Basic Reading Interventions for the Development and Growth of Empowered
Students

V. RATIONALE:

Less than 15 percent of students in Jesus F. Magsaysay High School, or about


three in every 20, can only read simple texts in large part due to the longest school
closure. The pandemic has had a great impact on the school literacy and numeracy
level.
The Deped Memorandum No. 173, s. 2019, also known as “Hamon: Bawat Bata
Bumabasa (3B’s Initiative) encourages every school to intensify their advocacy for
reading and pledge their commitment to make every learner a reader at his/her grade
level. It also promotes a culture of reading as a key to closing achievement gaps.
To address the problem of reading fluency and comprehension, the school should
initiate interventions and innovations to bridge these achievement gaps, especially in
reading and literacy.
The B.R.I.D.G.E.S Recovery Approach not only aims to equip learners with
reading skills making them proficient readers in their grade level but it also aims to
capacitate teachers to become effective reading teachers and nurture a culture of
reading in schools, communities, and at home.

a. Categorize learners into three groups; frustration, instructional, and independent
readers,
b. Decrease the percentage of struggling readers from 15% to 10%,
c. Use three strategies in improving the reading fluency and comprehension level of
incoming Grade 9 students,
d. Involve students, parents, and community in improving the reading fluency and
comprehension level of incoming Grade 9 students, and
e. Record progress through the use of reading logs
