SK Mandatory Training
Provincial Government of Tarlac
In partnership with the Department of Interior and Local Government Tarlac

Background:
Since 2017, the Provincial Government of Tarlac has been conducting Peace and Order and
Public Safety program pursuant to Department of Interior and Local Government (DILG)
Memorandum Circular 2015-128 entitled “Guidelines on the Formulation of Peace and
Order and Public Safety Plan (POPS Plan)” to all the 511 barangays in Tarlac Province.
Every year, trainings are conducted for the members of Barangay Council, Lupong
Tagapamayapa, Law Enforcement and Sangguniang Kabataan.
Participants:
All SK Officials including SK Secretaries and Treasurers of each barangay in Tarlac.
The following officials will also be attending:

General Objective:
The training is designed to develop the competence of the participants to perform their
powers and functions as Sangguniang Kabataan (SK) officials.
Specific Objectives:
1. Concept and practice of decentralization in local governance;
2. History of Sangguniang Kabataan;
3. Powers, functions, organization, qualifications and privileges of the Sangguniang
Kabataan;
4. Basic skills on the conduct of KK and SK meetings;
5. Basic principle of SK planning and budgeting; and
6. Code of Conduct and Ethical Standards for Public Officials and Employees (RA 6713)
as applicable to the position
