GENERAL

1. Airport regulations
The flight plans will be submitted to the OSIV-SENEAM Flight Information Services Office
with 30 min. in advance of Estimated time of departure (ETD) at least. Any variation greater
than 30 min. in the ETD must be communicated to OSIV/ARO-SENEAM.
At Felipe Angeles International Airport (AIFA), the local operating rules published by
AIFA S.A. of C.V., said information can be consulted in the Operation Rules Manual,
which can be requested by email, dir.operaciones@aifa.aero, or available in print
at the OSIV/ARO office or at the Operations Directorate of AIFA S.A. of C.V. located
inside the Terminal Building. This document contains all the applicable requirements
for flights that land or take off at MMSM for their correct operation within the AIFA,
without prejudice to the applicable national and international regulations.
The Operational Rules Manual of the Felipe Angeles International Airport (AIFA)
contains the following topics:
a) Meaning of marks and signals.
b) Information about parking positions, as well as the Visual Docking Guidance
System (VDGS).
c) Information about taxiing from parking positions including authorizations for taxiing.
d) Limitations for wide-body aircraft operations, including limitations on the use of
power during taxiing.
e) Helicopter operations.
f) Assistance of ground support team.
g) Use of engine power to break inertia.
h) Commissioning and use of APU.
i) Fuel spillage.
j) Special precautions during adverse weather conditions.
When there are special procedures or situations, the applicable rules will be provided
to each aircraft by the Apron Management Service (MMSM APN).

2. Taxiing from and to parking stands


All movements of aircraft, towed aircraft, people and vehicles in the maneuvering
area are subject to prior authorization from ATC, except for vehicles that circulate
on established roads.
All aircraft operating within the AIFA maneuvering area, self-propelled or towed, must
keep their transponder equipment switched on in mode C or S.
No aircraft may cross any runway without the explicit authorization of ATC services.
Departing aircraft must have the latest current ATIS information that can be collected
via ATIS or broadcast on the 127.7 MHz frequency.
No aircraft will request towing or start engines for departure without first having ATC
Authorization or, in the case of VFR flights, with a transponder code assigned by
Santa Lucia Clearance Delivery (MMSM PDC) at 121.9 MHz.
The Apron Management Service (MMSM APN) is established as responsible for
the management of the East, Central and Cargo platforms. All aircraft operating from these
platforms must make contact on the 136.00 MHz or 136.45 MHz frequency before initiating
any starting and/or towing maneuver for departure.
Transfer aircraft that require entering the maneuvering area must request authorization
from MMSM SMC at 121.80 MHz before entering the area. If the movement takes place
outside the maneuvering area, they must request instructions from the MMSM APN before
starting the movement, strictly adhering to the instructions received, notifying
in both cases:
- identifier of the operating company
- registration
- type of aircraft
- origin and destination of the movement
- mode of transfer (towed or under its own power).
Landing aircraft will keep listening on the MMSM TWR frequency until it expressly
instructs them to switch to the corresponding Surface Movement Control
(MMSM SMC) frequency.
MMSM SMC will inform the assigned parking position to the arriving aircraft based on
the availability of the information provided by AIFA S.A. of C.V. through the
Operational Control Center (OCC).
Arriving aircraft will taxi to published transfer points in accordance with MMSM SMC
instructions, where they will hold until receiving instructions to proceed from MMSM APN.

3. General aviation parking area


Aircraft parked on the General Aviation apron will start up the engines in accordance
with the internal procedures of the FBO and will begin taxiing on the apron in accordance
with the instructions of the Operations Officer before taxiway B, where pilots will contact
MMSM SMC to obtain authorization and receive instructions to continue taxiing to the
runway in use.
General Aviation aircraft landing at AIFA, upon reaching the transfer point at the entrance
to the FBO apron indicated by MMSM SMC, will follow the signals of the Aeronautical
Operations Officer to continue towards the parking position assigned by the operator.

4. Helicopters parking area


Helicopter parking area consists of 26 marked positions.
The helicopters will always land and take-off from and to the designated area
(TLOF/FATO) and from there they will carry out aerial taxiing towards the parking position,
following the instructions of the ramp agents.

5. Taxiing - limitations
Taxiway FF is restricted for the operation of reference code F aircraft, with a wingspan
of 213' (65 m) or greater.
The entry and exit of the Central Apron for aircraft with reference code F will be
carried out exclusively through taxiway F.

6. Training flights, test flights and use of runways


The use of the Airport facilities for instruction and/or teaching flights by training
centers (schools) is restricted. Military aircraft that carry out maneuvers of their nature
will preferably use the facilities assigned to the B.A.M. No. 1.

7. Transit of helicopters - limitations


Civil helicopters will operate exclusively from the heliport located in the Northeast
Zone of the airport and in accordance with the published arrival and departure procedures,
using the established visual corridors.

8. Removal of disabled aircraft from the runway


When an aircraft is disabled on the runways, it will be the obligation of the operator
or exploiter of the same, to remove said aircraft once the authorization of
the Aeronautical Authority has been obtained.
The AIFA has a lift and drag team with maximum recovery capacity for the AIRBUS 380
aircraft, which is operated by the administration and can be used upon request from
the air operator or under authorization from the Aeronautical Authority, when the aircraft
causes major affectations to the regular operation of the aerodrome, without responsibility
for the AIFA administration for the damages caused to the aircraft.
