1. Logistics Plan

1.1 General
This preliminary logistics plan for Jizzakh PV EPC Project is drafted based on the
information available in the current outbidding stage, details will be added and updated
gradually upon site survey completion and the project actual execution.
1.2 Power
The Subcontractor Sistronik will provide, operate, and maintain all electric power
supplies for construction purposes after the specified delivery point at our own costs and
expenses, and at actual charges of electricity.
The concrete power supply proposal will be changed in accordance with the actual
requirement of site construction. If Subcontractor Sistronik finally employ the diesel
generators solution for construction power supply, we will also provide the enough
diesel fuel for power supply use, the detail fuel usage is depending on the various
working periods. The consumption and storage estimation of the fuel on weekly base,
about 800L of consumption and 1000L storage normally.
1.3 Water
To be aligned with the E&S Manual Water Management and for the construction
activities, The Subcontractor Sistronik will design, construct, equip, operate, and
maintain the installations necessary for the adequate supply of raw water for industrial
use and drinkable water for human consumption at the various work area as well as the
camp at our own cost. And it will be aligned with E&S manual Water Management Plant.
The preliminary plan for water supply is:
* Domestic water is proposed to supply by purchasing from the local water utility
company, mainly for living area, office area and laydown area, and about 1200L of
consumption and 1500L storage for one week normally.
* Construction water can pump water from the site laydown area water ponds. Water
treatment will be adopted if its quality is not satisfied, and about 2000L of consumption
and 2500L storage for one week normally.
1.4 Communication
To facilitate the contact with construction workers and also supervising engineers of
contact to ensure branches information to headquarters, to strengthen internal

coordination on site, the project will use telephones, faxes, radios, the Internet as the
primary means of communications.
Before we enter the site and start temporary facilities construction, we will contact local
communication authority operators in Uzbekistan to make sure the necessary
communication facilities are ready for our project.
1.5 Accommodation
The Subcontractor Sistronik will plan and consider provide the accommodations for
project staff during the mobilization period. The site office will be firstly considered to
build new temporary office at the type of portable dwellings according to the plant
general layout and contractual requirement. The temporary office will start to construct
after the temporary layout design drawing approved and will also be aligned with the
Worker Accommodation Management Plan in the E&S Manual.
1.6 Supplies
An equipment and material supply plan will be made in accordance with the project
execution schedule. The global sourcing strategy will be adopted. All equipment and
materials will meet specification requirements and will be delivered on site before
commencement of the work. All construction machinery and equipment will be checked
before entering the site, and make sure all of them are in normal service conditions
during the construction. The daily maintenance shall be maintained.
The cement, rebar, etc., construction materials will be purchased in accordance with
the construction progress from the local approved venders. All of the materials shall
strictly meet the requirements of engineering standards.
1.7 Security of the Site
The Subcontractor Sistronik will be responsible for the working area and
accommodation for his employees at our own cost and expenses including all necessary
preparatory work, maintenance, security, and safety. As a condition of Precedent,
Subcontractor will go to the local security authorities to investigate the local crime and
security situation before entering the project site. The detail security management,
please refer to the Security Management Plan.

2. Issues to be solved during site mobilization

2.1 Site investigation will be done as soon as possible. As the terrain is complicated,

many solutions must be based on the geological exploration report.
2.2 Organize the establishment of construction project Subcontractor teams. The
Jizzakh PV construction project management will be organized and established as soon
as possible, and all the team members will be at site early according to the project
schedule. According to Subcontractor’s respective responsibilities, we will start the
project preparation work in advance, and the production manager will enter the site in
advance to investigate and understand the actual situation on the site so as to make all
kinds of plans immediately.
2.3 Planning construction organization design, construction general evaluation planning,
the completion of site preparation, especially for the earth resource balance planning.
Due to the slope of the general original site topography, and the difference between the
highest point in the construction area is more than 80 meters, site preparation must be
planned according to the general original site topography changes, the construction cycle
should be as short as possible.
2.4 Prepare the construction teams for leveling in advance. The teams enter the site first.
The main work of leveling is vegetation clearing and earthwork excavation and backfill
balance. First of all, clear the road from the main road approach area and open the
construction road from the approach road to the site area. On the one hand, it facilitates
the field leveling machinery to approach; on the other hand, it creates conditions for the
parking and warehouse construction. The site leveling work of the main construction
area will be firstly cleared vegetation, cut down trees and clear roots, and clean up the
surface corroded soil. According to the construction sequence, the first is the
construction road, the second is the temporary structure and equipment warehouse, then
is the construction area, and finally is the switchyard area.
2.5 Plan for the construction, organize the equipment and materials bidding for the
construction in advance, and start the implementation. Preliminary planning for the
construction is as follows: project management managers rent houses to live in the
surrounding towns, and the on-site working and living area mainly considers
Subcontractors to live and purchasing local materials to build houses. The site office
selects accessible materials to build or adopts the form of container as required.
2.6 Project subcontract for bidding and make sure the construction team, because the
project is a long distance transmission line and large capacity construction. Due to the

different philosophy between Uzbekistan and Turkish company, in order to facilitate
communication and guarantee of the project schedule, a local construction company is
recommended. And the management personnel will be from Turkey side.
