ABSTRACT

The purpose of this study was to explore the stress cognizance of


Tagbilaran PNP Personnel in Tagbilaran City, C.Y 2021. We directly requested to
the Administration office of Tagbilaran City Police Station (TCPS) that we need
participants to answer the following questions: what is the stressful experience of
the informants’ cognizance of work distress during the COVID-10 Pandemic, how
did the informants resolve and address the work distress during the COVID-19
Pandemic.

We utilized the qualitative method of research employing the descriptive


phenomenological approach using interview guide question with an open-minded
question for individual interview in exploring the work distress of the police
officers in Tagbilaran City and their experiences as front liner in COVID-19
Pandemic. There were ten selected police officers in the Tagbilaran City Police
Station, all of them were interviewed individually. We selected our location only in
Tagbilaran City, Bohol. We used an interview guide aided with the audio recorder
for the basis of transcribing the response of the participants utilizing the
Colaizzi’s method or phenomenological analysis procedure in analyzing the
responses of the informants during the conduct of the interview.

For the stressful experience of the informants’ cognizance of work distress


during the COVID-10 Pandemic emergent themes were created: Upside Down,
Fear is universal, Circumvention, A complication to the delinquent person, Desire to
power and success. Furthermore, on how did the informants resolve and address
the work distress during the COVID-19 Pandemic the created themes were
Benefits of hard work, Discontented, Approved Responsibility.
It was proposed to perform exploratory research of the experiences of
cognizance of work distress on police officers during the COVID-19 Pandemic,
particularly those assigned to conduct health and public safety. Tagbilaran police
officers will be focused on performance assessment and evaluation of difficulties
faced during their work distress, as well as improving their mental awareness in
regulating health and public safety.

CHAPTER 1
THE PROBLEM AND ITS SCOPE

INTRODUCTION
Rationale

Police officers entail responding to the community's needs, preventing and

suppressing crimes, and prosecuting those found guilty of crimes. Everyone is

affected by stress, but few people are aware of what triggers it, how it

progresses, how it affects their bodies, and how they can better manage their

stress. When you're under duress, it is a villain who is unrelenting and out of

control, and it is a villain who creates havoc. Unhappiness, disease, and even

death are all possibilities (Potter, 2009).

Sources of stress in policing can be divided into two categories: those

caused by "job content," which include work schedules, shift work, long work

hours, overtime, and court work, as well as traumatic events and threats to

physical and psychological health; and those caused by "job context," also

known as organizational stressors, which refer to organizational characteristics

and people's behavior that cause stress (e.g., bureaucracy and co-worker

relations). In the early months of the Pandemic, street patrol officers reacted to

new demands with a "medium stress level," though individual pressure levels

varied significantly. A lack of work experience in the police department, for

example, or a feeling of being unprepared, all contributed to a high level of

stress. While substantial progress has been made in analyzing and treating law

enforcement tension over the years, this progress has been matched by high

stresses imposed on police officers. Although police officers, like most staff such

as firefighters and nurses, will feel multiple stress levels, they are most likely to

experience a particular form of anxiety known as critical incident stress (Shane,

2010).

Police officers seem to be a very demanding and stressful profession as a

result of contemporary society's features. Burnout and Stress Measurement in

Police Officers has demonstrated that policing is a stressful occupation. This

stress harms police officers' mental and physical health, performance, and

interactions with citizens. Because of the high rates of depression, anxiety,

burnout, and even suicide among police officers, mental health in the workplace

have become an issue. It is also important to monitor stress and burnout levels

daily to improve workplace health (Queirós, Passos 2020).

 Numerous studies have attempted to map police officers' stress and its

causes, a subject emphasized in the 1980s by a National Institute of

Occupational Safety and Health technical study (Hurrell, 1984), and in the 1990s

by (Norvell 1993), whose study focused on the influence of gender differences on

law enforcement officers (Read, Brown 2004) also studied the sources of policing

stress. This has sparked increased concern in police officers' mental health, with

surveys emphasizing the psychological effects of working in high-risk

environments such as those characterized by brutality and injury (Cohen, 2004).

It's important to note that everyone responds to stressful circumstances

differently. The way a person reacts is influenced by their history and personality

and the community in which they live. Due to the obligation of preserving public

safety, the risk of exposure through encounters with the community, and the co-

occurrence of COVID-19, this mixed-methods study aimed to identify the internal

and external causes of police stress, as well as the work distress during the

COVID-19 pandemic approaches used by police departments to handle police

stress, based on the authors' personal experiences as police officers. When

states and city municipalities impose shelter-in-place orders and close down non-

essential businesses, law enforcement officers will be forced to enforce these.

There is concern that administrative actions could result in incarceration and

fines, posing additional public safety and civil liberties concerns. Local leaders'

knowledge of the critical role law enforcement plays in their community will

determine the effectiveness of the local government's attempts to slow the

spread of the COVID-19 virus.

The services must be both sensitive and responsive to the needs of the

impacted police officers. From an individual's viewpoint, stress-related difficulties

can be avoided in two ways: by removing the source of the stress and by

understanding how to cope with difficult situations before they become problems.

Understanding the sources of stress associated with those aspects, according to

the theory, is vital information for directing successful strategies for mitigating the

influence of those stressors. The researchers want to learn about stressors and

stress management. Thus, the purpose of this study is to know how police

officers are subjected to work-related distress and how they cope with it. The

researchers aim to determine which facets of everyday life are the most difficult

for police officers.

Theoretical Background

This study is anchored on the publication of the Strain Theory, Theory of

Preventive stress management, A State Control Theory of adaptation and

Individual Differences of stress management, Psychological Theories of Stress,

and Theory of work-related stress. You put your entire well-being at risk if you

live with high levels of stress. Stress harms both your mental and physical well-

being. It makes it challenging to think, work efficiently, and enjoy life. It can seem

that there is nothing you can do to alleviate stress. According to the bills will

never stop coming, there will never be enough hours in the day, and the Job will

never be finished. Successful stress management allows you to release yourself

from stress's grip on your life, allowing you to be happier, healthier, and more

productive. The ultimate goal is to live a healthy lifestyle that includes time for

work, relationships, and recreation. Furthermore, to the stamina to continue when

things get tough. However, stress management is not a one-size-fits-all solution.

That is why it is essential to experiment and learn.

Strain theory, in sociology, proposes that societal pressures, such as a

lack of money or a lack of access to a decent education, motivate people to

commit crimes. The ideas underlying strain theory were first advanced in the

1930s by American sociologist Robert K. Merton, whose work on the subject

became incredibly influential in the 1950s. Other researchers set forth similar

ideas, including American criminologist Albert Cohen and American sociologists

Richard Cloward and Lloyd Ohlin. The basic premise of general strain theory is

that people who are depressed or anxious become distressed or disturbed, which

can cause them to commit crime as a coping mechanism. Emotion as a motivator

for violence is one of the theory's primary purposes. The idea was made to

conceptualize the entire spectrum of possible causes of strain in society, which

Merton's theory does not (Özbay, 2002).

Theory of Preventive stress management, this theory provides a guide for

practicing positive stress prevention. The book starts with a comprehensive

overview of the stress field, from its medical and physiological roots in the early

1900s to its psychological elaborations in the second half of the century, to its

current application and practice in businesses. (Quick, Nelson 1998)

A State Control Theory of adaptation and Individual Differences of

stress management, after a preliminary examination of stress symptoms, a

more comprehensive, more broadly applicable mechanism for adaptive behavior

control is proposed. Individual variations may be derived from a variety of

sources, according to this theory. This may emerge from the control system and

inherent variability in cognitive and energetic resources (Hockey, 1986).

Psychological Theories of Stress, since stress is one of the most

fascinating and enigmatic topics we've studied since the dawn of time, it's not

only about what happens to the body during a stressful situation but also about

what happens to an individual's psyche. The different psychological theories of

stress suggested by James & Lange, Cannon & Brad, and Schachter & Singer

will be discussed in this article (Sincero, 2012).

Theories of work-related stress, according to the most widely accepted

transactional theory, theories of work-related stress are the direct result of a

transaction between a person and their environment, which can tax their

resources and thus jeopardize their well-being (Lazarus, Folkman 1987).

Legal Bases

The United Nations' Sustainable Development Goal 16 states, "Promote

peaceful and inclusive societies for sustainable development, provide universal

access to justice, and strengthen effective, accountable, and inclusive institutions

at all levels." The Covid19 implications further threaten global peace and

security. (Attree, Möller-Loswick 2015)

United Nations High Commissioner on Human Rights' 1997 Human Rights

and Law Enforcement Training Manual, police officers should be trained in the

principles of stress and anger management. Police job is, by definition, stressful.

As a result, all PNP employees must receive periodic neuropsychiatric testing

and counseling, which are critical in preserving police officers' emotional and

mental health. Counseling and stress debriefing is vital, especially for employees

involved in an armed confrontation or violent event (Wheeler, 1999).

Review on Related Literature

According to the Role of Police Perceptions and Practices in the

Development of Public Disorder, crowd conflict can be viewed as an interaction

between the crowds and out-groups like the police. This paper describes a

questionnaire survey in which 80 police officers from two U.K. forces were

questioned about crowd attitudes, acceptable "public order" policing strategies,

and attributions of blame for crowd conflict. Police officers saw crowds as mixed,

as expected. Still, they also created a dichotomy between a powerful minority

capable of exerting dominance in the service of disorder and a majority incapable

of resisting this influence. Police officers did not unanimously support the idea

that crowds pose a homogeneous hazard. They advocated for crowd control and

swift intervention to prevent crowd violence from escalating but denied that such

tactics could lead to conflict. The use of path analysis suggests that these crowd

perceptions are linked as part of a unified ideology. Overall, these findings

support the established social identity model of crowd behavior as a complex

intergroup process (Drury, Stott 2003).

Personal negligence, hazardous circumstances, police brutality, discipline,

the management of disturbances, the justice system, public and media scrutiny,

special job assignments, and changes in work conditions are all sources of police

occupational stress. Stress management entails determining how much pressure

is tolerable, understanding stress physiology, and balancing the competing

demands of life (Anderson, 1995).

Academics, police officials, and police officers will benefit from the book.

The first section's readings present the principles and vocabulary of stress while

also summarizing some of its most important psychological, physiological, and

social implications. Papers on police officer stress look at how officers cope with

stress and what incidents they consider the most stressful (Sewell, 1999).

In relation to While, eye movement desensitization and reprocessing

(EMDR) is successful in treating posttraumatic stress disorder. It is not effective

as a stress management technique for ordinary people in high-stress

employment. According to Sixty-two police officers were randomly assigned to

either EMDR or a regular stress management program (SMP), all of which lasted

six hours (Wilson, 2001).

The psychologically dynamic field of contemporary policing is addressed

in Practical Police Psychology. The street cop to the departmental brass explores

both the significant and daily problems that all law enforcement professionals

encounter. Practical Police Psychology is a theoretical book that goes beyond

empirical research to include functional, down-to-earth (Miller, 2006).

After adjusting for the effects of work satisfaction, this study takes an

interdisciplinary research approach to comprehensively explore the impact of

internal police stress (i.e., position uncertainty, role conflict, supervisor support,

group cohesiveness, and advancement opportunities) on organizational

engagement (Jaramillo, 2005).

According to the Mediators of Change in Emotion-Focused and Problem-

Focused Worksite Stress Management Interventions. At First, research to date

has sought to enhance the individual's ability to cope with work-related strain,

and very little has systematically targeted the workplace stressors that give rise

to the pressure. Second, it appears that no study has directly examined the

psychological mechanisms by which an SMI works (Bond, 2000).

According to Job, control mediates change in a work reorganization

intervention for stress reduction. This quasi-experiment looked at whether a work

reorganization intervention would boost stress-related results by giving people

more power over their jobs. The authors achieved this by implementing a

participatory action research (PAR) intervention to reorganize work to improve

people's discretion and choice in their employment. The PAR intervention was

found to be successful (Bond, 2001).

The Development of a Framework for a Comprehensive Approach to

Stress Management Interventions at Work Organizations use several programs

to avoid and handle stress at different levels, as seen in this summary. The

goals, structure, and target audiences of programs differ widely. There is some

concern about the practicality of using off-the-shelf programs created without

considering particular organizational requirements (Giga, 2003).

employers' and workers' organizations, health practitioners, trainers, consultants,

participated in self-management training improved on emotional well-being

indicators over three months, according to the findings (Munz, Kohler 2001).

workers in changing their perceptions of stressful conditions or dealing more

Review Related Studies

Stress is a part of life changes that occur in one's life that causes stress.

For example, going to school or college, getting married, changing jobs, or

dealing with health issues are all examples of stressful circumstances. Reviewing

similar research helps to understand the issue and its critical factors better while

also avoiding repetition. It will be an essential component of any research project.

It is also a necessary condition for actualization. Any research project must first

be planned and then executed. A researcher must be aware of what is already

understood about the issue and how others have researched it. A review of well-

known authorities' writings and previous studies shows that the researcher is

well-versed in the subject (Kapur, 2003)

According to the study of Job-related stress is a natural reaction that

arises when the workload increases. Occupational well-being has an effect on

the representative's soundness and the association's strength. Workplace stress

is a real and growing problem in today's environment. This is a major problem

that must be addressed. and that steps are taken to address the ramifications for

both individuals and associations. This is where people work. This paper

discusses the concept of work-related stress, the many types of work-related

stress, and the effects of work-related stress on an organization's efficacy and

performance. Nonetheless, while not all job-related stress is detrimental, it may

serve as a morale booster. Additionally, it is a morale booster for the staff. These

should be considered by senior management in order to boost work performance

while minimizing work-related stress. (Harshana, 2018)

It mentions that stress has resulted as a reaction of an employee when

specific at the same time demands, pressures, and professional aspects have to

be faced at the workplace which does not match their knowledge levels, thereby

posing damage to the employee's talents, resulting in a battle for survival in

terms of employment in a certain location (Steve, 2011).

It mentioned that distance to the workplace also the Occupational health

training. Due to today's crowded roadways, employees' stress levels may

increase. Nowadays, most employees work far away from their homes, and

those employees tend to get occupational stress quickly (Lundberg, 2010).

A multiple cases study approach to work stress prevention in Europe.

Workplace stress has become a big problem for European workers. Work stress

prevention programs are primarily reactive and biased to the client, which

appears to be a disappointment in today's practice (Kompier, Cooper 2000).

It says that "changing occupations are far more common nowadays. This

maybe be one of the most stressful moments in an individual's life. Additionally,

they emphasize the dearth of money, resources, and support services, and the

majority of workers perceive declining resources as the principal impediment to

performing their Job effectively and to an acceptable quality, resulting in stress.

(Kinman, 2005).

According to the study in Occupational Stress stated that company

cultures are affected by the stress levels of the personnel. They experience

higher stress when they have a competitive culture. Cooperative culture. Also,

Lau mentions that with poor workplace morale, there will be more whining,

complaining and people will do their Job without commitment. On the positive

end, the workplace is energized by a sense of purpose and teams that genuinely

want to work together. (Mohajan, 2012)

Stress at work is a frequent reaction that develops when workloads reach

harmful levels. Occupational health and safety affect the members' health and

the organization's strength. Workplace stress is a natural and rising problem in

today's world. It is critical that this issue is addressed and that steps are taken to

resolve the problems this can cause, both for people and the environment. This

paper examines the concept of work-related stress and work-related stress

models and how they affect an organization's effectiveness and efficiency.

However, since not all job-related stress is negative, it can also serve as a

morale booster. Top-level management should take these factors into account to

improve job efficiency (Nelson, Burke 2000)

The purpose of this study is to know how police officers are subjected to

work-related distress and how they cope with it. This aimed to determine which

facets of everyday life are the most difficult for police officers.

Specifically, this sought to answer the following questions:

Significance of Study

The findings and outcomes of this study would be significantly beneficial to

the following:

Philippine National Police. This research study would help them further

strengthen their advocacy of protecting society against criminality. In addition,

this study would transform them to become more effective in preventive

enforcement, incredibly tactical operations.

Station Officer. The outcome of this study would best give the station

chiefs the importance of what? To widen their knowledge in handling people in

improving police intelligence courses to equip police officers to become heads in

a particular unit.

Students. This will inspire them to exert more effort in their studies to be

successful and be ready as they face the real world not as a student but as

individuals who want betterment.

The researcher. The study will help the researchers to use or apply their

knowledge about the work of distress that they acquired in studying in a Bachelor

of Science in Criminal Justice Education.

Future Researchers. This study will help and serve as guidelines for

future use research studies regarding stress management among police officers.

This study also enables them to gain more information and broaden their

knowledge in terms of stress management.

RESEARCH METHODOLOGY

Research Design

   To achieve the objectives of the study, the researchers would utilize a

qualitative method of research in phenomenological approaches to portraying the

stressful experiences of police officers in work-related distress and how they

cope with it. This method will try to let the interview flow like a natural

conversation.

Research Environment 

The researchers would conduct the research in Tagbilaran City Police

Station located in Calceta St, Cogon District, Tagbilaran City, near Tagbilaran

City Hall.  The Tagbilaran City Police Station was under their station PLTCOL

Mary Crystal B. Peralta, Chief of Police of TCPS.

Research Informants

The informants of this study would be the (10) ten PNP Personnel in

Tagbilaran City, (5) five for men, and (5) five for women, who have been

engaged in the field during the Pandemic. These informants are mostly started in

patrolmen and high-ranking officials serving more than (3) three years in the

police organization.

Research Instruments

This study would utilize an interview guide prepared by the researchers

and validated by the U.B. Research and Ethics Committee. The interview guide

will consist of open-ended questions that deal with the stressful experiences of

the informant's cognizance of work distress during the Covid-19 Pandemic and

how did the informants resolve and address the work distress during the Covid-

19 Pandemic. The interview will be conducted and supplemented with field notes

and a voice recorder to document the police officer's responses accurately.

Data Gathering Procedures

The researchers made a transmittal letter to be signed by the dean of the

College of Criminal Justice at the University of Bohol, Shirley O. Molina, Ph.D.

C.J., and Vice President for Academics in the University of Bohol, Atty.

Marlumina B. Teh and to the (TCPS) Tagbilaran City Police Station, Chief of

Police to permit and allow us to distribute the questionnaires to the drivers in their

jurisdiction to discover how Police officers manage their stress during Pandemic.

Ethical Considerations

To ensure that the ethical consideration has been adequately addressed,

the papers are submitted for ethics review or interview guide validation to the

panel of this study. This is to make sure the information gathered and the

respondents involved are treated with the utmost confidentiality. We also

observed considerable courtesy and rapport in dealing with the involved offices

and the informants by providing all the necessary documents for their references.

Considering that during the conduct of the study, informants also had activity,

their limited time extended with the survey was respectfully considered. All

information gathered must only be used within this study. Before the interview is

conducted, it will also be discussed that they have the right to withdraw or decline

if they decide to.

The credibility of the study is the top priority of this research. We

interviewed with the utmost respect to the informants. Information from the

interview and observation session was kept confidential at all times and be used

only for the attainment of the primary purpose of this study. Conformability of this

study is by seeking approval from the Tagbilaran City Police (TCPS) in

Tagbilaran City informing them to conduct the study. It includes the full consent

of each respondent as they were provided an Informed Consent Form

individually.

They signed the form indicating their full consent and willingness to

participate in the said research project. To address the problem of dependability

more directly, the methods inside the study should be detailed, allowing a future

researcher to duplicate the work, though not necessarily get the same

conclusions. As a result, the research design may be thought of Such in-depth

coverage also allows the readers to assess the extent to which proper research

practices have been followed. To enable readers of the research report to

develop a thorough understanding of the methods and their effectiveness, the

text should include a section devoted to the research design and its

implementation, describing what was planned and executed strategically.

The researchers determine the transferability of this research by allowing

the readers to whether or not this study could be transferred to the context or

circumstances by providing copies of the interview guide to the panel for validity.

To ensure the trustworthiness and the veracity of the data of the research

endeavor, the study has undergone validity and reliability that are relative that is

relatively foreign to the field of qualitative research.

To document voices were put into a compact disc and kept and stored in

the College of Criminal Justice of the University of Bohol- 3 rd floor (S.T.) Science

and Technology Building and only our Criminology Instructor will have gain

access to the tapes.

Pandemic - is the worldwide spread of a new disease.

Stress- defined as any type of change that causes physical, emotional,

or psychological strain.

own skills, can manage with life's daily stressors, work efficiently, and contribute

CHAPTER 2

PRESENTATION AND DATA ANALYSIS

This chapter presents the findings from the interview using the Husserlian

descriptive – phenomenological method with the (7) steps of Colaizzi’s data

analysis to deliver insightful appreciation of the study.

Presentation of Data

This research study conferred a direct observation method through

descriptive phenomenological transcripts of each informant was read and re-read

to obtain the general sense about the whole coverage of its content. The

significant statements from the transcripts bearing the live experience of the

participants were extracted then recorded, noting the line numbers and informant

code.

To explicitly connect the coverage of the study, each informant was

allowed to speak their mother language to verbally express their experiences.

These were translated for general readability and understanding. Likewise, all the

statements from the informants were selected from the transcribed interview. Out

from each significant statement extracted, the formulated meaning was created

and coded as it reflected a comprehensive description of the informant's

experience (see Appendix F-1 for sample formulation of the core meaning).

The formulated core meaning, which appeared to be a common grouped

and reflecting unique structures, were organized into cluster themes (see

Appendix F-2 for development of cluster themes). Lastly, cluster themes were

then re-grouped to develop the emergent theme (see Appendix G for diagram of

common themes).

After the thorough and profound description of the formulated meanings

using Colaizzi’s data analysis method (1978), sixteen (16) cluster themes were

identified and re-grouped to form eight (8) emergent themes. They are the

following:

Mentioned below are the presentations and explanations of emergent

themes in every sub-problem that will respond to the informants' experiences as

PNP Personnel.

I. What are the stressful experiences of the informants’ cognizance

of work distress during the COVID-19 Pandemic?

During the interview, different experiences from the informants were

stated. These categorical themes were strengthened through the responses of

the informants. In particular, we have created (5) emergent themes that centered

on the PNP personnel's cognizance of work distress during the Covid-19

Pandemic. The Following themes are:

1. Upside down: This first theme answered the different Bad

experiences encountered by the informants. The first informant

stated that:

We also asked informant 2 to share his experiences as PNP Personnel

during the Covid-19 Pandemic, and he was frank in answering, very happy and

both sad to share his stressful experience:

difficulty of breathing.

The second emergent theme focused on the Stressful experience

encountered by the PNP Personnel.

2. Fear is universal: This theme presents the Stressful different

experiences they encountered in doing their jobs. Most of their

answers were pulled out from their sympathy towards everything,

which creates stress for them. When we asked what are your

stressful experience encountered during the Covid-19 Pandemic.

Informant 1 said that:

Stressful in the sense that in spite of our campaign na ma


contain nato ang pandemya inspite sa atong mga intervention nga
atong gi himo nag recoreda ta nag radio guesting ta (IDI1:SS12).
We did radio guesting to disseminate campaigns and health
protocols to fight against the covid-19 Pandemic to the community.
However, still, some people are not minding the protocols and end
up being arrested.

Supported by Informant 2 when he stated that:

experience was how could we able to enforce protocols if some
people are against to it.

The third emergent theme focused on the Response to stressful & Bad

experiences of the PNP Personnel.

3. Circumvention: This theme presents how the PNP Personnel

responded to this bad experience, which causes them to have

stress during their work. When we asked how did your Response to

these stressful bad experiences, Informant 4 said that:

Kami pulis, no choice jud mi sa among trabaho front liners man ta,
so amo. a ani gi trait namo among kaugalingon nga naay kay self-
confident og wakay self-confident sa imong pangarbaho (IDI4:SS22)
Self-confidence is a good trait for us front liners to maintain a
dedication to still do our job even when tired and always seek help
from God

Supported by Informant 9 when she stated that:

Actually, I just hold on to my dream that I have to perform my


sworn statement duty, meaning since I've sworn that I have to perform
it heartily and then I just keep it in my mind these will end soon,
prayers also help a lot. (IDI9:SS25)

The Forth emergent theme focused on the challenges encountered by the

PNP Personnel.

4. A complication to the delinquent person: This theme presents what

particular challenges that a PNP Personnel faced as a front liner

during the Covid-19 Pandemic. When we asked can you possibly

present specific challenges that you have faced during the

Pandemic, Informant 3 said that:

hospital 24hours mi usahay dugay mi kauli tapos mo challenge
everyday checkpoint aning panahona full alert gyud, walay off ang

mga (IDI4:SS29) Duty on hospitals for 24 hours and it hindered


time for us to go home for we really are needed to fully be alert, no
day off, but in line with the responsibility as a police officer, indeed,
we need to comply.

The Fifth emergent theme is how thus PNP Personnel Deal with these

challenges they encounter.

5. Desire of power and success: this theme answered how thus PNP

Personnel Deal with those challenges they have been encountered

during their work. When we asked How did you deal with the

challenges you faced, informant 1 said that:

people that we have health protocols which has a penalty if

II. How did the informants resolve and address the work distress

during the COVID-19 Pandemic?

They are resolving and addressing some stressful and bad

experiences of PNP Personnel. They had a different way on how they

decide those problems, especially on those who experience the Covid-

19 Virus.

matakdan sa covid aside sa atong goberno naa usab (IDI1:SS41)
PNP organization given us comfort through working at home,
especially to personnel with comorbidities, to keep performing their
duties

Supported by Informant 9 when she stated that:

So, for my first encounter with this kind of disease, I received


some a free quarantine facility in MALASAKIT, so it is for
uniformed personnel aside from that during my recuperating
period or when in the recovering period I was staying there in the
city government of Tagbilaran city facility in Cabawan were in
they brought some vitamins for me and I don’t think that’s it
antibiotics for me to recover I think that's all, cause mostly when I
was infected I really use my own money sad to say, the facility
there pero during my being infected such disease since it very
high scale of personnel was being infected with so the facility or
the quarantine areas were limited that’s why we have to be put on
house so were accommodated by the mayor of Dauis at the time
on my second positive in COVID (IDI9:SS48)

2. Discontented: The initial Response of the PNP Personnel is that the

Organization initiates to maximize resources to help.

According to informant 4:

Maka ingon ko ng dili gyud enough kay tungod sa


kadaghan or kana bang hurot-hurot ang budget tungod sa daghan
na positive so dili enough ang equipment pero naay ihatag ang
LGU mga PPE mga alcohol kasagaran kami may mo provide og
alcohol, mask namo kanang mga gloves pero sa sako standard ani
satisfactory akong ma rate about the equipment (IDI4:SS51)(I think
equipment like PPE provided by the Government is not enough

because of many cases of covid-19 positive in the community, we


PNP organization initiates on our own to provide us the lacking
equipment and protective hygiene like alcohol, facemasks, and
gloves.)
Supported by informant 9 when she stated that:

Actually, No the protective gear alone such the PPE


that should be is not enough though were not tasked to do that but
however during our performance of checkpoints so we come into
contact we different people so were just using these face shield
and mask so there is tendency that during our handling of licenses
there is possibility that we might infected again so it is not enough
however we have to do it cause were mandated to do such a
precautionary measure for the citizenry (IDI9:SS56) (Resources
are not enough, like PPE. During checkpoints, we initiate to use
face shields to provide more protection, especially during
checkpoints where you are exposed to another person who might
be a carrier of the disease.)

3. Approved Responsibility: This theme presents as a motivation of

PNP Personnel who experience stress and bad experiences during

the Pandemic. In their experience, they include the part where

Government provides them with what they deserve.

According to Informant 1:

Yes, this is only to support in addition to our salary no dako


na kaayu ug ikatabang ang hazard pay kay sa gamayng butang
dako na kaayu nig gikatabang, (IDI1:SS58) Hazard pay provided
by the government is such a big help for us and to our family.

Supported by informant 8 when she stated that:

Yes, kay dako pd siyag tabang kay ang governo nag hatag
namo og hazard pay sa pnp personnel dako napd ang benifits nga
nahatag namo. (IDI8:SS65) Yes, he was a great help to the pnp
personnel and it benefited us.

Analysis of Data

The researcher’s utilized the Colaizzi’s method in phenomenological

tradition in extracting the following emergent themes from the re- grouping of

clusters through the formulated meaning. Thus, these themes categorically

explain and describe to know how police officers are subjected to work-related

distress and how they cope with it. This aim is to determine which facets of

everyday life are the most difficult for police officers.

This study is anchored on the publication of the Strain Theory, Theory of

Preventive stress management, A State Control Theory of adaptation and

Individual Differences of stress management, Psychological Theories of Stress,

and Theory of work-related stress.

The Strain theory, in sociology, proposes that societal pressures, such as

a lack of money or a lack of access to a decent education, motivate people to

commit crimes. The ideas underlying strain theory were first advanced in the

1930s by American sociologist Robert K. Merton, whose work on the subject

became incredibly influential in the 1950s. Other researchers set forth similar

ideas, including American criminologist Albert Cohen and American sociologists

Richard Cloward and Lloyd Ohlin. The basic premise of general strain theory is

that people who are depressed or anxious become distressed or disturbed, which

can cause them to commit crime as a coping mechanism. Emotion as a motivator

for violence is one of the theory's primary purposes.

On the other hand, the Theory of Preventive stress management provides

a guide for practicing positive stress prevention. The book starts with a

comprehensive overview of the stress field, from its medical and physiological

roots in the early 1900s to its psychological elaborations in the second half of the

century, to its current application and practice in businesses.

A State Control Theory of adaptation and Individual Differences of stress

management, after a preliminary examination of stress symptoms, a more

comprehensive, more broadly applicable mechanism for adaptive behavior

control is proposed. Individual variations may be derived from a variety of

sources, according to this theory. This may emerge from the control system and

inherent variability in cognitive and energetic resources.

Psychological Theories of Stress, since stress is one of the most

fascinating and enigmatic topics we've studied since the dawn of time, it's not

only about what happens to the body during a stressful situation but also about

what happens to an individual's psyche. The different psychological theories of

stress suggested by James & Lange, Cannon & Brad, and Schachter & Singer

will be discussed in this article.

SUMMARY, FINDINGS, AND IMPLICATION

Summary

This study aims to know how police officers are subjected to work-related

distress and how they cope with it. This aim is to determine which facets of

everyday life are the most difficult for police officers. During in Gathering data

procedures, the following questions are being asked of our respondents (1) the

respondents' profile includes their name, sex, rank, and length of service. (2) We,

the researchers, asked about the stressful experiences of the informant's

cognizance of work distress during the COVID-19 Pandemic? Specifically, the

sad/lousy experience they went through during the Pandemic (3) is how did the

informants resolve and address the work distress during the COVID-19

Pandemic?.

We utilized the qualitative method of research utilizing interview guide

questions with an open-ended for the informant and the interviewer to know how

police officers are subjected to work-related distress and how they cope with it.

This aim is to determine which facets of everyday life are the most difficult for

police officers. This study was conducted in the Police Station here in Bohol,

specifically the Tagbilaran City Police Station.

Furthermore, the (10) informants were Police Officers assigned to

Tagbilaran City Police Station. The seven of them are married, and three are

single. They were all individually interviewed. We personally conducted the

interview, gathered data that produced persuasive eight (8) emergent themes

indicating the highlight of the study.

Findings

The captivating eight (8) emergent themes were created after thoroughly

gathered data formulated meanings and clustered themes into special

categories.

These themes were formulated as follows:

We generated five (5) themes for the stressful experiences of the

informants’ cognizance of work distress during the COVID-19 Pandemic, namely:

Upside down, Fear is universal, Circumvention, A complication to a delinquent

person, and Desire of power and success.

As to How did the informants resolve and addressed the work distress

during the COVID-19 Pandemic, we created three (3) themes, namely: Benefits

of hard work, Discontented, and Approved Responsibility.

Implications

After a thorough reflection and discussion made on the proceeding

chapters, we offer the following recommendations and measures for

implementations and topics for future research.

Implication for practice

These are possible recommendations for practical application: Upon the

result of our study, we recommend that the Police Officers and Other front liners

in Philippine National Police should strengthen awareness and safety on how

they can handle things like a Pandemic. The Philippine National Police should

coordinate and partner with the Department of Health to convince the individuals

to get the Covid-19 vaccine.

Also, the PNP and Provincial Government must conduct a rigorous

consultative meeting on Oplan Bandillo. The Covid-19 Pandemic erupted, a

campaign of public education and outreach aimed at raising awareness about

criminal elements in the community gradually became a tool for encouraging

individuals to follow the minimum health safety standard routine.

A need for training and seminars, Seek the assistance of professionals in

the field. COVID-19 pandemic preparedness, like other emergency planning

activities, should be a multi-disciplinary, multi-agency endeavor. As part of the

police department's education and planning activities, police planning

professionals should reach out to other subject matter experts who are engaged

in the jurisdiction's emergency preparedness. Public health and medical

professionals must be included in jurisdiction-wide planning initiatives so that

they may aid law enforcement like PNP and the general public in educating

themselves and developing their own plans.

Implication for Future Studies

The researcher recommends the conducts of in-depth inquiry on the
