NASIPIT, AGUSAN DEL NORTE ON THE APPREHENDED 35PCS./ 8.77CU.M., LAUAN
LOGS, TWO (2) PIECES FANBELT AND TWO (2) PIECES PLYWHEEL AT P-NARRA,
BARANGAY PANGABUGAN, BUTUAN CITY.

(Hearing Officer) secretariat to read the minutes of the previous
Summary Administrative Proceedings conducted
on May 22, 2023.

CENRO Nelson B. Caranzo - Request the Team Leader of Butuan City West
(Hearing Officer) to read their affidavit.

PMF Marining A. Nogaliza - Read the affidavit.

CENRO Nelson B. Caranzo - Mr. Godofredo Cassion, do you have Legal

Counsel with you?

Godofredo Cassion, Jr. - No Sir but I have a company Mr. Rosales.

CENRO Nelson B. Caranzo - Mr. Cassion, any comments?

Godofredo Cassion, Jr. - Good afternoon Sir. I only do milling services, I

don’t know the transaction between the buyer and
supplier.

- Last May 12, 2023, at around 11:00 in the morning,

I went to Brgy. Amparo, Butuan City to attend a
fiesta and I went back home at around 1:00 in the
afternoon. After, I together with my friends are
drinking near at the river. About 45 minutes Mr.
Julieto Efren together with his other companion and
enter at the other gate. Then, I asked them, they
said that they received information that there was
illegal forest product. Then I answered that there
were Lauan logs arrived but I have no operation
that time. After, three women arrived they took a
picture of my bandsaw. I was shocked when the
driver and the helper started destroying my
bandsaw even without a Court Order.

CENRO Nelson B. Caranzo - You are milling forest products without permit?

Godofredo Cassion, Jr. - Yes Sir.

CENRO Nelson B. Caranzo - Any comments?

DMO III Michael A. Moreno - Sir, you said earlier that there was logs already
inside your compound and others are still in the
river? Who facilitate the transfer of logs into your
compound?

Godofredo P. Cassion, Jr. - Operator of the pumpboat Sir.

DMO III Michael A. Moreno - Mr. Chair, I just want to confirm from the Chief of
LPU as to the status of his application.

For. II Roel C. Jumawid - Previously they have a renewal application but

didn’t push through because they have no Log
Supply Contract.

Nelson B. Caranzo - Do you know Sir that milling without permit is

(Hearing Officer) considered illegal?

Godofredo P. Cassion - Yes Sir.

Atty. Roberto A. Galano, Jr. - Do you have prior arrangement/communication with

the owner of the logs?

Godofredo P. Cassion - No Sir, I only mill forest products. I really don’t

know the transaction between the buyer and
supplier.

FR Jewel Padullon - Do you already engaged in milling services from

January 2023 without permit?

Godofredo P. Cassion - Yes Ma’am, but planted species only.

FR Jewel Padullon - At the time of apprehension you mentioned that the

logs are coming from Bit-os Station. I just want to
asked again to clarify your statement. Second, why
did you know that the logs are coming from Bit-os?

Godofredo Cassion, Jr. - Someone call to me informing that the said logs are
coming from Brgy. Bit-os.

DMO III Michael Moreno - Did you allow the DENR personnel to enter into
your compound and apprehend the Lauan logs?

Godofredo P. Cassion - No Sir, Mr. Julieto Efren together with his

companion are already inside the compound that
time when I saw them.

Si Gem Ray Misiona - Sir Cassion, you let other people put forest
products within your compound without asking
permission from you which is not normal.

Godofredo Casion - Milling services lang naanad naman sila basta kay
planted lang.

DMO III Michael A. Moreno
- Mr. Chair, since E.O 23 is still existing banning the
cutting of naturally grown forest products and has
no pertinent documents, I moved for the
confiscation of Lauan logs in favor of the
government.

For. III Bedar R. Imam - I seconded.

CENRO Nelson B. Caranzo - It has been moved and seconded that the
apprehended Lauan logs be confiscated in favor of
the government. Any more comments? Hearing
none this meeting is adjourned.
