SUBJECT : Actionable Items Discussed during the Conference on

Unsolved 8 Focus Crimes

1. References:
a. Notice of Conference from PCOL RAQUEL B LINGAYO, Chief, RIDMD
dated August 10, 2023 re Unsolved 8 Focus Crimes covering the period of
January 1, 2023 to August 10, 2023; and
b. Unit Performance Evaluation Rating.

2. This pertains to the actionable items discussed during the Conference on

Unsolved 8 Focus Crimes held at RIDMD Classroom, Camp BGen Vicente P Lim,
Calamba City, Laguna on August 15, 2023 presided over by PCOL RAQUEL B
LINGAYO, Chief, RIDMD.

3. In this regard, you are directed to take appropriate action on the

directives/instructions as listed below;

To all  To exert extra efforts to clear/solve all the cases you are handling and
concerned constantly coordinate with your CIRAS personnel for the updating of
CPS/MPS your records as to the case progress in CIRAS.
 Murder incident that transpired on February 11, 2023 at Brgy.
Dahican, Catanauan, Quezon wherein the victim was identified as
Catanauan John Matthew Paz Ricamara. The Investigator-on-Case to conduct in-
MPS depth investigation for the possible identification of the suspect/s.
Likewise, to conduct backtracking of the CCTV footage and identify
the motorcycle used by the suspect/s
 Robbery incident that transpired on June 17, 2023 at Brgy.
Magsaysay, Infanta, Quezon wherein the victim was identified as
Infanta Allan Meguel Imam. The Investigator-On-Case to conduct in-depth
MPS investigation for filing of an airtight criminal compliant against the
Persons of Interest. Likewise, conduct profiling on the Persons of
Interest and gather statement of the witness/es.
 Murder incident that transpired on January 13, 2023 at Brgy.
Bocohan, Lucena City, Quezon wherein the victim was identified as
Ispin Luzanta Monteclaro. The Investigators-On-Case to conduct in-
Lucena depth investigation for possible identification of the suspect/s. Also, to
CPS conduct backtracking of CCTV footages, request for crossmatching of
recovered pieces of evidence in relation to the shooting incidents that
transpired in Rizal, Province and coordinate with the PIU of Rizal
PPO.

  Murder incident that transpired on February 10, 2023 at Brgy.
Dalahican, Lucena City, Quezon wherein the victim was identified as
Eduardo Calusin Encina. The Investigator-on-Case to conduct in-
depth investigation for filing an airtight criminal complaint against the
Persons of Interest.
 Murder incident that transpired on May 16, 2023 at Brgy. Dalahican,
Lucena City, Quezon wherein the victim was identified as Charles
Moises Abadilla Vidal. The Investigator-on-Case to conduct in-depth
investigation for possible identification of the suspect/s.
 Murder incident that transpired on July 21, 2023 at Brgy. Isabang,
Lucena City, Quezon wherein the victim was identified as Isaac
Cristuta Baquirel. The Investigator-on-Case to conduct in-depth
investigation for possible identification of the suspect/s.
 Murder incident that transpired on February 25, 2023 at Brgy. Baao,
Mauban, Quezon wherein the victim was identified as Fernando
Jubelea Ibonia Sr. The Investigator-on-Case to conduct in-depth
Mauban
investigation for possible identification of the suspect/s. Likewise, to
MPS
conduct backtracking of CCTV footage, request for crossmatching of
recovered pieces of evidence, and follow-up on the owner of one red
Hyundai Grace van seen on the CCTV footage during the incident
 Theft incident that transpired on June 27, 2023 at Brgy. Murao, Padre
Padre
Burgos, Quezon wherein the victim was identified as Jose Emilio
Burgos
Lagdameo Penson. The Investigator-on-Case to conduct in-depth
MPS
investigation for possible identification of the suspect/s.
 Robbery incident that transpired on April 23, 2023 at Brgy. Lubayat,
Real Real, Quezon wherein the victims were identified as David Chiu and
MPS Georvee Cepeda Ramirez. The Investigator-on-Case is to conduct in-
depth investigation for filing an airtight criminal complaint against the
Persons of Interest.
 Murder incident that transpired on July 12, 2023 at Brgy. White Cliff,
San San Narciso, Quezon wherein the victim was identified as Ronan
Narciso Ojastro Fajardo. The Investigator-On-Case is to conduct in-depth
MPS investigation for possible identification of the suspect/s. Likewise, to
conduct backtracking of CCTV footage
 Murder incident that transpired on July 31, 2023 at Brgy. Concepcion
Palasan, Sariaya, Quezon wherein the victim was identified as Ronel
Sariaya Magsino Delo Santos. The Investigator-On-Case is to conduct in-
MPS depth investigation for the filing of an airtight criminal complaint
against the Persons of Interest. Likewise, to take the statement of the
witness for filing of the case and enhance the CCTV footage
 Murder incident that transpired on January 8, 2023 at Brgy. Bula,
Tiaong, Quezon. The Investigator-on-Case to conduct in-depth
investigation for possible identification of the victim and the suspect/s.
Likewise, to take the statement of the duty cashier at 7-eleven on the
date of incident wherein the Persons of Interest were seen on the
Tiaong CCTV footage
MPS  Murder incident that transpired on August 8, 2023 at Brgy. Cabay,
Tiaong, Quezon wherein the victim was identified as Jose Gonzales
Deocareza. The Investigator-on-Case to conduct in-depth
investigation for possible identification of the suspect/s. Likewise, to
apply for a Search Warrant on the Aquino compound which is nearby
the place of incident and take the statement of the victim’s relative.

 4. Submit result of your actions taken to this office (Attn: DMS-PIDMU) through
email at qppopidmb@gmail.com NLT 10:00 A.M. of August 21, 2023 (Monday) for
consolidation and subsequent submission to higher office/headquarters.

5. Further, submit an Investigation Report with complete attachments and

tabbings of your respective cases in hard copy to reach this office NLT 5:00 P.M. of the
same day (August 21, 2023).
