PROJECT PROPOSAL
I. PROJECT TITLE
Project SIPAG “Sanayin Isagawa Pagbasa Araw-araw Gawin”
II. RATIONALE
Children with learning difficulties have the same psychological needs and
characteristics as other children. Some of them, however, may be less able to
comprehend abstracts ideas and concepts. Some may have poor memory, poor level of
motivation, and short span of attention in work situations or associated behavioral
problems. Non-readers or poor readers often have low opinions of themselves and
their abilities. Many times, they feel isolated and behavior problems can surface. They
can perform poorly in other subjects because they cannot read and understand the
materials. Often the readers tend to give up.
So that, as a grade 4 adviser I am providing extra instructional time to help my
learners achieve levels of literacy that will enable them to be successful through their
school careers and beyond.
So then, project SIPAG program is developed to give additional help to Grade Four
learners who have fallen behind to learn to the best of their ability.
On the other hand, this project allows building Parent-Teacher relationships and
essential for establishing school-family partnership that constitutes the foundation for
all other forms of family involvement in education.
III. OBJECTIVES
The project aims to accomplish the following objectives:
1. Assist pupil at risk to improve their reading skills
2. Enhance/develop the reading abilities of slow/nonreaders
3. Evaluate the improvement of the pupil’s reading proficiency
4. Equip pupils with necessary reading materials
5. Encourage a sense of personal responsibility for one’s own progress
IV. METHODOLOGY
The proponent, with the guidance of the School Head, spearheaded the
project following the series of activities.
1. Reproduction of Reading Materials in Filipino and English.
2. Conduct a one-on-one reading test to classify the learners based on their
weaknesses.
3. Conduct a data analysis on the previous school year for slow and syllabic readers
4. Meet Grades 1 to 6 teachers for planning.
5. Send Alpabasa videos to learners who have access to internet and provide hard
copies of these reading materials to learners without access to internet.
6. Implementing project SIPAG
7. Conduct Virtual Oral Reading to learners who have access to internet.
8. Home visit the learners for remedial reading and follow up.
9. Implement a consistent, regular reading intervention program.
10. Seek help from the parents by relaying to them their children’s progress.
11. Provide more reading comprehension activities.
Benefits/Anticipated Outcomes
This program will help GRADE FOUR learners of Inacban Elementary
School to address their reading development needs in time of COVID-19 pandemic.
V. RECIPIENTS
Grade Four learners of Inacban Elementary who are Non-readers/poor readers
will benefit from this project.
VII. RESOURCES:

Minutes of the Meeting
APRIL 12,2022
The meeting started at exactly eight o’clock in the morning at Grade VI classroom. It was
started by the singing of the National Anthem led by Joann D. Paypa, Grade IV adviser and followed
by a prayer lead by Mrs. Shiela Bahande, grade four parent.
The meeting was recorded by the PTA Secretary. And was attended by 14 parents.
The teacher announce that the 8 Day Remedial Project SIPAG will start on April 18,2022 and
will end on April 28, 2022. And was made agreed by the grade four parents.
The meeting ended at exactly 10:05 in the morning by a prayer led by Mr. Jofel Tiengo, a
grade four parent.

Interventions
1. Remediation activities through Worksheets to increase
numeracy and reading skills of the learners.
Mrs. Joann D. Paypa has been a friend and colleague for almost 5 years now, since I started
teaching here in Inacban Elementary School. Being this close with her I can say that I am a witness of
her great practices in her teaching profession.
She has always been very effective of her pupils. She never failed to let feel comfortable and
cared for in and outside their classroom. How her pupils admire and respect her are manifestations of
how she will treat her pupils. She is very generous of helping other teachers with regards to school
matters. She is a manifestation of a dedicated and motivated teacher. She is always eager to learn
every day, a trusted friend and a caring mother to every pupil. She is a true teacher in its broader
sense.

The teacher JOANN D. PAYPA exhibit positive attitude in guiding the pupils as they
perform their assigned tasks, Giving the learners their individual tasks and letting them do these tasks
independently was a manifestation that the teacher has a trust and confidence in her pupils. She
motivated them will by respecting their ideas and manner of doing what is expected of them.
