I. INTRODUCTION
Disaster cannot be prevented to happen. It may hit any place at any period of time. Disaster such as typhoons, floods, earthquakes
and volcanic eruptions had been increasing to the past decade that greatly affects many people and families in the community. Based on
Centre for Research on the Epidemiology of Disaster (CRED), (2018), there were 315 natural disaster events recorded with 11,804 deaths,
over 68 million people affected. According to UNFPA Philippines, Philippines is ranked as the third in the 2018 World Risk Index of most
disaster-prone countries in the world. Every year, the country experiences almost all forms of disasters such as typhoons, earthquakes, and
volcanic eruptions with numerous complex emergencies due to armed conflict.
To address the nation’s concerns of strengthening the country’s disaster risk reduction system, Republic Act No. 10121 otherwise
known as “The Philippine Disaster Risk Reduction and Management (PDRRM) Act of 2010”. It seeks the reduction and better management
of disaster risk. RA 10121 mandates all national government agencies to institutionalize policies, structures, coordination mechanisms and
programs with continuing budget appropriation on Disaster Risk Reduction Management (DRRM) from national to local levels. In line with
this Act, Perez Central Elementary School as part of Department of Education (DepEd) is making different actions and propose
programs/projects which will mitigate and reduce the impact of disasters to DepEd teaching/non-teaching personnel/staff, learners and
properties.
II. GENERAL OBJECTIVES
The objective of this plan is to strengthening the capacity of the school together with local government units (LGUs) and
partner stakeholders, to build the disaster resilience of the school and its community and to guide in the arrangements and measures for
reducing disaster risks and enhancing disaster preparedness and response capabilities. This also puts the need to develop common tools to
analyze the various hazards and vulnerability factors which put the school and it people into harm ways.
