Justification:
On behalf of Offshore Project Department (OPD) and Hook-up and Tie-in
Division (HTD). I the undersigned hereby submit my write-up to seek
clarification on Lay-up requirement per SAES-A-007 Edition Aug 18, 2019.
Additional Information:
The query is related to Lay-up requirement on following below steel
grades (reference taken from Table 3 of SAES-A-007) below.

SAES-A-007, Table 3: Maximum Water Contact Time Limits (refer two


categories printed between Quote and Unquote sections).

Assets: Pipelines, Piping and Pressure Vessels.

Material Category:

1 I (Carbon and Low Alloy Steel).


2 II C (254 SMO UNS 31254 and Alloy 625).
3 II D (90-10 Cu-Ni UNS C70600/ C70610 / C7060X).

Note: Maximum Contact Time Limits = 30 Days (for the above mentioned
material category Sr. No. 1 to 5).

Note: Maximum Contact Time Limits = 14 Days (for the above mentioned
material category Sr. No. 1 to 2).

Refer below two (2) references taken from SAES-A-007.

# SAES-A-007 Para 9.1 The introduction of hydrostatic test water shall


be properly planned and scheduled as close as possible to the equipment
and/or system start-up date. Partial or complete refilling of the system
counts as continuous, cumulative time.

# SAES-A-007 Para 9.2 Assets shall be laid-up per section 9.4 if water
contact time exceeds the limits set in Table 3. This is regardless of
the purpose behind water usage; e.g. flushing, cleaning, etc.

When we (OPD-HTD) perform hydrostatic pressure testing the testing


tenures are 10 minutes or 30 minutes for Piping spools and 2 hours for
Pipeline spools.

Query:
The Lay-up requirements comes into play, when the water contact exceeds
the limits set in Table 3. In our case, when we perform hydrostatic
pressure testing the test duration is (aforementioned 10 minutes or 30
minutes for Piping spools and 2 hours for Pipeline spools). If we add up
hydrostatic pressure testing preparation time i.e., the time consumed to
fill the water in the spools till pressurization completion time we
never exceed one (1) or two (2) days. Therefore, we don#t see our
testing criteria falls under the boundary of SAES-A-007 Para 9.2 which
leads us to believe we do not have to perform lay-up for the material

correct?

Note: Our hydrostatic pressure testing water are in full compliance to


SAES-A-007 Table 2 (Hydrostatic Testing/Wet Lay-up Water Quality).

Should Corrosion Control Standard Committee member seek any


clarification on this particular CRM-ESR request, they must feel free to
reach out to ESR initiator.

Dear Manjunath,

Your interpretation of the SAES-A-007 mandatory requirements is correct.


For the durations that you have mentioned in your request, there are no
lay-up requirements for the piping or pipeline spools.

Please note that in all cases, the piing/pipeline spools shall be


protected from water, dust, and foreign material ingress. If a completed
piping/pipeline system is being pressure tested, then it is important to
ensure that such systems are properly drained (dewatered), dried, and
laid up as required by the standard.
