Remarks on maintenance project status
Rolled over maintenance
1. Nazareth Main Branch
(100%completed)
 The project has gone in satisfactory progress during the 1 stquarter. The district had
requested Additional Asphalt work construction since the branch is currently serving for
parking all the district vehicles. This is because the district office has no adequate parking
area and currently the number of vehicles that the district owns has greatly increased. This
has caused the district to suffer in absence of adequate parking area for all the vehicles.
Accordingly proposal was submitted to the respective committee and approval is given by
prioritizing the additional asphalt work construction instead of other requested additional
works.
 Currently, the project is completed and provisional acceptance is conducted.
2. Diredawa Branch Office Building Maintenance Work-
(100%completed)
 The project is completed and the provisional acceptance is completed during the 1 st
Quarter.
3. Jimma District & Main Branch

 As it is shown on the above the current to date status of the project is 40% and the
remaining percentage of work is 60%.
 The Bid has been announced twice due to the engineering estimation difference from the
previous study document.
 The project contract sign was on January 28, 2019
 Currently, the work progress in a good condition.
4. Nefas Silk Building (G+5)

 As it is shown on the above the current todate status of the project is 40% and the
remaining percentage of work is 60%.
 The tender was rebid. Accordingly, the study and engineering estimation was revised and
the tender is floated after bid approval.
 The project contract sign was on February 2, 2019
 Currently, the work progress in a good condition.
5. Deder Branch Office Building Maintenance Work
(Under award stage)
 The project is late due to rebid as a result of the difficulty faced to get qualified bidders.
 The committee decided the list bidder to submit cost break down for some items of works.
Following that, the submitted items were evaluated.
 After evaluation the prospective winner contractor is communicated to adjust unit rates that
are assumed to be exaggerated. However, it could not be awarded since the contractor did
not accept the proposal. As a result it is decided to rebid the tender.
 Currently, it is award stage until the budget approved.
6. Dilla Branch Office Building Maintenance Work
(100%completed)
 The project is completed and the provisional acceptance is completed.
 Currently, final payment is effected and capitalized.
7. Yabello Branch Office Building Maintenance Work
(100%completed)
 The progress of this project is below the plan due to cumulative effect of the previous
quarter performances as a result of longer bid process in relation to getting qualified
bidders. Major works were completed. However,it was reported that the residences are
destroyed by fire accident which the cause is under investigation.
 Currently, final payment is effected and capitalized.
8. BuleHora Branch Office Building Maintenance Work

 As it is shown on the above the current to date status of the project is 30% ( 20%
Advance and 10% Executed work) and the remaining percentage of work is 70%.
 The bid processhas taken long time and after completion of the bid process and contract
award the Site hand over could not be conducted timely due to unrest in the area.
 After the site was handed over, the project could not go as planned due to the prevailing
unrest in the area and the municipality gives order to stop the maintenance work until the
bank gives Promise letter to start new construction work.
 Currently, the municipality gives permission only to rehabilitate without expansion work.
9. Gelemeso Branch Office Building Maintenance Work
(100%completed)
 The project was initially affected by the unrest in the area.But it is progressing very well
currently. The accomplishment also shows more than the plan. Variation works in relation
to additional drainage works were occurred.
 Currently, final payment is effected and capitalized.
10. Negle-Borena Branch Office Building Maintenance Work

 The project is behind schedule compared to the plan since it was awarded lately due to the
long time taken to complete the bid process following the difficulty to get qualified bidders
fulfilling the bid requirements. In addition, the site handover and execution could not go
according to the plan due to unrest in the area.
 The project contract sign was on February 2, 2019
 Currently, the contractor finalizing the work and gives notifications letter to handover the
project.
11. Haromaya Branch Office Building Maintenance Work
(Under award stage)
 After the bid process had been completed the winning contractor was not willing to sign the
contract due to inflation. As a result the Bank was forced to rebid the project. And the
maintenance study is revised and the tender is floated.
 Currently, Bid Process is completed waiting for budget approval.
12. Gofa Branch Building Roof maintenance work
(100%completed)
 Currently, final payment is effected and capitalized.
13. .Workshop Building Maintenance Work

 The current to date status of the project is 60% ( 20% Advance, 30.4% Executed work and
10% material on site) and the remaining percentage of work is 40%.
 Delayed due to design and specification revision.
 Currently the revision of design, specification and BOQ is completed and the steel
structures are erected including truss members. However, the municipality has instructed us
to stop the execution due to maintenance work permit issues. When the case is completed
EPCO electric line currently affect the project to install roof truss .To solve this problem
dedicated personnel assigned for the follow up in addition to intervention by the respective
manager and director.
14. EX-CBB Nekemet Branch Office Building Maintenance Work
(100%completed)
 The project is completed and provisional acceptance has been completed.
 Currently, final payment is effected and capitalized.
15. Adola Branch Building maintenance
(100%completed)
 The project is behind schedule due to cumulative effect of the previous quarter low
performances as a result of longer time to complete the bid process. In addition the unrest
in the region has negatively impacted the progress of the project. Currently, the project is
100% completed.
 Currently, final payment is effected and capitalized.
16.Arbaminch Branch Building maintenance
 The current to date status of the project is 59% ( 20% Advance, 28.9% Executed work and
Material on site 10%) and the remaining percentage of work is 41%.
 The project is behind schedule due to poor performance of the contractor and cumulative
effects of longer rending process.
 Weak follow up and contract administration has also contributed to the unsatisfactory
performance of the project. To overcome internal inefficiency, currently, all maintenance
projects are decided to be followed up by Manager- District building administration
support by temporarily assigning dedicated professionals only for project follow up
separate from the routine building administration works. This has been believed to
strengthen supervision, follow up and contract administration of all maintenance projects.
Better follow up is observed after this decision.
 Currently, 28 days Warning letter is given to the contractor for termination of the project
due to poor performance.
17.Aykel Branch Building maintenance
 The project is behind schedule due to the difficulty to get qualified bidders as per the bid
requirement. The tender was re-bid and it is currently under financial evaluation stage.
 The current to date status of the project is 40% and the remaining percentage of work is
60%.
 The project contract sign was on February 27, 2019.
 Currently, the work progress is in a good condition.
18.Chencha Branch Building maintenance
 As it is shown on the above the current to date status of the project is 62% ( 20%
Advance, 32.47% Executed work and Material on site 10%) and the remaining percentage
of work is 38%.
 The project is initially delayed due to lengthy bid process and variation works encountered
during execution. The performance of the contractor is also found to be unsatisfactory.
Accordingly, the contractor is advised to execute the work by assigning qualified personnel
and deploying the necessary materials and equipment’s.
 Weak follow up and contract administration has also contributed to the unsatisfactory
performance of the project. To overcome internal inefficiency, currently, all maintenance
projects are decided to be followed up by Manager- District building administration
support by temporarily assigning dedicated professionals only for project follow up

19.Yelasawla Branch Building maintenance
 The above the current to date status of the project is 47% ( 20% Advance, 22.65%
Executed work and Material on site 5%) and the remaining percentage of work is 53%.
 The project is delayed due to long time taken for the bid process. In addition, the project
has currently frozen since we could not secure maintenance permit from the city
administration as the office is not currently providing service following the problem they
faced as a result of the unrest in the area. We are informed that their office is completely
burned down by the unrest and the service is terminated ever since. The branch is making a
follow up to handle the case. Currently, about 44% of the work is executed and major
material for compound coble stone pavement is delivered. It could not be laid due to
difficulty to deliver red ash (underneath pavement material) due to the unrest.
 Weak follow up and contract administration has also contributed to the unsatisfactory

20.Debre-birhan Branch Building maintenance
(100%completed)
 The project is initially delayed due to late tendering process. It started with a good
performance after contract signing. However, it could not progress as planned due to early
start of the rainy season which forced the contractor to revise the schedule in order to give
priority for manager’s residence roofing works instead of cafeteria expansion and
warehouse works. This has slowed down the overall progress of the project.
 Currently, final payment is effected and capitalized.
21.Fitche Branch Building maintenance
 As it is shown on the above the current to date status of the project is 85% ( 20%
Advance, 65% Executed work) and the remaining percentage of work is 15%.
 Delayed due to longer time taken for the bid process. Only one single bidder had qualified
and negotiation was required as per the procurement manual. In addition it was also
delayed after award due to request of the branch to relocate the expansion work. The
branch has requested to omit the cafeteria construction and to execute additional expansion
due to higher office demand as a result of the new organizational structure.
 Currently, the contractor finalizing the remark given by the supervisors.
22.Shashemene Branch Building maintenance
 As it is shown on the above the current to date status of the project is 88% ( 20%
Advance, 68% Executed work) and the remaining percentage of work is 12%.
 The project is delayed due to the time taken in the bid process initially and also due to the
difficulty to handover the site timely since the district could not evacuate the branch timely.
The main purpose of the project was to modify the existing(old) branch office into
Manager’s residence. However after the project is awarded and the work is started, it is
found that some of the existing walls were constructed as shear wall and demolishing could
not be done to modify for the intended purpose. Accordingly design revision was required
and the cost breakdown analysis is being conducted.
 Currently, the contractor finalizing the remark given by the supervisors.
23.Mekele Branch Building maintenance
 The award was late due to difficulty to get qualified bidder in the bid process.
Currently,contract is signed with the winner contractor and site handover is conducted.
 The current to date status of the project is 40% ( 20% Advance, 20% Executed work) and
the remaining percentage of work is 60%.
 Currently, the order given to the contractor to reschedule and finalized within short period
of time.
24.JantekelBranch Building maintenance
 The project is behind schedule due to the difficulty to get qualified bidders as per the bid
requirement. Currently, it is decided to request the bidders to submit shelf documents in
order to assure they fulfill the bid requirements. This decision is taken in order to avoid
rebidding the tender and to shorten the bid process time.
 The current to date status of the project is 50% and the remaining percentage of work is
50%.
 The project contract sign was on January 1, 2019
 Currently, the work progress in a good condition.
25.Ex-CBB Bahirdar Branch Building maintenance
(100%completed)
 Delayed due to the time taken to get qualified bidder in the bid process and also variation
works during execution.
 Currently, final payment is effected and capitalized.
26.Deder Branch & Residence Maintenance
(100%completed)
 Currently, it is under technical evaluation stage.
