1. Safety 1. Proper support in track hopper #1 to arrest any material
Aspect work stated in Twin tippler working zone. Continuous
supervision required by BHEL and WBPDCL.
2. In boiler working area two layers of safety net have to be
fixed immediately.
3. In boiler cavity area man movement must be restricted.
4. All scaffolding should be green tagged other than any job
will be permitted.
5. Except chimney area further improvement of illumination
level is required. Illumination level must be increased
immediately specially at Boiler & ESP area by PCP. same
is being complied on regular basis.
6. 100% safety PPE not given to workers(Mainly M/s PCP).
WBPDCL requested to provide PPE to all.
7. A joint visit already done regarding safety net in Tippler,
TP and Conv. erection site. WBPDCL requested BHEL to
provide sufficient safety net to the above area at the
earliest.
8. Rod welded ladder will not be allowed for ladder. Partial
work done and action taken report shall be submitted by
05.04.2023.
9. Proper walk way boiler to pent house construction should
be started by 31.03.23. Work under progress.
10. BHEL assure that PCC for all 11KV substation foundation
base of construction power shall be done sequentially
without affecting construction works from April’23.

Regular vigilance to be taken for following Safety
points:
1 Proper support in track hopper #1 to arrest any
material work stated in Twin tippler working zone.

SAFETY COMMITTEE RECOMMENDATIONS:
11. All unsafe area is to be hard barricaded properly and
cautionary board should be displayed in working
area.
12. Fact finding committee found low illumination in
boiler area. BHEL said that after recommendation
they fixed new lights. GM’s sir advised that a joint
visit with WBPDCL, BHEL and PCP will be done
regarding illumination level improvement on
10.04.2023.
13. Fact finding committee found very bad house kipping
in different area. BHEL assured that excess materials
from drain area cleaning will be start from 10.04.23
and cleaning already started at boiler cavity area.
14. Regarding the safety nets in boiler cavity area plant
GM advice to explore in boiler cavity area.
15. As advice by fact finding committee BHEL already
cleaned the plastic materials in working area and
assured that it will be continued in regular basis.
16. Fact finding committee found various load
equipments are in hanging condition for a long
period. BHEL said that a new gang started fixing the

headers and all headers will fixed by end of April23

and permanent support is to be incorporated for
ceiling.
17. During visit at different area gratings found without
proper welding. BHEL assured that those will be
solved by 10.04.23.
18. During the visit committee found that lifting work
was going on without barricading and safety
personnel. Plant GMs instructed to maintain strictly.
19. 100% green/red tagging will be completed by
21.04.23.
20. 100% guide rope will be used for anchoring the fall
arrestor.
21. Use of all types of mobile phone in height job and
critical job area is strictly restricted. BHEL requested
to strictly follow the rules; after caution advise to
panelized the responsible person and WBPDCL
advice BHEL to implantation of caution poster of
penalization for use of mobile phone.
DIR.(PROJECT) RECOMMANDATION :

22. Area wise allocation of safety stewards and

responsibility to be done immediately and it should
be displayed in their allocated zone. A joint safety
team WBPDCL and BHEL along with safety steward
will visit site regularly. A weekly safety meet will be
arranged with BHEL and WBPDCL. In this meeting
next week schedule will be fixed. All the above will
be implemented within end of April23.
23. In existing safety what’s app group WBPDCL official
should be includes.
24. Total list of safety officers/stewards and their phone
number and their responsible zone will be submitted
to WBPDCL immediately.

1. Bunker Column LHS: Feeder floor main beam erection
completed. Welding under progress, expected hand over to

2. Clearance for feeder floor casting will be available by
05.04.2023. (Initial date: 20.01.23).
3. New 250T crane will reach at site by 15.04.23 (Initial date:
Feb’23 from Haldia. PCP will share the un-priced PO &
contact no. of the co-ordinator for 250 MT crane to
WBPDCL.
4. SR capacity will be increased from 120 nos. to 150 nos on
daily basis.
5. Sequential plan for civil and erection plan of duct, AHP, CHP
etc. between boiler and Chimney inlet need to be submit.
6. Platen SH joints will be started from April’23 1 st week.
7. Additional 10 no. fitter gangs & additional 15 nos.
attachment welders will be available by 10.04.23. Total 13
nos. IBR welder will be available by 10.04.23.

in M/s PCP for utilization of manpower and material and for
proper planning.
10. BHEL assured that work at ESP outlet side duct will start
from 01.06.23.
11. BHEL stated that work at FGD will start only after
completion of chimney shell work due to safety reasons.

row and submitted for C Row. Erection will start by 1st week
of April’23. Side runner fabrication will be started. All side
runners may be erected except between A1 & B1 and
between Col. #7 & Col. #8.
3. TG Hall Permanent Lift: Permanent lift will reach site in end
of April’23 and will be erected by june’23. Also floor
connection from U-4 will be done.

0.0mtr grade slab casting completed (90%). Total Ground floor
slab and 3.70m floor slab casting will complete by 15.04.2023
(Initial date: 31.01.23). Lintel casting will start from 10.04.23.
CW channel & Feed Pool: 4th stage mechanical clearance for
reinforcement work by 07.04.23 and casting date will given in
the next WPRM.
Next week 02 nos. CW encasing will be done.
Fire pump side grade slab casting will start by 10.04.23.
CWTP: plinth beam completed First lift column casting done.
(Initial date: 18.03.23). ESP inlet side ID duct foundation (A, B
& C pass):
Raft casting completed for A, B and C pass. Final bolt lift in
progress and will completed.
FAE Tower: FAE 1& 2 foundation completed and pedestal
under progress. BHEL committed that FAE tower 1, 2, 3 & 4
will complete by March’ 23 end in all respect.
FD Fan – A & B: Beam work completed and VIS spring fixing by
03.04.2023 Deck casting in April’23.
