KABANATA II

issued Memorandum Order No. 20 Series of 2013 with the subject, “GENERAL
COMPETENCIES” last June 28, 2013. This CHED memo pertains to the rebuilding of the
framework of the General Education--- the portion of the curriculum common to all
competencies such as critical, analytical and creative thinking, and multiple forms of
specific discipline thus, equipping students for Global competency and daily life
practices. The new GEC also proposed that the curriculum will be reduced to a

to be used in global interactions, the new curriculum will be putting general education

change brought by the established K-12 program. This will establish college readiness
for high school students who have undergone the K-12 education program.
are no longer to be taught in college but to be transferred to senior high school. These
revisions will take effect in academic year 2018-2019 or when the first batch of grade
12 students will graduate. To cope up with this changes and revisions of the new GEC,
CHED proposed to have trainings and orientations of the new General Education faculty
as to teach these new set of courses to teachers to be able to relocate those teachers
who will be possibly affected by the changes. According to the public consultations
done by CHED panels last August and September 2012, instead of term to “remove”,
Moreover, CHED also listed possible remedies for college teachers who will be
affected by this revision. One of this is to give the teachers sufficient training to be able
to let them teach the new set of General Education courses, helping them to escape the
possible removal of their jobs as educator. This is also to add additional knowledge to
the teachers who will be facing a change of subject matter to be taught to the students.
The removal of Filipino subjects impacts the college teachers who teach Filipino
not only in terms financially but also as educators of their own language and culture.
Amongst all the changes the new General Education Curriculum (GEC) will inflict
to tertiary level education, the revision of core courses and removal of subjects
especially Filipino from the curriculum gained various reactions from the social media,
and faculty and students of Mindanao State University- Iligan Institute of Technology
(MSU-IIT).
Chapter 2
The removal of Filipino subject from the tertiary level has gained various
reactions from different personalities and all over the internet. It has captured the
attention of many because of the changes it will inflict to college education and
especially, to the tertiary Filipino educators. Considering all the possible outcomes of
these revisions, it is necessary to know the voice of the Filipino Department especially in
MSU-IIT.
To know the specific reactions of the members of the Filipino Department, the
researchers interviewed four faculty members of the department including the Filipino
Department Chairman. Questions were asked to know their reactions and opinions
Data Analysis
On the first question asking whether the Filipino teachers are willing to be
deployed and to teach in the senior high school as one of the remedies for the faculty,
all the respondents answered that they are willing to do so. This implies that they are
also willing to teach in a different environment and to be flexible for the change to be
done by the new curriculum. Thus, this means that the Filipino teachers are not afraid
trabaho kundi ibaba lang yung mga teacher ngayong 2018. As a Filipino teacher, hindi
dapat kabahan o magworry dahil katulad namin, sa program namin, nag popropose
kami ng mga bagong subjects na idadagdag. Wala namang problema sa mga punto ng
teachers,” a Filipino professor added. These words convey that the Filipino teachers are
confident and are not afraid of how the new curriculum might affect their jobs as
teachers because of their trust to the higher ranks for remedies they will impose.
On the other hand, the second question asked if the respondents are willing to
undergo training to teach the new set of courses designed by the new curriculum. All of
the respondents said that they are very willing to undergo training not just for the
purpose of being able to teach the new subjects, but also for them, it is a way of
adding their knowledge and skills as teachers in college. This means that the Filipino
teachers are willing to undergo training and seminars for the purpose of teaching and
coping up with the new curriculum. This also implies that the new curriculum does not
hinder them as a teacher to teach any subject given that they are qualified to teach
these subjects.
On the third question asking the respondents if whether the new curriculum
will produce better graduates with better or high levels of knowledge in Filipino, 75% of
the of the respondents did not agree to this while the other 25% agreed. This means
that the Filipino teachers believe that it does not solely depend on the curriculum
rather, it mainly depends on the teachers and the trainings they have undergone. This
also implies that they think that the new curriculum does not mainly improve the quality
of Filipino education in the Philippines specifically in MSU-IIT. But on the other hand,
some of the teachers also believe in the revisions by the new curriculum and that the
CHED have studied it thoroughly that it will bear positive results for the students.
“Hindi pa. Kulang pa. Dapat talaga may mga subjects pa sa Filipino sa college
dahil hindi lamang tungkol sa wika ang itinuturo kundi ang lahat ng disiplina ang pwede
ituro sa Filipino. Mas okay kung may isa pang subject sa kurikula na idadagdag kung
saan nagagamit talaga ang Filipino. It’s not enough,” the Chairwoman of the Filipino
department added. This statement means that as Filipino teachers, they think that
removing the Filipino subjects and revising these subjects will not bear positive results
is needed.
On the other hand, the fourth question asked if the respondents think that
taking out Filipino subjects will be detrimental to the quality of tertiary-level education
tertiary-level education, while the other 25% disagreed to this statement. This implies
that some of the teachers really believe that Filipino is essential to be taught in college
for almost all of the students who only learn Filipino in college. According to one of the
Professors interviewed, it can cause problem to the students because in college, the
Filipino is discussed precisely and deeply while in high school, it is only taught as a
subject.
knowledgeable in Filipino. As summary of what they have all answered to the question,
the respondents all said that the importance of being knowledgeable in Filipino is that
as Filipinos, it is what binds us as countrymen of the Philippines. It does not only teach
Filipino as a culture. Thus, this also means that being knowledgeable in Filipino also
determines that you really are a true Filipino, keeping the true essence of nationalism.
As one of the professors said, “Hindi lamang tayo tinuturuan ng mga pang-uri,
pang-abay kundi kung papaano maging isang tunay na Filipino sa isip, sa salita, at sa
gawa.” This implies that Filipino education does not only teach us the knowledge
needed to know and understand Filipino as a subject but it gives Filipinos the right to
be called a Filipino.
Chapter 5
Conclusion
After gathering and analysing the data, the researchers conclude that the new
revisions to be made by the new General Education Curriculum has gained positive
reactions from the Filipino Professors and faculty members of the Filipino Department of
MSU-IIT. 100% of the respondents answered that they are willing to be deployed to
senior high school which implies that they are willing to accept the new curriculum and
its revisions to be done to tertiary level education, thus accepting the removal of Filipino
subjects in tertiary level. With this in mind, they are also willing to undergo trainings
and seminars to teach new courses for the new curriculum and to improve their
knowledge and skills as a teacher. But, 75% of the respondents disagreed that the new
curriculum will produce better graduates with high levels of knowledge in Filipino due to
removal of specialized study in the subject because it does not depend on the
curriculum rather, it depends on the teachers. This means that the Filipino teachers are
still in doubt if this new curriculum will really improve college education. Thus, the
Filipino teachers still believe that it is better if Filipino is still to be taught in college for
most of the students only learn Filipino in the tertiary level. The Filipino teachers also
believe that being knowledgeable in Filipino is important because it does not only teach
Filipino as a subject, but it gives meaning and shows essence of having nationalism.
