The Establishment of Project ACCESS

Initiated by : Central Student Council


Target : Officially enrolled students of Polytechnic University of the
Philippines Biñan Campus who does not have the means to sustain online classes.

The purpose of Project ACCESS is to provide free prepaid load to fellow students who are
having difficulty in attending online classes and don't have the means to sustain due to financial
problems. Therefore, the CSC decided to help eligible PUP Biñan students as beneficiaries of load
assistance who are unable to attend an online class during this new mode of learning.

Project ACCESS (Acquire Connection and Communication for Education of the Scholar
Students), a free load assistance for qualified students who are currently enrolled in 1st semester.
In order to support the Central Student Council's goal, "No student left behind," which is under the
Senate Bill no. 75 of the Republic of the Philippines, an Act ensuring the full realization of the
Constitutional Right of all citizens to Quality Education ordaining for the purpose, "A No Filipino
Child Left Behind Act Of 2010.” Section 1, Article XIV of our Constitution imposes upon the
State; the responsibility to "protect and promote the right of all citizens to quality education at all
levels" and "take appropriate steps to make such education accessible to all".

Many of us have been affected by the pandemic, particularly students, who are adjusting
to a new way of learning that focuses more on online activities and classes. Not every student has
the financial or educational resources to provide their own internet connection in order to continue
their education or financing their studies. The Central Student Council established Project
ACCESS with the goal of providing load support to fellow students who only have mobile data
during synchronous or asynchronous sessions.

Preparation to the proposal of Project ACCESS
The CSC decided to help eligible PUP Biñan students as beneficiaries of load assistance.
The criteria for selecting beneficiaries for Load Assistance is that they must not be a scholarship
grantee and do not have a work. This project entails students from all year levels and courses
currently enrolled in the university.
The council utilized google forms as an instrument in data gathering to determine the
qualified students for free load assistance this semester. Students will be informed of the status of
their request, including whether or not they qualified. The beneficiaries will be evaluated via
Google Forms survey form; therefore, CSC encourages all students interested in applying for load
help to complete the survey honestly. In the meanwhile, the CSC is aiming to expand its assistance
to meet the requirements of all students. The CSC President or Representatives are the authority
of distributing the load to Class Presidents, while the Class President, Auditor, or Treasurer are
responsible for sending the load to each qualified student.

The project started last December 3, 2021.
The data obtained was use to establish the project that are applicable to each student and
will meet the students ’available resources. The council used Google Forms to gather data on the
implementation of the project. All the students of Polytechnic University of the Philippines-Binan
Campus will be the respondents of the data-gathering; hence it necessitates distributing the Google
Forms for each student. The projects that will be established after the data gathering should intend
to help them integrate into the academic community, and activity programs that would pave the
way for supporting objectives and projects that improve student - university relationships.
The first project that was conducted after obtaining the data from students was the Load
Assistance Project ACCESS (Acquire Connection and Communication for Education of the
Scholar Students), a free load assistance for qualified students who are currently enrolled in 1st
semester of A.Y. 2021 – 2022. The CSC strives to address the needs of its fellow students during
these difficult times and is mindful of its fellow students' hardships as they work best to ensure the
deep desire to attend online classes. The objective of providing load assistance is to support
student’s flexible learning and to reduce student’s expenses that do not have the financial means
to attend an online class.

• Scrutinize students who could be qualified for load assistance. Students were also
encouraged to access and fill out the survey form using Google Forms provided to them on
December 2021.
• The beneficiaries will be evaluated via Google Forms survey form; therefore, CSC
encourages all students interested in applying for load help to complete the survey honestly.
In the meanwhile, the CSC is aiming to expand its assistance to meet the requirements of
all students.
• Check and ask the class president and other classmates to see if that person is eligible for
the program. Before the CSC approves the load assistance fund, they will select the final
list of applicants.
• The CSC Vice President for Academic Affairs and Representatives will allocate the load
to the Class President, Auditor, or Treasurer by class, year, and course, and they will be
the person to be contacted to request the load, which will be used solely for academic
reasons.

Funding
The allotted budget for this program is from the Central Student Council Fund, which is a
prospective financing source for a wide range of activities and projects, considering not everyone can be
supported by the Central Student Council due to funding constraints. With the use of these resources, it
is possible to offer students with the required supports and services. Integrating high-quality services and
financing can help students build good behaviors and, as a result, improve their academic performance.

The Central Student Council earmarks 50 pesos prepaid load per student every semester to ensure
that the budget was distributed evenly. Only 166 students were considered as beneficiaries that can
request Load Assistance.

Out of 166 Beneficiaries, only 21 beneficiaries and 3 students who need emergency load
requested for the load assistance during the 1st semester of A.Y. 2021 – 2022.
