EXECUTIVE ORDER NO. 12

SERIES OF 2018

ORGANIZATION OF BARANGAY PERFORMANCE MANAGEMENT SYSTEM (BGPMS)

Assessment Team

WHEREAS, the Barangay Governance Performance Management System otherwise known as

BGPMS, serves as an assessment tool to measure the barangay’s delivery of services and accomplishments in
relation to their functions as mandated in RA 7160;

WHEREAS, Pursuant to the provisions of RA 7160 all Punong Barangays are enjoined to ensure the
full implementation of the BGPMS in their respective barangay and to cause the preparation of its State of
Barangay Governance Report (SBGR) utilizing the BGPMS results;

WHEREAS, the creation of the BGPMS Assessment Team is necessary to expedite gathering , collating
and analysis of data needed to implement the system;

NOW THEREFORE, I, LOEL JOY O. MESIAS, Punong Barangay of Barangay LIPATA, Surigao
City, by virtue of the power vested in me by law, do hereby order:

SECTION 1. Organization and Composition of the BGPMs Assessment Team. Pursuant to BGPMS
implementing guidelines, an assessment team shall be created and be composed of the following:

Education Committee
Livelihood Committee
Committee on Youth
Barangay Secretary
Barangay Treasurer
Civil Society Organization
: HON. MERLITA P. BASILISCO
: HON. ARACEL C. GALO

: HON. RICA B. CAYETONA
: AILEEN L. BARCENAS
: MARITES L. LINDO
: JOENARD AGULLANA

SECTION2. Functions of BGPMS Assessment Team. The Team shall have the following functions:
1. Coordinate closely with the DILG City Office on project implementation
2. Gather data using the data capture from (DCF)
3. Assign point score using the BGPMS Scaling System
4. Analyze the assessment result
5. Prepare and present the State of Barangay Governance Report (SBGR) to Sangguniang
Barangay Development Council (BDC); and
6. Furnish one (1) copy of SBGR to the DILG Office and City Mayor.

This order shall take effect immediately.
