1. BACKGROUND

Lubambe Copper Mine in Zambia is installing a new water pumping station at 420m L and all
associated infrastructure like A - UG degrit system at 390ml, B – UG substation at 420ml, C
– UG Pump Station at 420ml, D – 2 x 500mm diameter UG piping, E – 1 x 800 diameter
Pump Columns and F – Overland piping to surface dam.

2. PROJECT LOCATION

The Lubambe Copper Mine is an underground mining operation situated in the north of the
Copperbelt Province in the Republic of Zambia.
The mine is owned and operated by the Company. The Company is owned by EMR Capital
Resources (80% share) and ZCCM Investments Holdings Plc (20% share).
The Lubambe Copper Mine is designed for a peak production of 2.5 million tonnes per annum
of ore and 0.6 million tonnes per annum of waste. The mine is extracting ore from a continuous
orebody consisting of two distinct limbs, the South Limb and the East Limb.
The mine ore production operation, to the East Limb is conducted by Lubambe Copper Mine
as an owner-miner. The balance of the development work is executed by contractors. The
mine is a fully mechanized trackless operation employing 30t to 40t dump trucks, 10t to 17t
LHD, long hole drills for production drilling and twin boom jumbos for development.

3. SITE INFORMATION

The Lubambe Copper Mine is located approximately 11 kilometres north west of the town of
Chililabombwe in Zambia, adjacent to the border with the Democratic Republic of Congo. The
site is accessed via sealed roads from the nearby major towns of Chingola, Kitwe and Ndola.
Ndola, which is approximately 150 kilometres by road from the Lubambe Copper Mine, has a
domestic and international airport facility with regular commercial flight services.
a) Elevation
The Republic of Zambia lies partly within the equatorial rain belt of Central Africa. Land
elevation varies between 400m and 1500m above mean sea level. The Site land elevation
is between 1370m and 1400m above mean sea level.
b) Seasons
Three weather seasons are recognized with varying ambient temperature ranges:

i. A cool and dry season from May to August (temperature range: 2°C to 27°C);
ii. A hot and dry season from September to November (temperature range: 27°C to
32°C); and
iii. A warm and wet season from December to April (temperature range: 20°C to
40°C).

c) Rainfall
Annual rainfall is approximately 1800mm with this occurring primarily during the wet season.
Maximum rainfall per hour can be in the order of 200mm.
d) Underground Temperature Gradient
Temperatures underground at the Site can vary. Dry Bulb Temperature averages 35 degrees
Celsius and 28 degrees Celsius and wet bulb.

e) Access
On surface, VS2B shaft (latitude 12°17’30.54” South and longitude 27°46’17.10” East), There
is an existing dirt road in fair condition. Contractor shall provide their own means of transport
for personnel, tools and materials. LCM will arrange access
In Underground (UG) at 390ml and 420ml project areas, access to work is by means of a
decline Ramps 3 and 4. LCM will provide transport for personnel, tools and materials (See UG
logistics)
f) Mine Operating Times
The Company operates the mine every day of the year with two 12 hour shifts each day. The
day shift runs from 0700 hour to 1900 hour and the night shift from 1900 hour to 0700 hour.
The Contractor is expected to work the same shift arrangement as the Company.
g) Mine Blasting Operations
Blasting times are at the end of each shift (1830 to 1930 hours on day shift and 0630 to 0730
hours on night shift. The Contractor shall be notified in the event that blasting would occur
outside of these set hours.

4. DESCRIPTION OF WORK

The Work shall meet all conditions and requirements of these Technical Specifications. The
work shall include the furnishing of all labour, equipment, materials, and tools as required
herein to complete the following deliverables A – Surface VS2V Collar and service slab, B -
420m Pump Station, C – 420m Substation, D – 420m duck-foot and E – 390m Degrit area
which are described in detail in the related drawings as referenced in the Drawing Register
All work necessary to complete the civil construction as part of the Work whether or not the
task is specifically described in these Technical Specifications or classified under any of the
Work items on the BOQ.
The Work shall include, but not be limited to, the following principal items.

• Mobilisation to and demobilisation from the site of Contractor plant and equipment.
This item includes international and national transport, taxes, inspection and
approval before use by LCM relevant officials of all equipment and materials to be
supplied by Contractor.
For certain specific materials indicated in BOQ, Mobilisation of materials supplied
by LCM (free issue) is the responsibility of LCM.
• Furnishing at the site all labour, equipment, tools, materials, and supplies required
to complete deliverables. Including blow-over, excavation, compaction &
backfilling, Drilling anchor dowels, steel reinforcing, formworks, place HD bolts and
concrete works including curing
• Contractor Supervision Team 100% on site, an experienced Civil or mechanical
engineer as Site manager, a QA/QC specialist to handle Quality clearance, Safety
officer, and surveyor
• Daily transport to and from site, accommodation and food allowance to contractor
employees
• Adequate storage for materials and tools on surface and UG, LCM to provide
laydown area suitable

5. INCLUSIONS AND EXCLUSIONS

The following items do form part of this scope of work and shall be completed and the
responsibility of contractor

• Contractor to provide his own surveyor and tools to do setting out, LCM to provide
a surveyor to verify works.
• Surface Transport for labour, materials and tools, national, international including
all taxes and fees
• Legal status of contractor’s personnel and work permits for foreigners.
• Legal requirements like valid registration in NCC / EIZ / ERB for company and
contractor personnel as required

The following items do not form part of this scope of work and shall be completed and the
responsibility of LCM (or others).

• Diesel at a cost of $1.05 per litre and shall be back charged to the contractor.
• Offices for administrative duties on surface.
• Supply of water and power by LCM in UG and on Surface
• For UG transport only, once personnel, tools and materials are on site, LCM to
provide UG vehicles and drivers, and contractor to provide labour for loading on
surface and unloading in UG
• Initial construction Setting Out Points (SOP) and GridLines (GL) at beginning of
construction
• Free issue Cast in items for Dam Walls at 420ml
• Ventilation to the work area shall be the responsibility of the Company
• Change house on surface for underground Workers
• Mine Cap lamps
• Mine Rescue pack supplied
• All mining of ground including slyping shall be completed by others
• Additional ground support if required shall be installed by others

6. SITE PROGRAMME

For baseline project schedule, please refer to schedule E. The work precedence of
deliverables are as follows:

Contractor shall develop the construction phase of the Project Execution Schedule. This shall
be developed in sufficient detail to allow for the close monitoring and controlling of all
activities to be executed on site.

Detailed project schedules shall be received from all construction works service providers.
The schedules shall be in sufficient detail to allow the monitoring and controlling of all aspects
of their daily activities. The schedules shall be adequately resourced in terms of equipment
and skilled labour to allow resource and skill histograms to be produced.

7. UG LOGISTICS

The current strategy is to rely on Mine transport and lifting equipment for all underground
work due tothe relatively limited amount of scope and equipment to be installed.

7.1 Men Transport to UG

It is envisaged that there will be the following contractors working underground that will
require the mine assistance to transport the workforce to the area of work and back.

7.2 Materials and equipment Transport to UG

LCM will transport all construction material and equipment. Successful contractor to submit
requirement for planning purposes during mobilization

8. SAFETY

All site construction activity will be conducted within a “safety first” philosophy. The Safety,
Health and Environmental Risk Specification contains the detailed requirements for safety
implementation on construction sites.

All contractor personnel to pass to LCM safety induction and security screening process
during mobilization to site. Additional training in specific procedures will be required for
particular personnel like: working on heights, first AID, etc.

All safety management implementation activities will be carried out under the relevant
national statutory requirements of the country in whose jurisdiction the construction site
resides. The Construction Manager will be the chief appointment in this regard.

The Construction Management Team however, which includes the Construction Manager,
Supervisors and Site Safety Supervisors, are all directly responsible for safety and progress.

All personnel deployed on a construction site will be deployed in terms of a “scope of


appointment” document that concisely lays out what function the individual will perform whilst
on site. In the case of skilled personnel, proof of qualification or competency to perform the
function is required to be attached to each scope of appointment document. In the case of
unskilled personnel, the scope of appointment must indicate that the individual can work only
under the supervision of a skilled person.

A program of constant safety awareness will be implemented on sites through the use of
mechanisms such as “toolbox talks” and constant vigilance of site safety officers to eliminate
safety hazards and promote safe, sanitary working conditions.

Contractors will be required to furnish the Construction Manager with medical examination
certificates, covering all site personnel, prior to deployment on site. The contractors will also
furnish exit medical examinations, conducted upon demobilization from site. Certificates
proving these examinations must be issued to the Construction Manager before the relevant
LCM authority will sign the contractor’s Certificate of Completion.

In all cases where work to be performed by a contractor is, in the opinion of the Construction
Manager, subject to risk of danger to personnel and or damage to plant, equipment or
material, a risk assessment exercise will be carried out by the contractor as per the format
detailed in the Safety, Health and Environmental Risk Specification.

Before any work commences, the following points are to be noted and adhered to by all Site
Personnel.

a) The Construction Manager shall approve all initial access to structures.


b) All working areas are to be made safe prior to access.
c) No grating to be loosened or removed without a permit.
d) Housekeeping in all working areas must be in accordance with the safety
procedures at alltimes.
e) Note shall be taken of all barricaded areas and the danger beyond such demarcated
areas.
f) Safety harnesses must be worn when working higher than 1,5m off the ground.
g) All contractors working in the same area are to communicate with each other to
ensure thesafety of all personnel.

h) Proper planning is to be carried out on all activities, in order to meet the required
completiondates, utilising sufficient amounts of supervision and labour.
i) Contractors shall ensure that each and every employee understands what is
discussed in theDaily Tool Box Talks.
j) Contractors shall ensure that the following statement is a permanent item on their
Daily ToolBox Talks: “Every employee has the right to refuse to work in an area if
he/she feels it is not-safe to do so.”

9. QA/QC

Contractors shall be required to attend a site kick off meeting after the award of the contract,
and produce a detailed quality control plan (QCP) that defines their quality actions during
construction/installation. QCP’s must be reviewed and approved prior to the commencement
of construction work.

These plans will specify or refer to the essential technical, quality and contractual
requirements of the Supplier’s / Contractor’s scope of work. They will include the activities
and processes as well as the key controls necessary to ensure that contract requirements
are achieved.

Key controls will include test and inspection documents as well as Client Intervention, Hold,
Witnessand Surveillance points clearly indicated on the Supplier’s / Contractor’s detailed
QCP. This must beapproved by the Discipline Supervisor (supported by the Site Quality
Control Coordinator). The Contractor’s QCP’s are to be made available to the Discipline
Supervisor, Site Quality Control Coordinator and Client at all times during the
erection/installation process for surveillance to determine inspection and test status.

The construction quality documentation shall be continually maintained and a Site Quality
Control Coordinator may be appointed to assist the Site Discipline Supervisors with this
function.

This includes ensuring that data books are generated and compiled progressively
throughout the construction phase.

Contractor Quality Control Plans will include, but not be limited to, the following elements
and thosedefined in drawings, specifications and procedures:

• Organised procedures.

• Quality verification inspections to ensure that the work is performed adequately.

• Preparation, control and retention of quality verification and inspection


documentation andrecords.

• Design document control.

• Control of rework.

• Work contract procedures for fabrication, installation and special processes and
testing.

• Identification of Third-Party Certification / Verification requirements within the


scope of theContractor.

• Monitoring of its on-site Contractors’ quality control program implementation by


surveillance, inspectionand monitoring of construction activities.

• Review of material suppliers and its on-site Contractors’ quality verification


documentation.

• Material and equipment receipt inspection to determine damage, shortage or


deficiencies of Contractor and owner furnished materials.

• Materials and equipment storage control and protection requirements to provide


damage, lossand deterioration.

• Inspection and Test Plans.

11. ADMINISTRATIVE REQUIREMENTS

a) The administration of the Contractor's personnel will be the Contractor's responsibility


and cost. As a minimum, the following are the administrative responsibilities of the
Contractor:

a. Accommodation: The Contractor shall make his own arrangements for the
accommodation and meals of his personnel while on site if required.

b. Transport: The Contractor shall make his own arrangement for the transport of
all materials and equipment needed on site

c. Recruitment Policy: The Contractor shall comply with the Company's local
labour recruitment policy and procedures.

d. Safety and Environment: The Contractor shall comply with the Project SHE
policy and the Contractors Pack procedure attached under Schedule 8. The
Contractor shall ensure that his personnel are informed on the requirements of
this policy and procedures.

12. GENERAL OBLIGATION OF CONTRACTOR


The general obligations of the Contractor under this Contract include:

• Mobilisation and demobilisation of all equipment including all taxes and duties as
per legislative requirements.
• To bring to the immediate attention of the Technical Representative any obvious
errors, deficiencies, contradictions, or omissions in these Technical Specifications.
• To be thoroughly knowledgeable about the materials and construction procedures
described in these Technical Specifications. The Contractor is to have a copy of
these Technical Specifications at the Site at all times.
• To conduct all Work per these Technical Specifications and under the technical
supervision and inspection of the Engineer and/or Authorised Representative.
• The Contractor shall adhere to the LCM Project Health and Safety procedures and
all relevant Zambia’s Mines and Works Act Regulations concerning safety. The
Contractor is responsible for supplying all of the necessary safety and personal
protection equipment (PPE) for their work as designated by the Technical
Representative.
• To use all reasonable measures to ensure a safe, clean, hazard-free work site, and
to ensure protection of the natural environment and compliance with all Zambian
environmental regulations.

13. EQUIPMENT AND MATERIALS TO BE PROVIDED BY CONTRACTOR


The Contractor shall provide all equipment and materials necessary to complete the Work
including, but not limited to:

• Concrete equipment – batch plant, pocker vibrator, and assorted equipment to


handle concrete transport and concrete finishes. Power driven equipment able to
work in surface and UG. As per mining regulations, no petrol driven equipment is
allowed to work in UG
• Scaffolds, comply with LCM standard, inspection on arrival, access ladders, full
working platforms, handrails, toe boards, daily inspections before use
• Formwork and shoring system, supply sound shutter boards to produce a fair finish
including wallers, aligners, plumb system, access for pouring

• Power and manual tools, they shall be inspected before to mobilize and approved
before use on site, to be in good working condition free from defects, cracks, or
substandard conditions
• Steel Reinforcing, from reputable source, mills certificates for quality shall be
available and for certain application tensile test will be required to ensure 450MPa
as yield
• Cement, Portland Cement type I or II, Grade 42.5N, preferable fresh from factory,
no more than 1 month old, keep dry in a container
• Sand and Crushed Stone, from a reputable source, free from organic material and
undesirable fines. Preferable chemical tested to prove is suitable and free from
Alkali Slica reactivity (ASR)
• 30MPa prebagged Dry Concrete mix is acceptable for UG and surface purposes.
Preliminary batch on site and cube testing at 7 days is required prior to approve its
use.
• 30MPa concrete mixed on site, a concrete recipe to be tested via preliminary batch
on site and cube testing at 7 days prior to approve its use.

14. MEETINGS

Monthly Contract Meetings:


Monthly Contract meetings (per Work Package) will be held on site, chaired by the
Project Manager and attended by representatives from the Employer (Lubambe
Copper Mine), Construction team as well as the relevant senior representatives from
the respective Contractors.

It will not be the intent of these site meetings to discuss technical details, but to clarify
the extent of progress and deal with broader contractual matters. The meetings shall
be preceded by an inspectionof the site.

Weekly Contractor Progress Meetings


Contractor progress meeting will be held on site on a weekly basis. The Construction
Manager will convene the meeting with the contractor’s Site Representative and other
persons relevant to the scope under discussion.

The purpose of these meetings is to discuss and review safety, industrial relations,
interface with operations, progress, engineering, status of commercial issues,
construction, material and subcontract status and quality issues. The meeting agenda
should be tailored to suit pre-and post- mobilization situation. In the event of
engineering progressing after mobilization to Site, separate meetings to review on
and offsite issues may be held.

Weekly Site Safety Meetings


Depending on the scale of the Work performed these meetings may be integrated

with the Progressmeetings. At these meetings, contractors will provide returns in terms
of man-hours expended, detailsof tool box and other safety items.

The daily Site Meeting

This is an informal meeting held at 6:30am where contractor reports the progress on
previous day and the plan for the current day.
