Subject: Emergency Dump Area for Hot Coal

QUERY 1
DESCRIPTION:

According to Section 4.2.2, Book 7 - P2C7S4 of Contract document, the conveyors from each combined stacker-
reclaimer must be equipped with fire resistance belts to enable hot coal to be transported out of the stores. The hot
coals must be removed. The stacker must be capable of stocking out hot coal to the emergency dump area inside the
coal storage yard.

As per the requirement of Contract document, the followings will be the design basis for management of the hot coal.
1. The space inside of the coal storage yard which is having 45days boiler coal consumption will be used for
emergency dump area for hot coal. Therefore, the emergency dump area will be selected to empty area inside of the
coal storage yard but not be allocated to one (1) point of fixed area.
2. The stacker-reclaimer is capable to stack the hot coal to the emergency dump area in case the hot coal is
conveyed to the stacker-reclaimer through the yard conveyor (BC-08 or BC-09) from the ship unloader or the coal
receiving conveyor. But, the staker-reclaimer is not capable to transported the hot coal to the emergency dump area
from the other stockpiles inside the coal storage yard because only one (1) stacker-reclaimer is arranged on each rail
way. Total two (2) stacker-reclaimers are arranged on the coal storage yard. Thus, the conveying the hot coal by the
stacker-reclaimer and the yard conveyor is normally prohibited because it can generate the severe damages on the
huge equipment inside of stacker-reclaimer, conveyor system and transfer towers in case of fire.
3. The hot coal should be managed by dozer compaction or water spray method in order to lower their temperature.
And, the hot coal should be segregated by dozer works from stockpiles in case the coal temperature is not decreased
even though dozer compaction or water spray inside the coal storage yard.

DESCRIPTION:

1. Agreed
2. Moving hot coal from stockpiles to dump area by stacker-reclaimers can be done if only yard conveyors were
reversible and one extra reverse direction conveyor provided only for moving hot coal duty. EPC
Contractor’s point is reasonable. The Owner is kindly request to make decision
3. Compaction is only used to prevent self-heating, not the emergency discussed here. Water spray can help
lower the temperature but can also speed up the self-heating process so hot coal segregation should be
considered as main method. Beside, as per Technical Query QT1-TQ-ME-0004, access from the left side of
Section B stockpile is not provide. The Contractor is required to make plan for equipment to access to move
hot coal to dump area.
Moreover, any such agreement or any review shall not relieve the Contractor from any obligation or responsibility.
