1. Introduction

2. Summary of Discussion
Arup discussed the recent project activities/progress specifically from For Info/All
28 June 2021 to 14 July 2021 and report submissions:
1. Environmental and Social Aspect
a. Arup mentioned that after the technical scoping activity
conducted last 24 June 2021, LTI proceeded to prepare
logistics for the field sampling and requested the secondary
data to be included in the draft Environmental Impact
Statement (EIS).
Secondary data gathered includes seismic, volcanic, and
hydro-meteorological assessments as well as critical
facilities in the project area. Also, the list of typhoons and
their trajectory and classification from 1948 to 2021 were
acquired by Arup/LTI. The months with most typhoons and
dates when the tropical cyclones entered and left the
Philippine Area of Responsibility (PAR) were received from
Philippine Atmospheric, Geophysical and Astronomical
Services Administration (PAGASA).
These secondary information were included in the
Environmental and Social Safeguards report to be submitted
to DOTr today (15 July 2021) for their Korean Loan
Agreement requirement.
b. Arup/LTI sent DOTr the letter for the field sampling on 06
July 2021 together with the indicative location of sampling
stations. Fieldwork for terrestrial and marine ecology, water
sampling, soil sampling, sediment sampling, air and noise
sampling, perception survey and transport of samples to
laboratory were conducted 7 to 9 July 2021. Meanwhile,
hydro dynamic modelling will be conducted on 17 July
2021. It was noted that laboratory results to be included in
the draft EIS will be released two to three weeks after
submitting fieldwork samples to the laboratory.
c. Preparation of draft EIS using the primary data and
secondary data gathered to meet the required specifications
discussed during the technical scoping. Also, Arup discussed
that they intend to submit on 15 July 2021 the Environmental
and Social Safeguards Progress report which is a robust
document stating Philippines regulations related to
environmental and social aspects of the project, study

methodology/approach, current progress and up-to date
activities in submission of documents prior to issuance of
Environmental Compliance Certificate (ECC).
d. Other progress for the environmental section of this project
is preparation of requirements for Resettlement Action Plan
(RAP), Area Clearance, Philippine Reclamation Authority
(PRA) permits, Zoning permits and Local Government Unit
(LGU) endorsements.
DOTr reported that they are still waiting for the Consolacion,
LGU’s data on the parcellary survey and property appraisal
reports to be used by Arup/LTI in drafting the RAP
document.
On the Certified True Copy of NGA Head of Agency
Resolution Authorizing Application with PRA, Arup
mentioned that the Letter of Intent (LOI) shall be signed by
DOTr Secretary Tugade. However, if other representative
other than DOTr Secretary will sign (i.e., Asec Maritime of
Project Manager), then an authorization letter is required
specifying how DOTr internally delegate the task. Arup/LTI
will send draft letter for both LOI and authorization letter for
DOTr to finalize and sign.
Arup asked about the status of BIR Tax Clearance Certificate
as well as True Copy of Audited Financial Statement and
True Copy of Income Tax Return (ITR) for the last three
years. If this is not applicable to DOTr, then they may submit
a formal letter stating their exclusion from such
requirements. In response, DOTr cited that they have
coordinated with their accounting team and will respond
once they have confirmed if these documents are still
applicable.
Also, DOTr requested Arup/LTI to verify if they need to
submit the following Area Clearance requirements:
a. Certification on the status of the area and land
classification of the adjacent land; and,
b. Sanggunian Resolution authorizing the application for
reclamation if needed by DOTr.

Arup mentioned additional requirement from PRA which is


the Affidavit of Tenurial Instrument. In response, DOTr
noted that LTI to verify first the signatory for this document
before DOTr to sign.
Also, Arup requested to DOTr for the list of equipment and
vehicles and their specification for the new Cebu Port

construction and operation stages. This will be included as
input for the greenhouse gases (GHG) emission in the draft
EIS. DOTr gave Arup the copy of Korean Bank feasibility
study but the requested data is not included in that document.
DOTr will coordinate either with Yooshin or Cebu Port
Authority for this information.
e. DOTr discussed that they got the clearance from the Korean
Bank to waive the submission of draft EIS by 15 July 2021.
Arup will send the alternative report instead –
Environmental and Social Safeguards Progress report, for
the SBAC requirement.
f. DOTr requested if draft EIS will be submitted by the end of
July 2021 for the Philippines bids and awards committee. In
response, Arup mentioned that LTI will submit the draft EIS
by 30 July 2021 and should be given enough time of 2-3
weeks for the review and revision process before the
submission of draft EIS on 20 August 2021.
Further, DOTr asked for a report and a response letter on the
submission of draft EIS earlier that 20 August 2021 for the
requirement of Philippines bids and awards committee. The
requested draft EIS will be accepted even without the full
context of the laboratory results and analysis but should have
the preliminary data for costing of Environmental Guarantee
Fund (EGF). Arup will discuss this within their team if they
can provide services for the draft EIS request for bids and
awards committee.
Then, Arup will submit the draft EIS for DOTr approval on
20 August 2021.
g. Site photos presented in the discussion were included in the
presentation deck attached in this document as Annex A.
2. Survey Works
1. Arup received on 15 July 2021 the DOTr recommendations
for their Deliverables Nos. 10 and 15, the draft topographic
and hydrographic plans / report with first monthly progress
report. Arup will send the response letter to DOTr within this
week for their acceptance /approval.
2. Arup is finalizing the final survey works report and close out
report. This close out report package will include drone
videos and other raw files (kmz, dwg, etc.).
3. Value Engineering Workshop
1. Arup and DOTr agreed to prioritize first the submission of
draft EIS before conducting this activity wherein the Lead

Other items discussed
Arup followed-up on the approval memo/letter for the submitted reports
and deliverables to DOTr – project description report and public scoping
report for the environmental side and inception report for survey works
aspect.
The next progress meeting will be on 29 July 2021. Presentation shall For Info
