PROBLEM AND IT’S BACKGROUND

Introduction

The four municipalities that make up Pangasinan's 4th District—San Fabian, with

34 barangays; Mangaldan, with 30 barangays; San Jacinto, with 19 barangays; and

Manaoag, with 26 barangays—will be choosing their barangay leaders.

The Local Government Code of 1991, otherwise known as RA 7160, set forth the

process of redefining and reinventing the course of Philippine local governance. It has

also paved the way towards local autonomy through the decentralization of powers and

functions from the national government to the local government units (LGUs).

After two consecutive postponements, the Filipino voting public eagerly awaits

the resumption of the much-anticipated barangay and SK elections. As the cornerstone of

grassroots governance, these elections grant local communities the power to shape their

own destinies and actively participate in decision-making processes

The PNP shall enforce the law, prevent and control crimes, maintain peace and

order, and ensure public safety and internal security with the active support of the

community during the Barangay and Sk Election of the 4th District of Pangasinan.

In the other hand, the researchers observed these real-life difficulties encountered

by PNP Personnel during the Barangay and SK Election of the 4th District of Pangasinan.

Because of this the researchers taken an interest in studying the said area. Moreover, the

researcher attempts to shed light on and create awareness of their concerns and obstacles

for them to be given an appropriate solution to do.

As mentioned earlier, the researcher will conduct a proposal titled “Problems

Encountered by PNP Personnel in the conduct of Barangay and Sk Election in the 4th

District of Pangasinan”

In this light, the purpose of this study is to identify the difficulties and obstacles

faced by PNP Personnel in conduct of Barangay and SK election in the 4th District of

Pangasinan. Despite the significant problems posed by this crisis, it also provides a

chance to reconsider the general-purpose, role, content. Hence, this paper is presented in

the hopes of encouraging other educational scholars to document and develop research

data on how the current pandemic has impacted the functioning of educational systems.

Theoretical Framework

This section aims to identify the framework that has been utilized to develop the

proposal. It is constructed on the following theory:

According to (Rothengatter 2016) he stated that “Law enforcement agencies

respond to, detect, and prevent crime. Within this perspective, it is recognized that police

officers play a significant role in adapting and responding to unexpected or unknown

situations, as well as recognized situations, such as theft or domestic dispute.” And he

added that Police officers must not only respect human rights but must also actively

protect human rights by, for example, arresting a suspect in order to protect the rights of

other people. This police duty to protect is what makes human rights the foundation of

police work.

In the other hand according (Vicente, 2021) on his study in titled “Compliance of a

patrol unit on the standard patrol policies and protocols of the Philippine National Police”

stated that by getting the community involved, the PNP Personnel have more resources

available to them to help in crime prevention. By familiarizing themselves with the

members of the community, officers are more likely to obtain valuable information about

criminals and their activities.

Aside from that, the theoretical framework for this study are includes the practices

of PNP Personnel during the Barangay and SK Election of 4TH District of Pangasinan

where all the above mentioned are need to include as basis of the theoretical framework

of this study.

Review of Related Literature

Foreign Literature

According to (Okwuadimma, 2021) Every democratically-elected government

owes its legitimacy to the extent of popular participation of the citizens in the political

processes. Oftentimes, governments under representative democracy make sense only

when they are established by the concerted will of the greatest number of the population,

as democracy itself is a game of numbers. By implication, where participation by the

greatest number of the population declines, the legitimacy and accountability of the

government becomes questionable. While literature abound, interrogating political

participation and apathetic political behavior in the 2019 general elections, efforts have

not been made to trace the root cause of apathetic political behavior in the 2019 general

elections on psychic alienation arising from the individuals’ lived experiences of socio-

political marginalization, oppressions, exploitations and inequalities. Complementing the

existing literature, this study focuses on apathetic political behavior in the 2019 general

elections in Nigeria and how it interfaces with Frantz Fanon's theory of alienation.

Utilizing Fanon's psychopolitical tool, the study contends that the apathetic political

behavior in the 2019 general elections was substantially a manifestation that aligns with

Fanon's theory of alienation on account of widespread feelings of political powerlessness

and normlessness.

Local Literature

Muntinlupa City is one of the urbanely developed municipalities in Metro Manila,

consisting of more than 500,000 residents, the municipality consists of numerous

educational institutions for basic to tertiary level students. This study involves the role of

college students of Pamantasan ng Lungsod ng Muntinlupa (PLMun) towards their

participation in the May 9, 2022 national elections, specifically for the Leni Robredo and

Kiko Pangilinan political tandem. The political participation of PLMun college students

is highlighted in this study including their knowledge of the political history and

background of Leni Robredo and Kiko Pangilinan, realizing the socio-political reasons of

PLMun college students for choosing the political tandem for the national elections. The

researcher adapted both qualitative and quantitative approaches specifically Convenient

Sampling and Thematic Analysis methods for the data gathering collection process for

this study. The participants involved are fifty (50) college students from PLMun who

emerge from different program areas, the objective of this study is to investigate the

present knowledge of common students of a state university located in a geographically

small municipality in Metro Manila, considering the factor that majority of the leading

actors of the municipality from the past and present are supportive of the Leni-Kiko

political tandem. The role of youth in a democratic country like the Philippines mainly in

the right to suffrage or right to vote has been evidently important in the past May 9, 2022,

national elections, the large population of students in the Philippines equates to the higher

need for political participation to achieve obtaining votes for rightful and competent

political candidates. (Cited: Medina, 2023)

According to (Gaem, 2018) he stated That “Community policing doesn’t build

trust between citizens and police, it doesn’t lead to citizens to share the kinds of tips and

information with police that might improve police efficiency, and, perhaps not

surprisingly then, it does not lead to lower crime”

According to (Derry, 2020) on her study stated that “A PNP Personnel is a group of

people giving their time and taking responsibility within their own community to help the

residence make their community a safer environment in which to live. Whilst patrolling,

they work in pairs – a driver and observer”.

Aside from that study he revealed that Community policing or community-

oriented policing (COP) is a strategy of policing that focuses on developing relationships

with community members. It is a philosophy of full-service policing that is highly

personal, where an officer patrols the same area for an extended time and develops a

partnership with citizens to collaboratively identify and solve problems.

Review of Related Studies

Foreign Studies

This article argues that the empowerment of election officials and executives is

usually overlooked, understated or simply ignored; yet elections cannot be conducted

without plans in place to improve their efficiency and effectiveness; especially through

training. As one of the foremost mechanisms for improving elections, training is crucial

to organizational performance enhancement. However, training for election officials and

executives is fairly new in many African countries. Generally incorporated in generic

university or vocational institute courses globally, training is usually offered as a special

tailor-made module for polling officials in western countries. Even then, it rarely covers

the severe conditions election officials regularly face, especially in Africa. This article

examines these issues based on a review of the extant literature, conceptual and

theoretical reflection on election management, and practical interaction with some

election authorities who participated as trainees in the Unisa Management of Democratic

Elections in Africa (MDEA) course (2012–2014). The article concludes that the training

of election officials and executives poses challenges for Africa; partly because some

election management bodies (EMBs) prefer to “strain” rather than effectively train their

members to ensure sustainable performance, and partly because others prefer short-term

irrelevant training that undermines their organizational goals. These hurdles need to be

overcome if Africa is to address its election-related challenges. (Cited: Maphunye 2017)

Local Studies

Despite the limits of elections as a mechanism to secure accountability and ensure

substantive representation, the 2016 elections drew the highest turnout across elections

held since the political transition in 1986, a clear indication of electoralism. The high

turnout may be a result of a relatively tightly contested race, with each of the main

contenders appealing to constituencies that they symbolically represent. Nonetheless, the

2016 Presidential elections remained personality-oriented, media driven and political clan

dominated. The eventual winner, Rodrigo Roa Duterte, garnered the presidency given a

combination of factors: the clarity of his campaign message – focused on curbing a single

problem (criminality, in general, and the illegal drug trade, in particular) that he elevated

as the most serious concern that the next president should address; significant support

from a geographic area (Mindanao) and associated ethno-linguistic groups (i.e., Bisaya);

and, serious questions of character and competence raised against his opponents (i.e.

Binay, Poe and Roxas). (Cited: Holmes, 2016)

According to (Daum, 2021) on his study in “Compliance of a PNP Personnel on

the standard patrol policies and protocols of the Philippine national police” he stated that

Patrol is the backbone of every police station, but patrol officers can cover not all parts of

a place. This study aimed to assess the implementation of the PNP Personnel policies and

procedures, attainment of the goals and objectives of the fundamentals of patrol, and

compliance to the patrol policies and procedures.

Aside from that According to (Godoy, 2021) on his study in titled “Public-private

partnerships for improved reforestation outcomes in the Philippines” he stated in 2011,

the Philippines implemented the National Greening Program (NGP), which aims to

reforest all degraded areas in the Philippines, approximately 7.1 million hectares, by

2028. The NGP includes a harmonization strategy to coordinate with the wide range of

stakeholders involved in reforestation, which may help to overcome some challenges

experienced by earlier programs. This case report discusses the experience of one

people’s organization inside a protected area to assess various impacts of the public-

private partnership with a geothermal company, and outlines how the harmonization

strategy may help achieve the national target not only in terms of area contributions, but

also by improving the outcomes of community-based efforts.

The Figures demonstrates the entire study and how the research conducted. The

research determines the Problems Encountered by PNP Personnel in the conduct of

Barangay and Sk Election in the 4th District of Pangasinan.

The research used an IPO or, Input, Process and Output format.

The Input box contains information of what are the Problems Encountered by

PNP Personnel in the conduct of Barangay and Sk Election in the 4th District of

Pangasinan.

The Process box indicates the data will be gathered through Survey

Questionnaire.

The Output box mentions about the Proposed to address the problems

encountered by PNP Personnel during the conduct of the election of the Barangay and SK

Election of 4th District of the Pangasinan. The result of whether the study will be able to

address the identified indicators in the paradigm.

Statement of the Problem

The study aimed to determine the Problems Encountered by PNP Personnel

during the conduct of the election of the Barangay and SK Election.

Specifically, this study sought answer to the following questions:

1. What are activities performed by Personnel during the conduct of the election

of the Barangay and SK Election of 4th District of the Pangasinan?

2. What are the problems encountered by Personnel during the conduct of the

election of the Barangay and SK Election of 4th District of the Pangasinan?

3. What strategies can be proposed to address the problems encountered by

Personnel during the conduct of the election of the Barangay and SK Election of 4th

District of the Pangasinan?

Hypothesis

In this study, the researchers have advanced their hypothesis.

There is no significant relationship between the problems encountered by

Personnel during the conduct of the election of the Barangay and SK Election of 4th

District of the Pangasinan.

Scope and Delimitation

The primary focus of this study will be on the problems and difficulties faced by

the PNP Personnel. As mentioned, this proposal will take place in the vicinity of 4 th

District of Pangasinan It is limited only in this area because the said area only

encountered problems. The study aims to lessen such ad crime and many accidents.

The study will be conducted in such enough time so that researcher has an ample

time to observe the results of the study.

Significance of the Study

The significance of the study expects that the findings will be beneficial to the

following individuals, groups, and institutions:

Philippine National Police. It will aid the Philippine National Police Officials,

particularly in our home nation of the Philippines, by enable it to implement a suitable

solution for Police men.

Barangay Officials. It will benefit the Barangay Officials by utilizing Barangay’s

Devices in Security Services eg. CCTV cameras and many more.

Community. It will benefit parents since it will allow them to be aware of the

difficulties of Police and they can also help in regards to collaboration and coordination.

Researcher. This study will be useful us to proposed to our Barangay Officials for

them to invest many devices in terms of Security Services which will provide safety of

their constituent.

Future Researchers. This study will be useful to them because it can be used to

direct their research if it is linked to this system. This research can also be used as a

reference, and it may help to expand the field of education.

Definition of Terms

The following terms were defined based on their usage in the conduct of the study:

Barangay - a small territorial and administrative district forming the most local level of

government.

Community policing - is, in essence, a collaboration between the police and the

community that identifies and solves community problems.

Police - The civil force of a national or local government, responsible for the prevention

and detection of crime and the maintenance of public order.

Personnel - people employed in an organization or engaged in an


organized undertaking such as military service.

Chapter 2

RESEARCH DESIGN

This chapter presents the research method and data gathering technique, sources

of data, respondents of the study, procedure of the study including its construction,

validation, and administration of research instrument, and method of data analysis and

interpretation.

Method of Research and Technique of Data gathering

The researchers used the descriptive method with the use of survey questionnaire.

This study used also quantitative design through a survey. This method described the

profile of the respondents, difficulties encountered by PNP Personnel of the 4th District of

Pangasinan during Barangay and SK Election.

Sources of Data

There are two sources of data used in this study, primary and secondary sources.

The primary sources of data for this study will be taken from the survey questionnaire

which will be answered by the respondents while the secondary sources of data were

collected from libraries a published /unpublished material such as books, articles,

journals, internet links which assisted the researcher in the conceptualization and

preparation of the survey questionnaire plus the various literature that contributed to the

theoretical framework.

Respondents of the study

The respondents of the study are Police Officers in 4th District of Pangasinan.

Police Officers of PNP San Fabian Station, Police Officers of PNP Mangaldan Station,

Police Officers of PNP San Jacinto Station and Police Officers of PNP Manaoag Station.

Procedure of the study

The aim of this study is to determine the problems encounter by the PNP

Personnel during the Barangay and SK Election of the 4th district of Pangasinan. The

interview will be conduct by the researchers in gathering data for the survey. The

researchers employed the following procedures to ensure validity and reliability of the

data gathered.

A. Construction of the Research Instrument

The research instrument will be a researcher- constructed instrument where the

items were taken from the Police Officers in 4th District of Pangasinan, (Police Officers

of PNP San Fabian Station, Police Officers of PNP Mangaldan Station, Police Officers of

PNP San Jacinto Station and Police Officers of PNP Manaoag Station and Peacekeeping

Operation Manual and Various studies.

B. Validation of the Research Instrument

The survey questionnaire will be subjected to validation done by the Chief of

Police in 4th District of Pangasinan, (Chief of Police of San Fabian, Chief of Police of

Mangaldan, Chief of Police of San Jacinto and Chief of Police of Manaoag.) 1 DILG

Officer,1 COMELEC Officer and 3 Poll Watcher.

C. Administration of the Research Instrument

A letter of request to conduct the study will be given to 1 Barangay Captain in

every Barangay of the 4th District of Pangasinan. When approval secured, the researchers

will distribute the survey questionnaire to the respondents. After the questionnaire were

retrieved, data were collected, presented and analyzed.

Methods of Data Analysis and Interpretation

As soon as all study was gathered, the researchers compiled organized and sorted

the gathered data. Appropriate statistical tools will be used to come up with a valid and

credible interpretation of the data to answer the questions regarding the respondent’s

profile in terms of position and year of service and the questionnaire party that ask about

“Problems Encountered by PNP Personnel in the Conduct of Barangay and Sk Election in

the 4th District of Pangasinan’’.
