Mekong Economics Myanmar is recruiting a Specialist on Gender and Social Development,


based in Nay Pi Taw (or willing to work fulltime in Naypitaw) for the Equipping Youth for
Employment Project funded by the ASIAN DEVELOPMENT BANK (ADB) and implemented by
the Ministry of Education (MOE) and Ministry of Industry (MOI), in cooperation with the Ministry
of Labour, Immigration and Population (MOLIP) and other agencies. For contact in Myanmar,

Brief Description

The Specialist on Gender and Social Development will be willing to learn and to support the
project team and Government Ministry.

Offered Salary: Negotiable.

Responsibilities:
LOCAL CONCERNS, GLOBAL APPROACHES

- Support the Project Management Unit (PMU) and various Implementing Units (IUs) to ensure
ongoing M&E of gender- and ethnic group-related aspects (including Gender Action Plan (GAP)
and Ethnic Group Plan (EGP)) of Equipping Youth for Employment (EYE) interventions,
including via periodic spot checks;

- Work with the PMU, Department of Basic Education (DBE), and other relevant units to develop
detailed protocols and capacity building for school management of dormitories (emphasizing
student security and well-being), and to ensure ongoing M&E of dormitory use and conditions,
including via periodic spot checks;

- Support or conduct training/orientation/capacity building related to the above for central and
local staff;

Requirements:

 Strong academic background (e.g., a bachelor’s degree or preferably a master’s or


higher degree) in a relevant field.
 Significant experience and demonstrated capacity in carrying out tasks related in
Myanmar’s education sector and/or relevant roles in other social sectors.
 Experience in 1 or more of the following areas: (i) secondary education subsector (SES)
curriculum development; (ii) technical and vocational education and training (TVET)
program development and delivery; (iii) Teaching and/or training teachers of SES and/or
TVET teachers; and/or (iv) Capacity development for education sector staff. (preferred)
 Experience working in relevant internationally supported education projects/programs
and/or demonstrated familiarity with education systems in other countries (preferred).
 Strong speaking and writing English skills.

 Ability to adapt to fast and dynamic changing context

 Team oriented, good inter-personal and cross-cultural communication skills and


outcome oriented

 Good communication skills (written and verbal)


 Good at planning and time management

Benefits or Allowances:

 Salary adjustment every 12 months in principle

 Daily per diem for the Field office work paid directly by the Client at a rate of MMK
27,280/day (covering subsistence allowance for food expenses, laundry,
communication, personal travel’s, taxi, etc.).

 Hotel accommodation during field work in Myanmar including breakfast will be arranged
by the Client
 Travel cost for any travel required by the Consultant for any Field Work as identified by
the Client will be covered by the Client.
