PURPOSE
The assignment will provide an avenue for learners to apply their understanding of Social
Impact Assessment (SIA) as part of fulfilment for the environmental impact assessment (EIA)
of a project.

TASK 1: ESSAY WRITING

Feb 25th, 2021: Reuters in Global Times, reported the Penang South Reclamation (PSR)
project, as known as BiodiverCity, will impact the lives of residents, and damage the coast.
An environmental researcher in Penang specifies that “Coastal communities who rely on the
marine and coastal area for their livelihood will experience an irreversible negative impact”.
The news article also mentioned that “An online petition by a local heritage advocate
against the project has garnered more than 115,000 signatures, while a group of residents
have held several protests under the Penang Tolak Tambak (Penang Rejects Reclamation)
banner”.

Based on the news article above, use a social impact assessment (SIA) to guide the decision-
makers in managing social issues for the Penang South Reclamation (PSR) project. Write an
essay by referring to the specific content as the following:

a) Brief introduction of the project.

c) Suggest THREE mitigation measures for each of the social impacts as mentioned in (b).
d) Conclusion.

25 Februari 2021: Reuters dalam Global Times, melaporkan projek Penang South
Reclamation (PSR), yang dikenal sebagai BiodiverCity, akan mempengaruhi kehidupan
penduduk, dan merosakkan pantai. Seorang penyelidik alam sekitar di Pulau Pinang
menyatakan bahawa “Masyarakat pesisir yang bergantung pada kawasan laut dan pantai

pembuat keputusan dalam menguruskan masalah sosial untuk projek Penambakan Selatan
