Propaganda Apparatus Disabled

The CPP-NPA-NDF use various black propaganda strategies to topple


down the government. Accordingly, it is necessary for these left-leaning
group to discredit the government so that it will appear to be useless and
needless.
The implementation of the Revitalized-Pulis sa Barangay Program in
collaboration with the security sectors and different concerned agencies in
consonance with EO 70, resulted to various disabling of propaganda
apparatus of the CPP-NPA-NDF such as the successful closure and filing of
cases against of the COMMUNITY TECHNICAL COLLEGE OF SOUTHERN
MINDANAO, INC (CTCSM) that serves as a CTG learning school in Davao
De Oro, the filing of cases against all personalities of UCCP Haran, closure
of 55 Salugpungan Schools located in the GIDA barangays.

Murders, Arson, Human trafficking, Child Abuse, Extortion, Kidnapping, etc. are
the crimes committed by the communist terrorist groups and makes them a criminal
and terrorist entity in disguise as a political entity. Getting away with these crimes by
arguing these are in furtherance of rebellion, a bailable political offense. Once out of
jail, they commit again and again the same crimes.

On CTG Political Officers arrested/neutralized, there were ----------- individuals


who have surrendered directly to R-PSB bringing with them assorted firearms and
ammunitions. The biggest of which came from the Pulang Bagani Command
operating in the areas of Davao del Norte, Davao City and Bukidnon.

In an effort to sustain and enhance the intervention of the Revitalized-Pulis sa Barangay,


People’s Organization were organized primarily to recognize their participation in the nation
building. As embodied in the constitution, POs are encouraged to involve themselves in
undertakings which promotes the interest and welfare of the nation.

For the record, R-PSB was able to organize 550 POs in the 253 GIDAs barangays with
membership of 22,000 individuals. This is to address and capacitate the Peasant sectors of the
community to become more productive citizens. Out of this 550 POs, 388 were already
registered with the Department of Labor and Employment. On the other hand, the AFP turned
over 78 POs to R-PSB which the former have organized during their CSP.

The total number of people's organizations assisted with various project interventions
which summed up to 966. PO members were trained in various organizational capacities such
as : TESDA Skills and Livelihood Trainings, Capability Development Trainings, Seminar
Workshops, Leadership Skills and many more.

Strong Presence of Government Law Enforcement and Security Forces

The presence of law enforcement and security forces in the GIDA barangays play an
important role in public service. They perform various functions apart from responding to incidents,
deterring and preventing crimes.

Their presence also gave a sense of security to people who need protection and discourage
lawless elements.

During the deployment of R-PSB in the 253 barangays, a total of 204,930 community affairs
and development activities have been conducted. Likewise, the security teams deployed to secure
the R-PSBs attained 291,600 prophylactic patrols hours that all resulted in the surrender of 284
CTGs as well as arrest of 7 Topmost Wanted Persons hiding in the GIDAs far from reach of local
police operations and intelligence monitoring.

In the editorial of the Council of Europe, they averred that war and terrorism are indeed a
breakdown of humanity, acts which seem to undermine and sideline the values at the heart of
human rights – and the legal system which protects them. However, even in the midst of such
a breakdown, human rights continue to operate, albeit in a weakened state, and although
they cannot fix all evils, they can provide some minimal protection and some hope for justice.

A total 6 IEDs, 7 grenades and 3 claymore landmines were recovered by R-PSB for the
period of deployment.

Some of these were supposed to be used against PNP and AFP personnel to demoralize
their effort in the GIDA barangays and to make the people believe that they are still present.

The strengthening of mass-based organizations like the Underground Mass Organizations


which the CPP-NPA-NDF organized the women, peasants, farmers, laborers, Indigenous Peoples,
fisherfolks, students and among others purposely organized to fill in their ranks and serve as future
red fighters to overthrow the legitimate government.

Police Regional Office 11 through the R-PSB Program is very persistent in engaging the
different sectors of the government in order to sustain the gains and initiatives of EO 70.

For the period, the R-PSB has accomplished 259,632 activities, breakdown to 1,051 activities
on situational awareness and knowledge management or SAKM, 217 activities for sectoral
unification, capacity building and empowerment, 258,080 activities for strategic communication, 167
activities for local peace engagement, and 117 activities for poverty reduction, livelihood and
engagement.

Barangay Local Government Unit considered to be the grassroot government who has the
responsibility to provide services to the people which is critical in ending the local communist
armed conflict. These constitutional bodies are mandated to make the government be felt at the
grassroot level.

The Revitalized-Pulis sa Barangay took the lead in strengthening linkages by conducting


regular Barangay council meetings. In 2020, the R-PSB occupied 57 GIDAS barangays and
discovered that its barangay-based institutions had been inactive or not functioning. There are 8
mandatory councils that should be active in every barangay and in 1 year period, the R-PSB was
able to activate all the councils and facilitated meetings.

It is important that members of the Barangay Development Council have the heart in
setting good and legitimate direction of economic and social development efforts.

In 2020 to March 5, 2021, the R-PSB facilitated the activation of the 215 Barangay
Task Force ELCAC so that the barangay could align with the requirements of the NTF
ELCAC relative to the granting of the BDPs. At present, 100% compliance was achieved by
R-PSB. The BTF ELCAC is a council composed of the BPOC and BDC with the PNP.

Barangay Peacekeeping Institution Organized

The region has been confronted with challenges along the area of peace
and order and the need to strengthen community-based mechanisms and the
community’s involvement in the government’s initiative of ensuring peace and
security is a must.

Barangay Peacekeeping Institutions were organized by the R-PSB and was


able to activate 1,771 Barangay Peacekeeping institutions on the 253 GIDAS
barangays from the beginning of deployment until this time of writing. BPKIs in
the GIDAS prior to the deployment were found out to be inactive or not
organized.

Although volunteer in nature, they are considered to pillars of public service and
governance in the community level. These barangay peacekeeping agents whom we
considered as force multipliers, need to be compensated to keep them doing good in
their field of duties.

The R-PSB strive to coordinate with the Punong Barangays to consider this
premise to at least provide within their capacity, financial, medical, training and legal
support for their volunteer barangay functionaries.

Afterall, right compensation will lead to job satisfaction that eventually makes
employee increasingly motivated to deliver good results in terms of government service.

The Department of the Interior and Local Government has issued a memorandum stating
therein the need to strengthen the capability of the Barangay Peacekeeping Institutions and its
components in addressing the peace and order concerns in their locality.

To capacitate the organized BPKIs, the R-PSB Teams in different deployment areas were able
to conduct ------------- trainings and seminars for the BPKIs and recorded a total of --------------
activities that includes patrolling, area security, meetings and others.

In the end, they will become part in the successful implementation of R-PSB missions
especially in sustaining the gains of the community support program, prevention of resurgence of the
CTGs, insulating the unaffected individuals and securing the government’s development project.

“Where the road ends, insurgency begins”. Insurgency is so infectious; it easily


spreads if people have issues to raise. No matter how the government programs are
projected if people are economically handicapped and infrastructures particularly road
network is lacking, people are misled by the insurgents.

One of the most important elements to progress is the presence of roads. Roads
are the arteries through which the economy pulses. By linking producers to markets,
workers to jobs, students to school, and the sick to hospitals, roads are vital to any
development agenda. 
Thus, R-PSB in its own little way, make use of the available resources from different
line agencies to help communities move forward, and providing roads will lead towards
genuine peace agenda, there is peace and there will be development.

The BDP is directed to the sustainable rehabilitation and development of 822


barangays formerly established as guerilla fronts of the CPP-NPA-NDF.

Each barangay is provided with 20 million pesos each for their respective


projects. This is a socioeconomic development projects geared towards the provision
of farm-to-market roads, health centers, electrification, water and sanitation facilities,
schools, and livelihood projects.

Davao Region is a recipient of 215 BDPs for the priority barangays as


determined by the Regional Task Force ELCAC.
