 Ang petitioner na si Norberto Quisumbing ay nagfile ng complaint sa Court of
First Instance Manila against respondents na si Eugenio Lopez, Ernesto del
rosario, Roberto Villanueva na publisher, editor and chief, and general
manager ng The Manila Chronicle kasong libel dahil sa article na nilabas nito
noong November 7, 1947 ukol sa naging raid ng NBI sa mga opisina ng 3
businessman kabilang si Noberto Quisumbing.
 Ang artikulo ay nagsasaad ng naging proseso at imbestigasyon ng nasabing raid
sa mga opisina ng mga umaapila sa paratang na Usury.
