A BARANGAY RESOLUTION AUTHORIZING THE PUNONG BARANGAY

NOEL C. TONGSON TO TRANSFER THE SANGGUNIANG KABATAAN
FUND AMOUNTING TO AMOUNT IN WORDS (P 000.00) BASED ON THE
CERTIFICATON OF OUTSTANDING BALANCES OF SK SHARES AS OF
____ FROM MUNICIPALITY OF ORANI ACCOUNTING DEPARTMENT.

WHEREAS, in accordance to the above provision of the law, Sangguniang Kabataan

is a special youth legislature in their Barangay that initiates programs, policies, and
projects for youth development; and obliged to register to Bureau of Internal Revenue
to account its transactions as one of the duly recognized as non-profit organization;

WHEREAS, Article 2, Section 13 of the 1987 Philippines Constitution states that

“the state recognizes the vital role of the youth in nation-building and shall promote
and protect their physical, moral, spiritual, intellectual and social; well-being. It shall
inculcate in the youth, patriotism and nationalism and encourage their involvement in
public and civic affairs.”
WHEREAS, Chapter II, Section 20, Par (a) in RA 10742 or also known as the
Sangguniang Kabataan Reform Act of 2015 states that “Ten Percent (10%) of the
general fund of the barangay shall be set aside for the Sangguniang Kabataan. The
Sangguniang Kabataan shall appropriate the SK funds in lump-sum which shall be
disbursed solely for youth development and empowerment purposes.”
WHEREAS, Chapter II, Section 20, Par (b) of the same Act states that “The
Sangguniang Kabataan shall have financial independence in its operations,
disbursement and encashment of their fund, income and expenditures. As such, the
SK Funds shall be deposited in the name of of the Sangguniang Kabataan of the
concerned barangay in a government-owned bank.
WHEREAS, Based on the DBM-DILG-NYC Joint Memorandum Circular No. 2019-
01 Paragraph 3.2.1 states that the SK Funds shall be automatically released by the
barangay to the SK and shall not be subject to any lien or holdback that may be
imposed by the Barangay for whatever purpose.
WHEREAS, the Municipality of Orani Accounting Department issued the
Certification of Outstanding Balances of SK Shares of Barangay Maria Fe as of
____ and it states that the Sangguniang Kabataan of Barangay Maria Fe has an
accumulated share amounting to AMOUNT IN WORDS (P 000.00).
NOW THEREFORE, on a motion made and duly seconded, in a session assembled
for the deliberation of the said measure, be it solved as it is hereby resolved TO
AUTHORIZE THE PUNONG BARANGAY NOEL C. TONGSON TO
TRANSFER THE SANGGUNIANG KABATAAN FUND AMOUNTING TO
AMOUNT IN WORDS (P000.00) BASED ON THE CERTIFICATON OF
OUTSTANDING BALANCES OF SK SHARES AS OF ____ FROM
MUNICIPALITY OF ORANI ACCOUNTING DEPARTMENT AS IT IS
HEREBY APPROVED.
RESOLVED FURTHER, that the Barangay Treasurer is hereby authorized to issue a
bank check payable to BRGY MARIA FE ORANI SK.

RESOLVED FINALLY, that copy of this resolution is forwarded to all offices

concerned.
