INTRODUCTION
A. LOCATION OF THE PROJECT
Muara Tawar Add-On Project is located at the northern part of the district of Bekasi, West
Java, approximately 12 km away from Tanjung Priok, the harbor of Jakarta City, towards the east
direction.

B. GENERAL PROJECT
The Muara Tawar CCPP Add On Project will convert the existing open cycle Block 2, Block 3 and
Block 4 to be Combined Cycle Power Plants Multi-Shaft with the following major equipment:
 Add On to Block 2 comprising of two (2) Heat Recovery Steam Generator units and one (1)
Steam Turbine unit which has a capacity of approximately 150 MW at site condition.

 Add On to Block 3 comprising of three (3) Heat Recovery Steam Generator units and one (1)
Steam Turbine unit which has a capacity of approximately 250MW at site conditions.
 Add On to Block 4 comprising of three (3) Heat Recovery Steam Generator units and one (1)
Steam Turbine unit which has a capacity of approximately 250MW at site conditions.
 Balance of Plant system to support safe and reliable operation of the Add-on CCPP Block-2, 3
and 4. The cooling system for steam turbine condenser will be once through cooling using sea
water from existing intake channel.
The scope of works will summarize as table in below,

During the catch up schedule based on commitment schedule that block 2 will be steam
blowing and COD within this year, we would like explain to owner that we need some modify, re-

route, and temporary supporting referring approval drawing. The modify method will be explain in
below ‘Proposed change request’.

C. STEAM BLOWING PHILOSOPHY

The basis for steam blows is that the piping is blown, bypassing the turbine, with sufficient
HRSG drum pressure to ensure that the piping will experience a dynamic pressure to assure adequate
cleaning. The HRSG drum pressures during steam blow provide a dynamic pressure throughout the
piping, which is higher than would be experienced for all plant operating conditions. Therefore, any
potentially damaging particles will be blown out of the piping prior to the turbine operation. This is
accomplished by using low steam pressures and consequent high specific volumes to achieve high
steam velocities throughout the system. Thermal cycling of the piping system will be used to assist in
the removal of mill scale, weld slag, and other adherent material.
Referring to the documents MRT-YR01-P2ZEN-110103 and MRT-YR01-P3ZEN-110103,
Steam Blowing Out Procedure for Block 2, 3 & 4, following precautions shall be done and considered
prior to the Steam Blowing Out activity:
- Feedwater system and Demineralized water system: BFP and related system shall be ready
for steam blowing operation. Also, feedwater system can be manually operated to control
drum levels during steam blowing. Demin water storage and transfer system shall be ready
to supply make-up water which has proper water quality to each drum.
- Condensate system: If required, CEP and condensate system can be operated to supply
additional demin water.
- Closed cooling water system and Aux. cooling water system: Closed cooling water system
and Aux. cooling water system shall be in operation.
- Instrument air system: Instrument air shall be supplied.
- Control system: Alarm and trip function of the all above mentioned systems shall be in
operation.
- All safety system: Fire Fighting, Eye Wash, etc., shall be ready to operate in order to ensure that
all impact of accident which may occur can be minimised by operating the first aid and preventive
system.

In regards to that precaution, following plan required to achieve the Steam Blow activity
completion.

PROPOSED CHANGE DESIGN REQUEST

1. ELECTRICAL DUCT BANK FROM STEAM TURBINE BL2 TO MCC CWPH

Due to steam blow which will be start ,CW Pump operation will be operate so the cable need
connected to MCC CW Pump House and Instrument Cable For BOP area.

Surrounding that area in front of CWPH will be crowded at the time, due to GRP construction
block 3&4, and need to access around that area, so we have some optional to have make
temporary line to avoid during construction period. The detail laying and detail steel structure
will submit separately.

2. SUPPLY POWER FROM MV PANEL SPARE TO ECP TRANSFORMER

Due to CW Pump operation will be operate, so for the rectifier transformers that exist in the ECP
package system have to operate at that time.
Based on design, the Power Transformer Rectifier in the ECP package system uses the Power
Medium Voltage source from Common MV Switchgear, which for panel placement positions
according to the design will be placed in the electrical SWGR room STB Block 4 el 17,100.

EQUIPMENT ROOM FOR STG UNIT-2, 3 & 4.

CHANGE REQUEST
 Request to use the Power Medium Voltage (MV) source in the Spare MV Panel / Cubicle.

Related to the schedule for the Solo Motor Test will be carried out at the same time the
electrical SWGR room building STB Block 4 el 17,100 is still under construction, so with that we
propose that the source of the Medium Voltage Power transformer rectifier ECP Package system

can use the MV Power Spare panel in the Electrical Swgr Room STB Block 2.rectifier ECP
Package system can use the MV Power Spare panel in the Electrical Swgr Room STB Block 2.

3. SUPPLY POWER TO THE PACKAGE / EQUIPMENT SYSTEM USING


TEMPORARY POWER SOURCE DIESEL GENERATOR (DG).

A. Due to steam blow which will be start and CW Pump operation will be operate, so that for
CWPH SWGR Room, ECP and Intake Screen Package System must have been operating
normally.

ROOM FOR STG UNIT-2, 3 & 4.

CHANGE REQUEST
In accordance with the schedule for the Solo Motor Test will be carried out, Steam Blow
activity, and at the same time the electrical SWGR room building STB Block 4 el 17,100 is still
under construction, so with that we propose that the source of the Power 400 V PDC SWGR for
ECP, CWPH, Intake Screen package system can use temporary power from Diesel Generator (DG)
temporary units. for the location of the Diesel Generator (DG) will be installed in an area close to
CWPH SWGR Room and for the Diesel Generator capacity of 900 Kva. For temporary power will
use 2 units of Diesel Generator (DG) with a redundant system.

B. Due to steam blow which will be start on 4th June 2020, CW Pump operation will be operate, So that
for WTP, WWTP, MSF Desalination and Aux Boiler Package System must have been operating
normally.

activity and at the same time the electrical SWGR room building STB Block 4 el 17,100 is still
under construction, so with that we propose that the source of the Power 400 V PDC SWGR for
WTP, WWTP, MSF Desalination and Aux Boiler package system can use temporary power from
Diesel Generator (DG) temporary units. for the location of the Diesel Generator (DG) will be
installed in an area close to WTP SWGR Room. and for the Diesel Generator (DG) capacity of 2200
Kva. For temporary power will use 2 units of Diesel Generator (DG) with a redundant system.

Total Load for WTP, WWTP, MSF Desalination and Aux Boiler Package System.

C. Due to steam blow which will be start and CW Pump operation shall be operate on, so that for
Firefighting Pump Package System must have been operating normally.

In accordance with the schedule for the Solo Motor Test will be carried out, steam blow
activity and at the same time the electrical COMMON MV SWGR room building STB Block 4 el
17,100 is still under construction, so with that we propose that the source of the Power 6.3 KV for
LCP Fire Fighting Pump package system can use temporary power from Diesel Generator (DG)
temporary units. for the location of the Diesel Generator (DG) will be installed in an area close to
Fire Pump House. and for the Diesel Generator (DG) capacity of 300 Kva. For temporary power
will use 1 units of Diesel Generator (DG).

4. TEMPORARY PIPING DUE TO STB BLOCK 3 AND 4 NOT READY

 Based on detail design approved that some Piping from HRSG coming to BOP through STB
Block 3 and block 4

We have 4 pipes requirement for steam blow and need to be re-reoute, as like :
1. Waster water treatment Pipe
2. Make Up water Pipe
3. Service Water pipe
4. Potable Water pipe

 Due to rectification in STB block 3 and STB block 4 is not finish yet, we would like inform
owner that we will be re-route as owner with the total length about 290 Meter

TEMPORARY PIPING DUE TO GRP BLOCK 3 & 4 INSTALLATION

 Based on detail design approved that from Piping from ECP and CWP house will use the line
of pipe sleeper. But due to GRP block 3 and 4 construction is not finish, then the pipe sleeper is
need to be re-route.

Regarding GRP block 3 and 4 still have construction during that time, so we need re-route laying
connected to CWP House building. There will be 5 pipes rerouting, as follow:
1. Waste water line
2. Service Water
3. Chlorine discharge #2
4. Instrument Air

6. IF POWER RECEIVING COULD NOT BE ACHIEVED

The power receiving scenario will be used as the main power supply for Pre-commissioning
and Commissioning activity. Therefore, the power receiving activity shall be done before Pre-
commissioning and Commissioning activity. If the power receiving activity could not be done
before Pre-commissioning activity, the power supply might be fulfilled by temporary power supply
using Temporary Diesel Generator.
