Course Description: This course introduces students to Geopolitics by examining the factors and concepts and
introduces the study of international relations. This will equip students with the instruments they need for the
geopolitical analysis of the world. Using the various disciplines of the social sciences, it examines the classical to
present geopolitical system and changes in its characteristics over time and it effects on the economic and
political aspect of every country.
Intended Learning Outcomes: At the end of the course the learner should have
1. described the origin and concepts of Geopolitics;

2. examined the factors contributing to geopolitics;
3. analyzed the different geopolitical thought;
4. determined the connection between internal relations and geopolitics;
5. explained the importance of geopolitics in regions; and
6. determined the geopolitics of mainland and Malay region of south east
Introduction to the Module
This is Module 2 of 2 of the course GeoP 1 – – Interdisciplinary Elective I: Geopolitics I- Regional Political
Development. This learner module is developed for the flexible learning program of Aklan Catholic College and
programmed to run for at least a week. This module tackles the seven out of twelve outcomes of the course:
1. explained the importance of geopolitics in regions; and

2. determined the geopolitics of mainland and Malay region of South East Asia
This module is primarily used at home and it takes advantage of task-based approach to education and self-paced
learning. Success of learning would essentially depend on the collaboration between the instructor and the learner
and the commitment of the learner to self-directed learning.
It contains the (a) essential keynotes, (b) suggestions and links to further readings and media, (c) quizzes, (d)
activities, (e) reflection pages, (f) written test, and (g) task.

How to use this Module
Below is a program or sample learning cycle created by the module developer in using this module. You are highly
encouraged to follow the program to increase the success rate in using the module. As this module comes with
reading materials and dual flash drive containing learning media, you should study all the required readings and other
media cited in the essential keynote. You are also encouraged to study supplementary materials provided in the dual
flash drive or provided for in the links. It is wise that the you review first the outline of the module and the guide
questions in each lesson to get an overview of the module. Study thoroughly all relevant readings and media. This
will help you create a focus to facilitate answering the quizzes and written test and performing the activities and the
task.
It is recommended that you complete two lessons a day so that you can have ample time to prepare for the written
test and task performance.

MALAY ARCHIPELAGO
 largest group of islands in the world, consisting of the more than 17,000 islands of Indonesia and the
approximately 7,000 islands of the Philippines.
 The regional name ―East Indies‖ is sometimes used as a synonym for the archipelago
 Structurally, the archipelago divides into three parts: the Sunda Shelf, the Sahul Shelf and the area of recent
tectonic activity that lies between the two.
 The islands, with the exception of the northern Philippines, lie within 10 degrees of the Equator.
 Maritime SEA is a cluster to small islands that sit between the Indian and Pacific oceans
 Has some of the highest biodiversity for marine ecosystems
 Consists of Philippines, Indonesia, Malaysia, Brunei and Singapore
 Forms a unique archipelagic neighbourhood with each own distinct geopolitical needs
 Most countries are free from typhoons except Philippines however consists of active volcanoes and
earthquakes
 Are culturally diverse in the world belonging to ethnic linguistic groups.
 Malay peoples, who speak various Austronesian languages, are the dominant population of the Malay
Archipelago. Although two of the world’s largest cities, Manila and Jakarta, are located there, the islands’
economy is overwhelmingly rural and agricultural.
 Most government in Malay archipelago lack authority over their domains this is due to European colonial
powers strengthen living in the borderlands to oppose the central rulers during 19 th century.
 Lack capable navies despite being a maritime area
 Philippines, Indonesia and Malaysia spend 1% of their GDP on defense

 Indonesia sits on the nexus of the global trade

 Has an abundance of natural resources and manufacturing sector
 Could emerge as fourth largest economy in the world by 2050
 Maintaining political unity is Indonesia’s primary geopolitical objective
FOREIGN POLICY AND DEVELOPMENT
 Foreign policy is closely related to development
 Indonesia should integrate foreign policy with national development, by aligning the work of the Foreign
Affairs Ministry with the country’s development agency, the Ministry of National Development Planning.
 Development planning can provide guidelines for Indonesia’s foreign policy in searching for good partners.
 It can also guide the Foreign Affairs Ministry to design partnerships and diplomatic strategies in multilateral
forums.
REGIONAL GEOPOLITICS
 the influence of the US and its allies in Southeast Asia is waning, especially after the global financial crisis
that hit almost all of Europe and North America in 2007-2008.
 The crisis caused the nations of these regions to reduce their involvement in supporting international
development in Asia, Africa and Latin America.
 Through the manufacturing industry, China expanded economic co-operation (especially in infrastructure
and trade) with strategic partners in Southeast Asia, the Middle East and Africa.
 Indonesia should respond to this shift of power more seriously, in the context of both foreign policy and
development.
 Indonesia vulnerable to becoming a battleground for influence between countries such as China and the
US. Indonesia should respond through a development strategy that can adapt to a dynamic map of shifting
powers.
 the push for infrastructure is not only driven by domestic demand to build public facilities, but also connected
to the interests of countries producing raw materials and their global economic power.
 foreign policy has focused more on Indonesia’s international image and protection of Indonesians abroad.
Moving forward, Indonesia must also use its foreign policy to support development strategies.
 Indonesia, out of its own national interests, will pursue both regionalisms, through the Association of
Southeast Asian Nations (Asean).

PHILIPPINES
 Due to social, cultural and economic divisions, maintaining political union is Manila’s primary task
 As a former defacto colony of Spain and US, the Philippines historically acted as a gateway between
continental east and western powers
 Its geopolitical policy is reflected is reflected in modern power struggle in maritime SEA
 Manila has sought a balance between Chinese and American powers by improving its economic relationship
with China while reducing its security arrangement with United States.
 the current territorial dispute with China is only the latest episode in a turbulent history defined largely by
geography.
 Situated at the confluence of major trade routes, the archipelago has witnessed a long progression of
confrontations
 Filipinos have long found themselves transformed by the external influences of China, Japan, and the
United States.
 Philippine nationalism has often struggled to assert itself against such international pressures and powers.
 The Philippines’ relationship with the United States, the former colonizer that retains a strong presence, has
been particularly complex.
 Historically Philippine leaders have resented American meddling in their affairs.
 in recent years, they worry more about other, potentially worse, perceived threats, especially from neighbors
closer geographically—as events in the South China (or West Philippine) Sea make clear.

BRUNEI
 The seclusion of Brunei has given the time to develop itself

 Brunei’s wealth depends on the exports of hydrocarbon resources which will be expected to run out on the
next two decades
 Too isolated to compete to high value sectors and too rich to compete in low value sectors
 which leads to discouragement of western investments in the country
 Chinese government is aiding Brunei on its industrial sector and infrastructure
 a microstate, Brunei cannot escape the actions of the great powers in the region, particularly in the context
of the rivalry between the United States and China.
 As a small nation-state, Brunei can thrive best only through diplomatic and trade talks, albeit without making
too much of an impact on the actions of the United States and China.
 Brunei’s friendship with the United States is still strong.
 It still relies heavily on American military protection in the region and depends on international law to sustain
and guarantee its sovereignty and independence. It is the United States that can sustain this status.
 the introduction of Sharia caused global condemnation by the West.
 the whiff of Islamophobia that came with him — only makes Brunei’s position and image more troublesome.
These factors dented American soft power appeal for the sultanate.
 China is fast becoming a crucial economic partner to the country.
 China becoming the biggest investor in the Brunei economy has alleviated short-term problems such as
rising youth unemployment.
 Xi announced a joint partnership between the two countries to drill oil in the heavily contested South China
Sea.

SINGAPORE
 a global hub for banking and shipping

 Its small size deprives the country depth
 Has a favourable relationship with regional and global powers
 Has willingness to team up with the Americans
 The country hosts deployment of US warships , maintains good relationship with Washington
 Singapore is widely recognised as the Switzerland of Asia for its rule of law, independence and strong asset
protection.
 Singapore has also been the model for China’s economically liberal and business-friendly Special Economic
Zones, such as Guangzhou, established since the 1980s by Deng Xiaoping, the then Chinese leader who
presided over the reforms.
 Singapore sets apart is the government’s ability to make pragmatic long-term policies that result in efficient
institutions and allow the people enjoy the fruits of their labour to a much higher degree than other countries.
 Singapore’s success and consistent policies have created in residents an implicit trust
 Singapore and the United States renewed a pact granting US forces access to naval and air bases in the
city state until 2035.
 Washington and Singapore claim that what they have is a security partnership, not a military alliance.
MALAYSIA
 also a part of mainland Asia but its national interest is more in line with archipelagic group
 Its geopolitical value stems from its proximity from the world’s busiest sea lanes

 The fragmented geography of the country which is split between Malaysian Borneo and Peninsular Malaysia
acts as an important check on the sea board trade that transits to the Malacca strait
 The extraction of hydrocarbon resources plays an economic role on the economy of the country
 Kuala Lumpur maintains its alliance to Washington
 the foreign policy pursued by Kuala Lumpur was a relatively restrained one, dictated by the priority of the
domestic political agenda, above all the need to politically and economically ―cement‖ the western and
eastern parts of the country and the maze of island territories in between
 Malaysia managed to avoid straining relations with foreign partners thus saving resources for domestic
politics.
 Kuala Lumpur is pursuing a more active foreign policy in search for a favorable balance of interests in view
of US displeasure with the actions of China and Russia (including Moscow’s military-technical cooperation,
and the arms market in Southeast Asia).
