CHAPTER 7. REVIEW OF THE EXISTING FLOOD CONTROL PLANS

7.1 Previous Flood Control Studies and Plans


Followings are the previous studies and plans related to the flood control of the Penggaron and Dolok River Systems.

1) Dolok Penggaron Drainage Design, Feasibility Study, DHV, October 1992


2) The Master Plan on Water Resources Development and Feasibility Study for Urgent
Flood Control and Urban Drainage in Semarang City and Suburbs, Japan
International Cooperation Agency (JICA), November 1993
3) Semarang Flood Control Project, Consolidated Preparation Study, under IBRD
Loan, November 1999 by SMEC and Associated Indonesian Consultants
4) Detail Desain Sistem Sungai Dolok Penggaron (Kanal Banjir Timur – Donbo
Sayung), PT.Jasapatria Gunatama, November 2009

7.2 Dolok Penggaron Drainage Design, Feasibility Study, DHV, October 1992
In order to solve problem of floods in the Penggaron and Dolok River Systems, the Study by DHV in 1992 proposed
the followings (source: Semarang Flood Control Project, Consolidated Preparation Study, under IBRD Loan,
November 1999):

1) Design flood: 25-year return period


2) Closing the Kebon Batur Canal to stop inter-basin flood transfer from the Dolok
River to the Penggaron River.
3) Modification of the inlet gate of KBT
4) Improvement of the Dolok River to flow down the floodwater
5) Improvement of the Babon River and new construction of the Dombo-Sayung River
to divert floodwater from the Penggaron River
The proposed design discharges by the DHV Study is shown in Figure 7.2.1.

7.3 JICA Master Plan and Feasibility Study in 1993


“The Master Plan on Water Resources Development and Feasibility Study for Urgent Flood Control and Urban
Drainage in Semarang City and Suburbs, Japan International Cooperation Agency (JICA), November 1993”
(hereinafter called as JICA Study) proposed river improvements for the KBT and the Babon River as well as new
construction of the Dombo-Sayung River as described below. The JICA Study did not include the Dolok River.

1) Design flood:
 KBT: 100-year return period of flood
 Babon River together with Dombo-Sayung River: 50-year return period of flood
2) Closing the inlet gate of the KBT
3) Diverting the floodwater of the Penggaron River by the Babon River with the new
Dombo-Sayung River
The proposed design discharges by the JICA Study is shown in Figure 7.3 .2.

7.4 Semarang Flood Control Project, Consolidated Preparation Study,


under IBRD Loan, November 1999 by SMEC and Associated Indonesian
Consultants
The “Semarang Flood Control Project, Consolidated Preparation Study, under IBRD Loan, November 1999 by
SMEC and Associated Indonesian Consultants” (hereinafter called as the IBRD Study) proposed the flood control
plan for the KBT, Babon, Dombo-Sayung and Dolok Rivers as follows:

Stage 1:
1) Design flood:
 KBT: 25-year return period
 Babon River together with Dombo-Sayung River: 25-year return period
 Dolok River: 25-year return period
2) Closing the inlet gate of the KBT
3) Discharging the floodwater of the Penggaron River into the Babon River and the
new Dombo-Sayung River
4) Diverting the excess floodwater of 160m 3/s from the Penggaron River into the Dolok
River through the Kebon Batur Floodway (reverse flow direction of the current
Kebon Batur Channel)

Stage 2:
1) Design flood:
 KBT: 50-year return period
 Babon River together with Dombo-Sayung River: 50-year return period
 Dolok River: 50-year return period (Stage 1 + Dolok Dam)
2) Closing the inlet gate of the KBT
3) Discharge the floodwater of the Penggaron River by the Babon River with the new
Dombo-Sayung River
4) Diverting the excess floodwater of 230m 3/s from the Penggaron River to the Dolok
River through the Kebon Batur Floodway (reverse flow direction of the current
Kebon Batur Channel)
Design discharges of the Stage 1 and Stage 2 are shown in Figure 7.4 .3.

7.5 Detail Desain Sistem Sungai Dolok Penggaron (Kanal Banjir Timur
– Dombo Sayung), PT.Jasapatria Gunatama, November 2009
The “Detail Desain Sistem Sungai Dolok Penggaron (Kanal Banjir Timur – Dombo Sayung), PT.Jasapatria
Gunatama, November 2009” (hereinafter called as the DD Study) proposed the flood control plan for the KBT,
Babon, Dombo-Sayung Rivers as follows:

1) Design flood: 50-year return period for the KBT, Babon and Dombo-Sayung rivers
2) Improvement of KBT to discharge 124m 3/s (from the inlet gate) to 423m 3/s in the
downstream reach
3) Improvement of the Babon River to discharge 246m 3/s (from the Pucanggading
Weir) to 350m3/s in the downstream reach
4) Improvement of the Dombo-Sayung River to discharge 210m 3/s
5) Enlargement of the discharge capacity of the Pucanggading Weir of the Babon River
to discharge 246m3/s
6) Enlargement of the discharge capacity of the Gergaji Weir of the Dombo-Sayung
River at Pucanggading to discharge 210m3/s

The proposed design discharges by the DD Study is shown in Figure 7.5 .4.
