1 Introduction
The purpose of this Fire Plan is to identify potential fire and emergency hazards, prevent these
situations from occurring and ensure that procedures are in place for recording the arrangements for
the prevention, detection and fighting of fires, and the means of escape during the construction
works.The development of the plan will be based upon an assessment of the potential fire risks
arising from the methods employed and will take into account the surrounding environment and the
scope of the project.
The plan has been developed in line with the requirements of M/s. Dubai Municipality.
It will also consider the requirements of the Dubai Municipality Code of construction practice
section 5, Fire protection and prevention and Civil Defence requirements
The responsibility for compiling and updating this document rests with the ‘Fire Safety Co-
coordinator’. The plan shall be implemented to ensure control and mitigation for any of the
following incidents;
1. Fire
2. Fatality
The plan and any changes will be brought to the attention of all those working on the project,
visiting the project or resident on the Project through site induction or toolbox talk briefing
sessions.

All sub-contractors will be required to comply with Vision Construction LLC procedure for Fire
Prevention on Construction Sites.

3.2 - Roles and Responsibilities
Safety Management

 Ensure the line of authority is clearly identified and that in the case of an Emergency evacuation, the
appointed Fire Safety Co-ordinator and Fire Wardens have absolute authority over the site irrespective
of hierarchy.
 Ensure all fire prevention methods are established and enforced.
 Ensure fire suppression systems such as extinguishers and hose reels are sufficient and are periodically
inspected and maintained by the building management company or themselves if relevant.
 Train employees to use fire extinguishers and hose reels for incipient fires.
 Train employees on evacuation routes and procedures with regular practice drills.
 Continuously review and when necessary improve the project fire and emergency response policy and
strategy.
 Carryout event analysis that will produce possible scenarios for fire impact on the project and ensure
that the best possible response plans are in place to respond to all potential events.

Fire Safety Coordinator

 Ensure that management policy is implemented and all new staff and Sub contractors joining attend
an introduction to the policy and procedures of the Project.
 Obtain and post floor plans and route evacuation maps in common areas and on escape routes.
 Ensure that all required fire safety signage is in place and is maintained.
 Establish a designated evacuation Assembly Points around the project and ensure that they are
clearly marked.
 Oversee the development, communication, implementation and maintenance of the overall
evacuation plan for the project.
 Ensure that all zones and floors are clearly marked at access and egress points.
 Ensure the training of project employees and Floor/Zone Fire Wardens, and notifying all personnel
of changes to the plan. Ensure that these designated personnel carry out their responsibilities.
 Ensure that all visitors are made aware of the requirements of the evacuation plan and the
position/marking of the assembly points.
 In the event of a fire or other emergency, relay applicable information to all safety and security
staff.
 Ensure that on evacuation, all Fire Wardens report the areas cleared in the project, this information
along with details of any specific hazards should be passed to the emergency services on their
arrival.
 Ensure the availability of a site plan identifying relevant hazards, access and egress points
supplementary water supplies and zones etc, that shall be passed to the first emergency services to
arrive a number of copies will be held in the security gatehouse to pass to arriving emergency
services.

Fire wardens

 In liaison with the Fire Safety Co-coordinator, ensure that all emergency equipment in their designated zones
is inspected and signed for on a weekly basis. Ensure that all new staff or visitors in their area of
responsibility are aware of the fire and emergency evacuation procedures.
 Ensure that during the working day that best practice fire safety is adhered to in their area of responsibility.
 Report directly to the Fire Safety Co-coordinator any concerns they may have over fire and emergency issues
within the project.
 On hearing the alarm ensure that all staff evacuate quickly and safely from their zone of responsibility, and
assist all staff in making their way to the assembly point. The Fire Warden shall be the last person to leave the
zone.
 Regularly familiarise themselves with assembly points and exit routes and the requirements of the safety plan
in order to assist others in an emergency.

Security staff

 Will ensure that no persons other than safety or fire wardens enter the site once the alarm has been raised

Employees, contractors and any other persons on site must:

 Ensure they are aware of the evacuation alarm and the actions to take on hearing it.
 Regularly familiarise themselves with assembly points and exit routes.
 Ensure adherence to the company requirements on best practice fire safety.
 Immediately report violations of the fire safety policy.
 Ensure safety in hot work e.g. welding– permit to work and fire watch.
 Ensure compliance with the company requirements on flammable materials, storage quantities etc
 Design and layout of Temporary Buildings, Site Compounds.
 Design and layout of Fire Fighting provisions; e.g. layout and number of fire hydrants, water resource for
firefighting etc.
 Access /Egress to and from site; Emergency Access Points, Standoff points.
 Changes within the site boundaries due to works progress; e.g. temporary alterations to site road layout.
Drawings will be forwarded to the relevant Emergency Services whenever there is a change in site road layout
and/or site access arrangements.
 The Fire Safety Co-coordinator will ensure that a plan showing all escape routes, positions of firefighting
equipment, assembly points and fire hydrants is approved by the consultant’s engineer, that it is displayed at
prominent points around the project and that it is updated regularly or when there has been any significant
changes.
 The Fire Safety Co-coordinator will record all liaisons with the Emergency Services.
 The Project/Office Fire Safety Co-coordinator will liaise with Delivery Teams, the Fire Safety Engineering Task Team as
and when required, to promote:
 Provision of adequate water supplies, and other appropriate means, for fire fighting during the construction
phase.
 Provision of information to Emergency Services to facilitate their response.

4 Fire Prevention
4.1 Liaison
The Fire Safety Co-coordinator will liaise with all Interested Parties to discuss and/or resolve
issues such as:

4.2 Combustible Waste

The need to establish and maintain a high standard of good housekeeping throughout all areas of
the worksite will be promoted initially during the Safety Induction.

Combustible waste will be kept to an absolute minimum by:


 Not allowing waste to accumulate.
 Supervisors ensuring that work areas and fire escape routes are kept clean and tidy at all
times and all waste materials are placed in the appropriate covered waste skip.
 Unwanted materials are tidied away at the end of each working shift.
 Waste material skips being clearly identified for the type of waste to be deposited in them.
 Separate metal bins with close fitting metal lids will be provided for the disposal of
flammable waste materials e.g. oily rags, etc.
 Skips will be removed and emptied on a regular basis and arrangements made with the skip
supplier to remove and empty the skips out of sequence if so required.

The burning of rubbish on site is strictly prohibited.

4.3 Material Storage

Materials will be stored only in designated lay down areas. Demand Fulfilment principles will be
used to minimise long-term, on-site storage of flammable materials. Where it is reasonably
practicable to do so, flammable materials will be stored outside of areas under construction, or
occupation, and will not be so close to it that fire is able to spread from the materials to any
building nearby. Where internal storage is unavoidable, local controls as below will apply.
Internal storage areas will:
 Be designated a ‘No Smoking Area’ and be signed accordingly.
 Have controlled access.
 Not be in an area where Hot Works are being carried out, or below such works from which
materials may fall on it.
 Be in an area included on the route for regular fire checks.
 Have fire fighting equipment located close by, a maximum travel distance of 15 meters.

 Under the control of a storage permit.
 All non-essential flammable wrapping and packaging will be removed and disposed of at
the earliest opportunity not less than daily.
 All stored materials and waste, will be kept a minimum of 3 meters from the nearest
building, with clear access for emergencies.

4.4 Plant

Stationary Plant powered by internal combustion engines, such as compressors, generators,


MEWPs, forklifts etc will only be allowed on site when Vision Construction LLC safety
department has given approval and they shall follow the guidelines below.
 Fuel tanks will not be filled whilst engines are running.
 Plant and Equipment will be protected from accidental impact.
 Air intakes will be situated so that the air is cool, uncontaminated and free from flammable
gases and vapours.
 Where appropriate, drip trays will be located to collect fuel droplets or lubricant, the trays
will be kept free of water, to prevent overflow spillages occurring.
 Regular, recorded inspection and maintenance of Plant will be undertaken.
 All plant will be required to have a fire extinguisher in the cab.

4.5 Flammable/Highly Flammable Liquids (HFL’s) & LPG

Highly Flammable Liquids are materials that by definition are hazardous. The use of such
materials will only be allowed on site after careful consideration is given before any work starts
and will form part of the Risk Assessment, subsequent Method Statement and Controls, which
must be approved by the Vision Construction LLC Fire Safety Co-ordinator who will issue a
storage permit, only when satisfied that the risk is considered to be as low as reasonably
practicable.
 Highly Flammable Liquids will be kept in secure closed top containers during conveyance.
 Highly Flammable Liquids and LPG will not be stored together nor stored with such items
as Oxygen or gas cylinders, a minimum safe distance of 6 meters will be maintained.
 Containers of Highly Flammable Liquids or LPG will be stored in purpose built open
storage containers and shaded from the sun. The storage containers will be kept locked, and
will only be accessed by authorised persons.
 Stores containing Highly Flammable Liquids will be surrounded by a bund sufficient to
contain the maximum contents of the largest drum stored, plus 10% and will not be allowed
to fill with water or waste material.
 Where it is necessary to store Highly Flammable Liquids in other than a ‘Highly
Flammable Liquids bounded storage compound, then the quantity stored will be less than
50 litres or half a day’s supply whichever is lesser. The containers will be kept in a store,

cupboard or bin, which is of fire-resistant construction, and is sited in a location, which
must be agreed with Vision Construction LLC Safety department.
 In sitting storage areas for HFL’s, due separation distance consideration must also be given
to the location of any LPG storage areas or other HFL’s storage areas, both existing or
planned.
 Safe distances will be in line with the requirements of Dubai Municipality’s code of
construction safety practice section 5.7.1 flammable liquids and section 5.8 LNG,
 Warning signs such as “HIGHLY FLAMMABLE LIQUIDS “, “LPG HIGHLY
FLAMMABLE”, “NO SMOKING” and “NO NAKED LIGHTS” will be boldly
displayed at the entrance to the storage area.
 All Electrical fittings e.g. lights and switches within the store will be intrinsically safe.
 Adequate numbers of appropriate fire extinguishers will be sited at storage area entrance.
Provision/positioning of fire hydrants will also be considered in deciding the location of
storage areas.
 The type and position of the fire extinguishers near such storage areas will be in line with
the requirements of Dubai Municipality’s code of construction practice section 5.7.1

4.6 Temporary Protective Coverings

All temporary protective coverings used on site must comply with the Loss Prevention Council
Standard LPS1207 and HSG 168 Fire Safety in Construction Guidelines or the equivalent NFPA
Standards.

4.7 Sources of Ignition

A ‘NO SMOKING ‘policy has been established on site and will be communicated to the workforce
at the Induction.
In accordance with client instructions, Smoking will not be allowed, which will be communicated
to the workforce during Site Induction. Deliberate burning of waste materials on site is strictly
prohibited.
All Halogen light fittings must be permanently installed. No portable halogen light fittings allowed
on site.
Only Intrinsically safe light fittings allowed in Confined Spaces.
Temporary Electrical Installations and Equipment e.g. distribution boards, extension leads,
unauthorised adaptations and overheating / overloading of equipment etc. Such risks will be
minimised by adherence to Electrical Wiring Standards, and regular inspection recorded of all
Temporary Electrical Installations and Electrical Equipment used during the construction phase of
the works; this will include a P.A.T. testing regime.

3.8Hot Works

A Vision Construction LLC Hot Works Permit will control all Hot Works

The Authorised Permit Issuer Fire Warden will issue the Permit when he is satisfied that the
control measures required to ensure that the work can be carried out safely are in place.
The Hot Work activity will be inspected by the Authorised Permit Issuer to ensure conformance
with the Permit requirements / limitations. Any non-conformance will result in the stopping of
work and Revoking of the Permit. Hot Work Permits will also be subject to periodic audit by the
Fire Warden and Vision Construction LLC Safety department.
Appropriate fire extinguishers shall be provided by the person carrying out the work, and will be
readily available during Hot Work activities.
3.9Fire Risk Assessments
The Fire Risk Assessments FRA will be carried out by the Fire Safety Co-ordinator and will
concentrate on reducing the risk to a minimum acceptable level. In doing so, the implementation of
control measures may be required.
These control measures will be communicated to the project safety staff that will ensure
compliance during their daily inspections.
The FRA will be reviewed every 3 months, after an incident or after significant changes to the risk
or physical layout of the project.
Copies of the Fire Risk Assessments shall be held in the project safety office for reference and
audit purposes.
Appendix 4 contains a copy of the FRA form to be used.

5 General Fire Precautions/Procedures


5.1 Fire Points
Fire Points will be located at strategic locations throughout the site, and will consist of plywood
boxes painted RED in colour, with appropriate fire extinguishers and signed ‘FIRE POINT’. These
shall be marked on the plan approved by the consultant engineer as specified in “Dubai
Municipality code of construction safety practice section 5.4”
The FIRE POINTS will be installed during the start of the construction phase of the project as the
site develops, they will be moved and upgraded as the site conditions change.

5.2 Inspection & Maintenance of Fire Fighting Equipment

The Fire Safety Co-ordinator will be responsible for ensuring the monitoring, inspection and
servicing of the Fire Fighting Equipment. The Fire Warden(s) will carry out weekly-recorded
inspections to ensure that all emergency access ways are clear of obstruction and all fire fighting
equipment is in good working order.
The Fire Fighting equipment will consist of: Fire Extinguisher water, foam and CO2.
Servicing of the equipment will be carried out as and when required and within the statutory
period.Records of all inspections and servicing will be maintained by the Fire Safety Co-ordinator.
Fire wardens will carry out weekly inspections using the example record in the Appendix3.

Dry risers will be installed and operational as per the design drawings on all parts of the project
over 18 meters as per Civil Defence and DM requirements.
Training in the use of such will be incorporated as the risers become operational.

5.3 Means of Raising the Alarm

A temporary fire alarm system will be in operation at commencement of the project. It will consist
of a Klaxon system delivering audible transmission in case of emergency. Instructions on how to
raise the Alarm will be communicated during the Vision Construction LLC Induction.The
temporary fire alarm system will be removed when the permanent fire alarm system has been
installed and is operational.

5.4 Emergency Power & Lighting

Responsibility for ensuring adequate safety lighting for access and egress routes lies with Vision
Construction LLC
The Vision Construction LLC Fire Team Safety Co-ordinator will liaise with the Temporary
Electrical Supplier to ensure suitable coverage across the site. The Fire Safety Co-ordinator and
the safety advisor will carry out regular inspections of the fire safety procedures. A nominated fire
warden to ensure that all Emergency access ways are clear of obstruction will carry out weekly
checks/inspections.
The site temporary power and lighting system will be removed when suitable strategy is in place to
utilise the permanent power and lighting system. The lighting will provide a minimum of 50 lux as
per Dubai Municipality code of construction safety practice section 5.4

5.5 Escape Routes

The site will have designated pedestrian access routes to protect pedestrians from site traffic. The
designated routes will be kept clear at all times and will also be the Escape Routes Emergency
Evacuation Route. The Escape Routes will be clearly sign posted as pedestrian routes to guide
personnel to the appropriate Assembly Point.Emergency lighting with a 3-hour battery backup will
cover these routes, as necessary. Reflective fire escape signage with directional arrows will be
placed directly under the emergency lighting. Additional illuminated emergency exit signage with
a 3-hour battery backup will be strategically placed as required.
As the site develops, the routes will be changed and developed to accommodate the changes within
the construction site, these changes will be communicated to the workforce by means of Daily
Briefings, Tool Box Talks and Notices posted around site on Site Notice Boards.
Escape Routes will be clearly highlighted on the Site Fire Plan.

The Fire Safety Co-ordinator will ensure regular weekly inspections of all Escape Routes fire
points, fire safety procedures are carried out, and records of these inspections kept. Any non-
conformances will require immediate action from the respective supplier.

5.6 Site Rules

Site rules relating to fire safety can be found in the Project Health & Safety Plan. Site Rules will
be clearly explained to all employees at the Site Inductions. The rules will include Fire Safety
Rules and site tidiness/housekeeping issues.
Emergency evacuation Procedures for Offices and compounds are to be recorded within the
relevant Office Fire Safety Plan and displayed on the site notice boards. All personal in the offices
shall be made aware of the requirements of the office evacuation plan; the plan shall be practised
maximum 6 monthly.

5.7 Fire Action Plan

Emergency Procedures will be clearly explained to all employees at the site Induction.
Written procedures for “Action in the Event of a Fire” will be posted in common areas such as
Entrance Points and at Fire Points. The specific procedures for evacuation and raising the Alarm
are detailed in Appendix 5+ 6.
Accounting for all persons shall be achieved with the use of fire wardens confirming the safe
evacuation of their area of responsibility, all areas will be cleared against the area check list held
by the Fire Safety Co-ordinator.

4.8 Communications
Emergency communication will initially be by radio and mobile phone with a dedicated 24hr line
to the Rapid Response Team. This number will be displayed on the evacuation and fire action
notices adjacent to all fire points. As the project progresses the installation of a fixed line
emergency phone system will be reviewed and installed as required.

5.9 Zoning

The project will be broken up into zone areas for communication purposes. Each level will be split
into nine zone areas and numbered 1 to 9. When communicating between concerned persons, the
floor level should be stated followed by the zone areae.g. B2, zone 4.

4.10Fire Drills

Fire drills/trial evacuations will be carried out periodically maximum 6 monthly by Vision
Construction LLC to test the effectiveness of fire procedures a permit has been obtained from
DWA. Records of drills will be kept using Appendix 2 of this document. Such drills will be

monitored by the Fire Safety Co-ordinator who will recommend any amendments to procedures
and this Fire Safety Plan should that be deemed appropriate.
4.11 Stand down of an incident
Once an emergency has been initiated then there must be no return to the work area until the
emergency services have formally closed the incident and given the all clear.
An immediate investigation will be instigated by the safety department of Vision Construction
LLC on all accidents, incidents or emergencies.
The findings of which will be analysed and any requirements for prevention of similar situations
will be implemented within the agreed timescales.

6 Temporary Accommodation
No temporary building shall be positioned as to affect the access or egress from the project or
adjacent buildings.
If Temporary accommodation offices are constructed within another building, they will of fire
proof construction or have a minimum fire resistance of 1 day.

FIRE SAFETY CHECKLIST FOR BUILDING OCCUPANTS

The following Checklist has been designed to be used by non-specialists


to check the fire safety of their buildings. The questions have been worded
such that a 'Yes' answer is the ideal outcome.
General precautions which are applicable to all areas of all buildings.
