uniform color. The barangay captain decided
to no penalty or sanctions if such instance might arise. Hon. Lorojame V. Gemparo/Barangay
Kagawad asked the barangay treasurer if there are any available funds that can be used for. The
barangay treasurer said that there is an unexpended 2018 GAD Budget particularly on the Women’s
Month Celebration amounting Php 9,800.00.
The barangay secretary presented another barangay logo design to the barangay council men
members and asked for any opinion, comments and objections in relation to the presented barangay
logo. She also, consulted the body to make some revision of the approved barangay logo design.
During the consultation among other members of the body, it was unanimously approved to use the
barangay logo recently presented and to enrich/improve some designs of the approved barangay
logo.
OTHER MATTERS:
The barangay captain asked the barangay secretary to make a letter request to be addressed to
Hon. Celestino A. Martinez lll to seek 1 set tent and 100 white chairs. In addition, she also inform the
body that the barangay tanod uniforms were already purchased as well as the emergency lights.

The session was called to order by the presiding officer at exactly 09:00 o’clock in the
morning. The invocation was led by Hon. Danilo D. Bandolon followed by the singing of the
Philippine National Anthem. The roll call of attendance was done, 8 members were present
and Hon. Marvin Cris Lopez was excused. Quorum was duly constituted.
The reading of the previous minutes was done and no remarks or corrections presented,
it was moved and adopted by Hon. Lorojame V. Gemparo duly seconded by Hon. Ernesto
B. Ipil.
AGENDA(S):
The presiding officer open one the day’s agenda concerning the door opening for dirty
kitchen inside the barangay health station. Hon. Wilson L. Alburo/Barangay Kagawad
expresses his favor for the said proposed plan. The barangay captain asked the treasurer if
there is any available funds that can be used for. Mrs. Elvera S. Loon/Barangay Treasurer
said that there were PPA’s budget that can be adjust. Among the presented PPA’s the
budget for the Day Care Children Playing Equipments was unanimously agreed by the
sangguniang barangay members to be adjust from Php 40, 000.00 to Php 30,000.00. The
allocated budget for the proposed door opening for dirty kitchen inside the barangay health
station was Php 10,000.00. Hon. Paulo M. Pilapil/Barangay Kagawad asked to set for
schedule the “dagyaw”. However, during the discussion it was unanimously agreed to
purchase all the materials needed before setting for the schedule of “dagyaw”
Hon. Evelia C. Amoroto/Barangay Captain, inform the barangay council members that
she was canvassed by one of the organizational chart suppliers from barangay Mano
amounting Php 4,500.00. She asked the barangay treasurer if there are any available
funds/sources that
can be used for. The treasurer explained and certifies that there are available funds that can
be used from the notarial fees budget for this year 2019 in the amount of Php 5, 000.00.
To proceed with, there were some changes as to the budget source of the barangay
officials uniform. The purchase of polo shirts will be from the MOOE and the expenses for
the printing will be collected from the barangay officials. It was unanimously agreed by the
barangay council members.
The barangay secretary asked the barangay council members in connection with the
monthly BADAC Meeting. During the consultation of the sangguniang barangay members, it
was unanimously agreed to set the BADAC Meeting schedule on the 14 th day June, 2019.
On the other hand, the barangay council members agreed to moved the 2 nd session and to
conduct the Barangay Development Council Meeting on the 16 th day of June, 2019. It was
unanimously agreed by all members of the body duly present.
The barangay treasurer re-echoed to the barangay council members concerning the
highlights during the four (4) days albou seminar that she and the barangay captain
attended. She said that the barangay is required to make a barangay development plan or
the 6-10 years plan with it’s corresponding composition. Also, there is a need to make a
barangay development investment plan or the 3-5 years plan and the annual investment
plan in which all the PPA’S in the BDB and BDIP must reflect in it. In addition, she briefly
discussed the five (5) Budget Process namely the following:

The barangay treasurer reminded the barangay council members for the barangay
officials contribution to the bereaved families of late Monito Ursal.
The barangay captain also give some updates on the Proposed Barangay Covered Court
construction. She said that the covered construction will soon to start.
