Busy employees finding time for training

Kebanyakkan pekerja di Malaysia, tidak kira private sector mahupun public sector
mengalami masa bekerja yang panjang. Menurut Faezah Muda, 2022, waktu bekerja di
Malaysia hanya 45 jam seminggu yang telah dikuatkuasakan pada 1 September 2022 di
bawah Pindaan bagi Akta Kerja 1955. Hal ini telah menyebabkan ramai pekerja di Malaysia
berasa ‘lega’ sedikit kerana sebelum Pindaan Akta Kerja 1955, pekerja-pekerja di Malaysia
perlu bekerja sehingga 48 jam seminggu. Namun begitu, jika dibandingkan dengan negara-
negara yang maju seperti Norway yang mengenakan Akta Buruh yang paling longgar di
dunia yang mana pekerja-pekerja di negara itu perlu bekerja hanya 33 jam seminggu
sahaja. Selain daripada negara Norway, negara Belanda pula hanya mengamalkan waktu
bekerja selama 29 jam seminggu. Hasilnya, pekerja-pekerja di negara itu dapat
menyeimbangkan waktu bekerja dan kehidupan harian mereka.
Nadia Mahzumi et al. 2016 found that most organizations in Malaysia practice 5.5 working
days. Employees spend at least one-third of their day at their workplace. Since most of the
time is spent at the workplace, excess in working hours can cause the employees to feel
burned out at the end of the week. These high emotional exhaustion and less personal time
will cause the employees to adjust their own time to achieve preference hours of work, they
will also resist, and it can be that these employees resent the whole process. Its just another
way of saying the training is not valuable to the employees.

Menurut data yang diambil oleh == yang dikira menggunakan kaedah mean, hours worked oleh
pekerja-pekerja di Malaysia pada 2016 adalah tinggi, iaitu 45.500, manakala yang paling rendah pula
adalah 2020, iaitu 43.200. Hal ini terjadi kerana pada tahun 2020 mula berlakunya trend penyakit
yng membawa maut, iaitu Coronavirus (COVID-19) yang berpunca daripada virus SARS-CoV-2.
Walaupun begitu, pekerja perlu bekerja dari rumah dan perlu hadir ke training yang dianjurkan oleh
organisasi mereka secara online. Buktinya, selepas temu ramah oleh salah seorang pekerja private
sector, iaitu Syahrul Bakhtiar, 2022, beliau perlu menyertai training yang dianjurkan oleh organisasi
beliau bekerja. Menurut beliau, beliau mempunyai banyak task yang perlu dibuat, namun perlu
menyertai training yang dibuat oleh organisasi beliau. Walaupun pekerja perlu bekerja dirumah,
tetapi pihak majikan mengambil kesempatan dengan memberi task yang banyak dan perlu submit
pada tarikh yang tidak logic. Pekerja-pekerja ini akan rasa ‘berat’ untuk menyertai training yang
dianjurkan oleh organisasi.

Difficulties understanding the content


One of the main reasons why employees do not like or want to participate in training
made by an organization is difficulties understanding the content. Sometimes the content
that facilitator want to convey is too difficult to understand. This is because they use
figurative language or overly complicated language. While they can be "straight to the point"
without having to use figurative language. For employees who are not from Malaysia, it will
be difficult for them to understand what the instructors are trying to convey because they are
non-native speakers and face the challenge of understanding jargon. There are some
facilitators who convey their knowledge using text without using interesting diagrams or
videos.

Involves a high budget


A budget is a plan made by all organizations regardless of whether the organization is
under the government or private. All the activities made by the organization in a certain
period will be covered by the budget presented each year. This is intended to prevent
excessive use of the organization's money, which originally wanted to make a profit for the
organization, but instead turned out to be a loss.

One of the issues that make training for employees challenging is the cost. What is
meant by the cost of training and development that is challenging? When an organization
wants to do training, there are many aspects that they need to consider. For instance, places
that want training, facilitator, and overtime (OT) employees. The organization made little
profit, but the demand made by employees for training increased. With a small
organizational budget, they must bear high liabilities. As a result, the organization becomes
burdened.

Budget Process at Federal Level:


According to data taken by Zuhariah Husin (?), menggunakan peta minda jenis carta alir,
terdapat lapan proses yang dilalui oleh pihak kementerian pada peringkat federal. Proses
pertama yang perlu dilalui untuk proses bajet peringkat federal adalah Tresury menghantar
pekeliling kepada ke semua agensi kerajaan pada bulan January. Proses kedua adalah
Budget Review Officers (BRO) menerima dan menyemak cadangan yang dikemukakan oleh
ke semua agensi kerajaan Malaysia pada bulan Mac. Proses seterusnya adalah berlaku
antara bulan April hingga Jun. Proses ini melibatkan budget examination process. Proses
keempat adalah budget compilation pada bulan July. Pada bulan Ogos hingga September
pihak Kementerian Finance and cabinet memberikan kelulusan bajet. Pada bulan
September, dokumen yang printed akan dibentangkan dalam parlimen. Di samping itu, pada
bulan September hingga Disember berlakunya proses perdebatan berkaitan dengan bajet
dan diluluskan di parlimen. Proses terakhir adalah waran peruntukan am dikeluarkan oleh
Kementerian Finance pada akhir bulan Disember.
