LETTER TO THE READERS

Dear Readers:

I made this work immersion portfolio for you to know what I am doing outside the school, in which I

engage myself in the outside world full of various professionals in different fields, it made me to feel what

the reality is outside and maybe apply it inside the school itself. You’ll expect many things in this portfolio,

this includes the objectives of the work immersion and the duration and the work place that is under my

introduction. Next is my training area, in this portion you’ll expect that I’ll tell the history of my workplace,

organizational structure, the mission and also the vision of the company. Followed by my training experience

that includes journal, observation and insights, my reflection, and lastly, my self-appraisal. And the last part

of this portfolio will be the appendices, you will see my daily time record, resume, and my evaluation sheet.

In this work immersion, it enables me to know my strength and also my weaknesses outside my comfort

zone. I found out that I should improve my communication skills so that I can improve the way I talk to the

people around me and around my workplace. Also I found out that I’m good in following instructions that

my supervisors told me. Determining my strengths and weaknesses will help me someday when I am the one

who’ll work not only for myself, but also for my family.

I can say that this school year is the best year for me, because this qualifies me to improve and enhance

my skills for us to be ready in the college world and face the reality outside our comfort zone. This year is

the year for us to ready ourselves to face tough challenges in the reality world where we will encounter

different people with different mindsets and perspective in their lives.

I hope you learn something in this portfolio and I will do my best to make your time worth it reading my

I would like to acknowledge our God for guiding me to complete this work immersion , for guiding me

everything I did inside the company , also I would like to thank him for giving me the strength and knowledge that

makes me to accomplish tasks and improve my skill while I’m inside the MWSS . I also like to thank our teacher

Ms. Juliet Moises for finding us our workplace and to Mr. Carlos Cruz for guiding us what to do inside the

workplace the do’s and don’ts‘s and the things we should improve and remember for us to improve ourselves not

just by gaining knowledge on the things that we are doing but to improve our attitude towards our work and also

for our workmates. He also said that skills is now the basis of life , because knowledge is everywhere while the

skills is the one we need to improve in order to become successful someday. Also I like to thank all the person I

meet inside the company. Thank you Mr. Conrad and Ms. Aika for supervising me in our department, it was a

pleasure to meet you all, also for our head Mr. Ramon, our principal engineer Ms. Isabel and to our COS, Ms.

Daryl. Thank you for making my work immersion to be one of my memorable moments in my life, I hope you all

do a great job in your works and we’re expecting new innovations and changes in our water and sewerage systems.

Also I like to show my gratitude for all of my schoolmates that I meet there , thank you to the fun times we spent

inside and outside the company, I hope we all reach our goals someday . And lastly I would like to thank my

family for supporting me with this , for waking me up early in the morning , for me to go to my workplace as early

INTRODUCTION

Objectives of the Work Immersion

Experience is the first word that comes up to my mind whenever I hear the word “Immersion”, this thing

immerse us with professionals for us to gain apprenticeship and learn new things inside the workplace . At the end

of this work immersion, we students expect that the things we learned while we are inside the company will be

applied also inside the school, all the competencies we improved while we are with bunch of experts and smart

people. Experience is the key for us to know what to do if ever we face tough challenges, not just in our work but

also in our life, it made us to think rationally if we are in difficult situations, work immersion will help us to

develop that kind of characteristics, because of immersion, we are now gaining experience on what the reality is

outside the school and the reality when you are now engaged in the industry. By the apprenticeship I gained from

my supervisor, I’ll now improve myself on doing tasks that is assigned to me.

Place and Duration of Work Immersion

MWSS (Metropolitan Waterworks and Sewerage System) as known as Pangisawaan ng Tubig ng Alkantarilya

sa Kalakhang Maynila formerly known as the National Waterworks and Sewerage System Authority (NAWASA),

is the government agency that is in charge of water privatization in Metro Manila in the Philippines. It split the

water concession into an east and a west concession with Manila Water being awarded one contract and Maynilad

Water Services being awarded the other. The company was now administrated by Lt. Gen. Emmanuel Salamat, a

retired military general. The agency was located at the Katipunan Road, Balara, Diliman, Quezon City. The agency

was consist of different building and other water services such as Maynilad and Manila Water. The minimum

duration required in this agency is approximately 80 hours that consist of 10 days (8 hours a day). Based on my

experience, the workplace also have churches and canteens, a court for the employees to play and a rooftop and a

hele pad at their main building.

HISTORY OF THE WORKPLACE

The Metropolitan Waterworks and Sewerage System (MWSS) holds the distinction of being one of the oldest and

most formidable government organizations in the Philippines. Its roots were traced to the first water system laid out

in old Manila in 1878 from funds donated by Spanish philanthropist Francisco Carriedo y Peredo.

The construction of a water system in 1878 delivered 16 million liters of water per day (MLD) to 300,000people.

Its main objective was to improve the people’s health and living conditions through clean drinking water.

The Carriedo System had evolved from the Manila Water Supply System in 1908 to Metropolitan Water District in

1919. Thirty-five years later, it became the National Waterworks and Sewerage Authority (NAWASA).

The government changed its nomenclature again in 1972 to Metropolitan Waterworks and Sewerage System

(MWSS), by which it is known to this date. From a national agency, attending to water needs of the entire

Philippines, the MWSS by virtue of its Charter was tasked to provide water to Metro Manila and environs.

The MWSS, in spite of all its efforts, through the years has hardly satisfied the needs of the consuming public.

Manifestations of which was the increasing demand for better water services across the sub-sectors. This dilemma

basically paved the way for the government to introduce urgent and significant measures for conservation of the

water resources and improve the management of the water industry.


Many laws were promulgated for the purpose of addressing the water crisis. However, the most significant and

related to the operation of the water utilities, among others, was the National Water Crisis Act of 1995 (RA #8041).

This law states the need for the government to adopt urgent and effective measures to address the nationwide water

crisis which adversely affects the health and wellbeing of the population, food production and industrialization

process.

These was followed by the enactment of Executive Order No. 286 which affected the reorganization of the MWSS

and Local Water Utilities Administration (LWUA) to enable these agencies to become more effective, efficient and

responsive to the country’s needs for potable water.

In March 1996, Executive Order No. 311 was implemented. This policy encouraged the private sector’s

participation in the operation and facilities of MWSS.

As a result of these numerous adjustments, the MWSS – on its 120th years of continued service to the people- was

privatized. This bold move was aimed at improving the water delivery service.

The responsibility to operate and improve waterworks system was passed on to the two private consortia in

conformity to the Concession Agreement. This contractual agreement was entered into by the Republic of the

Philippines through the MWSS, the Maynilad Water Services Inc. (MWSI) for the West Zone and the Manila

Water Company, Inc. (MWCI) for the East Zone.

VISION

MWSS is the prime mover and guardian of water security providing adequate, safe, reliable, and affordable water

and sewerage services to Metro Manila and its existing and future coverage areas, while ensuring the sustainability

of its water resources and the intelligent and right use of water.

MISSION

For Metro-Manila and its neighboring towns:

 Protect, secure, optimize and expand our water sources, their watersheds and infrastructure

 Provide equitable access to clean, potable and affordable water

 Aggressively increase the coverage of sewerage disposal system

 Ensure prudence and efficiency in the implementation of all our plans, including those we accomplish

through our agent concessionaires, and in doing so, deliver affordable water tariffs that will support the

long term water security program for Metro manila and all covered areas.

 Inculcate respect in the meaningful roles and contributions as part of nation building to the inter-

generational legacies being pursued by the Corporation

FUNCTIONS OF THE CORPORATE OFFICE

 Cooperate with the Concessionaires in the development of new water sources

 Facilitate the exercise by the Concessionaire of its agency powers

 Carry out accounting and notification functions

 Monitor, report, and administer the MWSS loans and perform related functions in connection with existing

projects

 Manage and/or dispose retained assets

 Provide other services or functions as assigned in the Concession Agreement

FUNCTIONS OF THE REGULATORY OFFICE

 Monitoring and/or enforcement of the Concession Agreements, including:

 Contracts between the Concessionaires and Customers

 Standards of service to Customers

 Production of audited financial information, ruling on cost allocation and others for rate-setting

methodology

 Reviewing water supply and sewerage rates (tariff) and implementing Extraordinary Price Adjustment and

Rate Rebasing provision

 Prosecuting or defending proceedings before the Appeals panel


THE TRAINING EXPERIENCE

November 11, 2019 / Monday

The day that we are getting dispatch for our work immersion, it is not easy for us to go to the agency that we

are in, despite of that, we still have this fun while we are now heading to our workplace. After 1 hour, we finally

make our way inside the MWSS, ride an elevator, going up to the 3rd floor of the building. After we landed on the

third floor, a bunch of employees and the manager, Ms. Pinky, was here to meet us with our teacher and assistant

principal. The manager tells us the things she like and the things she don’t like. After that the human resource

manager deploy us in different departments and the department that I am in is in the Waterworks and Sewerage

Management Department and meet my two supervisors, Mr. Conrad and Ms. Aika. At first I was nervous because

it is my first time been in a place full of professionals. After 10 minutes of waiting, they finally tell my first task. It

is to encode data in Microsoft Excel. After Mr. Conrad explain a few things, I finally start my job as an encoder in

their department. I didn’t finish it in the first day because the numbers was too many but I can tell that this first day

was a good start for us students. Having new friends and new experience was the one that complete my day in

MWSS, I finally know how time cards work. What a beautiful day.

November 12, 2019 / Tuesday

This is now my second day in my work immersion and still nervous but it is not like my first day. I arrive at

my workplace at 6:30 in the morning , there still no employees here because I arrive so early but as soon as my

supervisors arrive in our department, I borrow his laptop to finally finish my task on him . I finished it after lunch

and wait for another job to do . After resting for like 30 mins , Ms. Aika gave me now the Water Service

Connection booklet , and it contains a lot of data from year 2017 to 2018 . Well encoding is fun , I guess. I take my

coffee break and decided to go to other department and look for my classmat their and know what they’re doing

and they’re all busy that time so I decided to go back on my place and continue my job of encoding number and

different kind of data. But I didn’t finish my work at that day because it was now 4 pm and I’m just finish 45% of

my work. Our officemate questioned us that if we want us to join them on their shuttle for us to save more money

for transportation fees . And it looks like my second day was also a nice day .

November 13 , 2019 / Wednesday

What a meaningful day today. I arrive at my place earlier than the other as usual. But this time I am with my

classmate when I arrive in my department. I play some games while I’m waiting for my supervisor and stop it

immediately as soon as they arrive. I borrow his laptop again to continue typing the data from the KPI ( Key

Performance Indicators) booklet and start typing the data inside of it . 9 am where our manager call us for a

meeting, so I decided to stop my work and tell my supervisor that I need to go to the seminar. The meeting place

was actually for businessmen because of its round table and projectors above. There, we talk with Ms. Pinky,

telling us a lot of things about the things she experienced and how she become successful, it was a long talk with

her, telling us story that may be applied from the future. She always has this word “sipsip” with her because that is

the key why she becomes successful. After the meeting, I absorb different lessons from her and maybe apply that

lesson in the future and maybe use it to become successful someday. I immediately start my work after that

meeting with her. I’m glad that I finish it before I leave my workplace. I peacefully leave MWSS with my

schoolmates with a lesson in my mind.

November 14 , 2019 / Thursday

This day is shaking. Thursday will be the day for us to get ready for the upcoming drill. But before that, I need to

complete the task that was assigned to me by my supervisor. I need to cover those CDs with the logo of MWSS. 9

am drops, the megaphones start with loud noises as an indicator for us to do the drop, cover, and hold. My

supervisors was not there because they attend a conference outside the agency, this means that I’ll be free today, I

only need to finish my work and wait for them to comeback. 3 in the afternoon , my supervisors arrive at our

department with a food with them and gave it to me without hesitation . After I finish eating , I ask them if there is

any task to do now, Mr. Conrad say that I can just rest and wait for my time to leave. I may not have a busy day

today but I can say that this one is memorable because this is the first time I joined an earthquake drill with

different employee from different floors of the building.

November 15 , 2019 / Friday

Thanks God its Friday. Friday may be a busy day for others but it looks like the table has turned now. All I did is

to wait a command from my supervisor for another job. But while waiting for them, I just writing something in my

table and reading some books in my table. My supervisors just seems busy that moment that they didn’t have a time

to talk to me. I’m just amaze to all their hard works in their projects for the improvement of the agency. Instead

sitting in my table for a long time, I decided to ask them if I can help my other classmate on their works and they

allow me so I look for my schoolmate and it looks like they’re not busy at all because their supervisor attended a

meeting. So I decided to go back from my place and just wait until my time for me to leave.

Government Procurement , I didn’t finish reading because most of the

context in this book are complicated.

November 18, 2019 / Monday

Monday is work day. It is hard now to look for a transportation for me to get to my workplace as early as I

usually do. There are many people there waiting for a jeep or for a bus to ride enable for them to go to their work

and maybe consider myself as one of them. But it looks like I get at MWSS in time , 6:48 am . As usual , I am the

only person in my department that time waiting for them to arrive on our department . It was 8 am and we have to

go to the 5th floor to attend the flag ceremony. I meet different students here from different schools. After the

ceremony, I go back to my place immediately and continue my work here. My work to cut papers and label the pages

on what month it was received or conducted , and sorting them in order. I just finish it before break and decided to

go to a mass after lunch. After the mass I decided to go back in my place . After a hour of doing nothing, I finally

decide to ask my supervisor that is there something that I need to do right now? , they answer me no so I ask again

if I can help my schoolmate on their tasks and they allowed me for the 2nd time. I helped my schoolmate to go in

different departments because there is something that they need to receive. After an walking exercise , I decided to

go back in my place and get my things because its now 4pm that time and my supervisors attended a meeting so I

decided to leave a sticky note in their table for them to be aware that I leave the place.

November 19, 2019 / Tuesday

It looks like I have nothing to do today because my supervisors was out for another meeting. They’re so busy this

week, maybe some important matters are need to be done. So I decided to read a newspaper, a yellow paper that

consist of different products like roofs, metals, woods, etc. I’m bored at that time so I decided to go to other

departments to visit them there and even help them finish their task or may be ask them to join us for a seminar at

the ground floor after lunch. That time I meet my classmate who are working at LWUA , eating at the canteen near

them so I decided to join them and also ask them if they can join us on a seminar after lunch and they said yes so we

head to the church after we eat. After that I decided to go back in our department and my supervisors are still not

there so I decided to talk with my mom. I just wait until 4pm and finally leave the places leaving them again a sticky

note.

November 20 , 2019 / Wednesday

My supervisor finally arrived at our department but they didn’t give me a single task for the day so I ask them

that if I can help my friends on their task and they allow me again to leave our department. I go to Engineering

Department and meet my friends that are really busy on their tasks. I help them photocopy some papers and book

bind them. I now learned something new in other department. Also I meet their supervisor, he was so friendly , he

even shows me some of their free hand drafting and sketch of different buildings. After that Mr. Jun ask me if I can

join my friend in other building for them to receive some documents. It was fun working in other department. They

are more task to do here than in my department. But I can’t stay longer in here so I decided to go back in my

department and wait for a task to do and they finally give me one, is to encode the data from the book that Mr.

Conrad gave me . I finish it in approximately 30 minutes .After that work, I’m now listening to some podcast with

my earphone in my left ear while waiting for another job to do but it seems that they didn’t have any work to assign.

I just can’t help myself on being productive in this work immersion , that’s why I go to different departments and

look for a job to do.

November 21 , 2019 / Thursday

Another busy day . I was so happy that my supervisor gave me another task to do , to encode the List of all Ongoing

Government & Private Contracts including contracts awarded but not yet started. This one is connected to the project

that they’re doing so I need to be careful typing this one. I finish this before lunch. I am so hungry that time but thank

you to my friend giving me a food that their boss gave them . After lunch , we attended again a seminar and decided

to go back at my place . After one hour of waiting what to do next , I decided to ask them again if I can go to other

department for me to help , and they allow me again. I see my schoolmates coloring some of the blueprints from the

Engineering Department. I think that this task is for Elementary students , but I still color some of the blueprints in

order to be productive in my work immersion. I don’t stay for a long time there. I just finish one blueprint and then

leave . I was in my place waiting again for a job to do , then suddenly my friend just showed up asking me if I can

companion her to give documents in different departments. But before I leave , I ask for a permission in my supervisor

and allowed me with a smile on their faces. It was a walking exercise again , I have now the opportunity to explore

my workplace . After that, I go back to my place and listen again to some podcasts while waiting for a task for me

to do. But it seems I have nothing to do now in my department that time. What a busy day working in other

department. I just love how I meet different employee in different departments .

November 22 , 2019 / Friday

The last day of my work immersion , it looks like I’ll miss something here . But before knowing that , I’ll tell the

things I did before I leave the agency . First I help my classmate to go to the other building for receiving documents.

I just love when I walk with this record in my hand , going to different buildings , meeting some new employees and

professionals . After that I sort some of the papers for our evaluation form that’ll be given before we leave the agency.

It is lunch time now and I decided to eat with my friends from the Engineering Department with their supervisor ,

Ms. Kei. After having talks with their supervisor


OBSERVATION AND INSIGHTS

The first time I arrived in MWSS , I was amazed on what I am seeing , on how big this place is , consist of

different buildings , a basketball court , a place to eat like canteens and some markets outside of it . Getting there

from our place is not that hard . You just have to take a ride a jeep to Tandang Sora and ride a jeep again going to

UP Diliman / Katipunan . Our training area are fully air conditioned , a clean comfort room and a beautiful waiting

area with a 42” flat screen TV for them to watch some infomercials and gain some information about the agency .

Every floor of the building have their own security guard protecting the employees on that floor. The utilities that

are passionate on their jobs , waking up early in the morning is one of their routine for our workplace to be neat

and clean. Also not just the utilities are the one who are passionate , there is also a lot of professionals in my floor ,

discussing some important matters, I just heard them talking about a huge amount of money. I just love seeing

them smile every time I greet them a happy morning or a good afternoon . The employee was very friendly and

very accommodating . The workplace is also complete on equipment like office computers , xerox machines,

printers, etc. They also have a big area for seminars and meetings , it is where my supervisors go to discuss with

some businessmen . Also they have CCTVs camera for security. I can say that our floor was free from thieves who

like to steal things.
