1.0 PURPOSE

The purpose of the Method Statement is to detail out the methodology to be implemented for the installation of
external work for the Proposed GWC Project in RLIC WSSA.

2.0 SCOPE

The following are the scope of works involved in the Project Method Statement
 Installation of UPVC Duct pipe
 Installation of LV cable
 Installation of ELV cable
 Installation of Manhole for LV & ELV system
 Installation of Light pole and Light
 Installation of Earthing & Lightning protection (External)
 Installation of External socket panel

4.0 INSPECTION & TESTING

4.1 Before commencing the work, the whole site shall be inspected to ensure that there are no obstructions to the work.
4.2 After the satisfactory installation of the facilities in accordance with the Quality Plan, Safety Health and
Environmental requirements an inspection by the Client would be called for approval of the same.

5.0 RESPONSIBILITIES

5.1 Project Manager/ Dep. Project Manager: Directly supervises the Site Engineers, QA/QC Engineer, Safety Officer
and Surveyor on the site and has full control over the use of labor, plant and equipment. He ensures that the work is carried
out in full compliance with the specifications and safety requirements of QP/RLC.
5.2 Site Engineer /Supervisor: A full time Site Engineers /Supervisors shall be present at site when the work is in
progress and is accountable for the work progress including safety and quality aspects.
5.3 e-CPW Permit Holder: A qualified full time Permit Holder will be present at the site at all the time of work. He will
responsible for the all the Qatar energy permits.
5.4 Safety Officer: Responsible for safety related matters such as work permits and PPEs. Ensuring that all workmen
follow the safety regulations during the mobilization and other related work.
5.5 Surveyor is responsible to establish bench marks and provide the levels and coordinates wherever necessary.
5.6 e-CPW Permit Holder will be responsible for getting all the required permits from RLIC.

7.0 WORK PERMITS:

All necessary work permits shall be obtained prior to the commencement of any activity at site and shall remain valid
throughout the duration of the operation and daily approval would be obtained.
Request for Inspection and Clearance form shall be submitted and got approved prior to proceeding to the next activity of
any work at site.

8.0 PROCEDURES:

Preliminary Arrangements

 All the works shall be carried out in accordance with the approved time schedule.
 All necessary work permits shall be obtained prior to the commencement of any activity at site and shall
remain valid throughout the duration of the operation.
 Safety officer will be engaged full time at site, in order to ensure the site safety rules and regulations.
 In case of any emergency dial RLIC Emergency Number-135
 Ensure the presence of personal protective equipment’s

 The below mentioned activities are located inside GWC Warehouse Facilities in WSSA at RLIC. Hence the
work will be performed without affecting the existing facilities operations.

 All underground facilities shall be identified using existing As Built Drawings or trial pits prior to start of
construction works.
 All the earthwork/excavation shall be carried out without damaging the existing underground facilities,
wherever the facilities are exposed shall be protected with adequate cover and support as required.
 Construction materials shall be stored at GWC designated locations.

1. Installation of LV cable

 Underground Cables in uPVC Ducts

 Cables shall be installed in ducts where there is hard standing or vehicle passage. Ducts where there
is vehicle passage or landscaped area shall be concrete encased.
 Run cables at least 300 mm clear of other services, whether the latter run parallel or transversely to
cable trench. Use pulling compound, or lubricant to avoid excessive stress on the cable, if required.
 Run cables below intersecting piped services, unless the cable would be at a depth exceeding 2 m, in
which case seek instructions.
 Ducts shall not be filled with cables to more than 60 % of their capacity.
 Nylon draw cords shall always be left in ducts.
 Ducts shall be suitably sealed with foam or proprietary cable sealing arrangements if specified.
 Empty ducts shall be plugged with removable plugs.
 Ducts shall have a minimum diameter of 100 mm.

 Direct Buried cable

 Excavated soil shall be removed from the route of the trench. There shall be no loose stones or other
debris on either side of the trench for a distance of 1000mm.
 Lay the sand bedding, cables, sand blinding, cable cover tiles and marking tape.
 The sanding and laying of all cables shall satisfy the following requirements:
- Cable depths shall be measured from the finished ground level unless otherwise directed by the
CONSULTANT.
- H.V. cables shall be laid at a depth of 1 meter.
- L.V. cables shall be laid at a depth of 0.6 meter.
- H.V. and L.V. cables may be run in the same trench but should be staggered. however, where
necessary to pass through ductwork, cables shall be laid vertically on top each other with the
H.V. cables at the lowest level with a good sand blinding forming the sand bedding for the L.V.
cables.
- Before laying in cables the contractor shall inspect the trench work to ensure that the trench
bottom is of a smooth and free from any sharp materials or obstructions.
- Cable bedding within the trenches shall be formed by a 200-mm sand layer.
- Cables shall be laid with adequate separation and shall be “snaked” to avoid tension during
backfilling operations and subsequent settlement.
- Before sanding and backfilling, all laid cables shall be inspected by the consultant, and a further
inspection following sanding and tiling shall be made by the consultant before backfilling.
- After cables have been laid, they shall be covered by a further 200-mm of sand, which shall be
well tamped around the cables. Mechanical equipment shall not be used for this work.
- After sanding cable cover tiles shall be placed in position to overlap the cables by a minimum of
50 mm either side of the cables as per the specification.

- The contractor shall carry out backfilling and shall ensure that cable cover tiles are undisturbed
and that large rocks, stones and the like (more than 20mm diameter) are eliminated from
backfill soil.
- After backfilling the contractor shall reinstate to finished ground level. The contractor shall lay
in position the necessary cable route markers at a maximum of 10 meters apart and at entries to
buildings and any change in direction.
- The contractor shall provide cable route markers to the approval of the consultant

2. Installation of ELV cable

 Utilize the nylon cord which connected between the manholes and pull the fiber optic as well as ELV
network cable through concern UPVC duct.
 Extra care shall be taken care while pulling the telecom and ELV cables.
 Before pulling, make sure that all UPVC duct are free from any particles, sand and debris.
 Mandrel the pipes end to end prior to cable pulling to assure removal of any obstruction and to avoid
clogging during cable works.
 After the installation is completed an inspection request will be formally raise to the consulting engineer to
ensure accuracy and high quality of work.
 The cable pulling shall be subjected to consultant’s prior approval.
 Cables shall not be bent during installation.
 Make sure that all cables run from point to point without joints.
 All cable ends to be properly tagged for identification and reference.
 After the installation is completed, an inspection request will be formally raised.

3. Installation of Manhole for LV & ELV system

 The pit is excavated to its required depth to receive the concrete base for the construction of the manhole.
The base shall be adequate in size to receive the external concrete surrounding the manhole. The position of
the manhole shall be checked to avoid misalignment of pipes down and upstream of the manhole.
 Shoring to the pit shall be provided if the pit measured from the top edge is more than 1.5m.
 Excavate further to the desired level manually to achieve the required level.
 Excavate a sump pit at the bottom of the pit for de-watering.
 Prepare formwork to receive base for the positioning of the manhole and eventual concrete to the external
of the manhole.
 Cast the base and allow the concrete to set for the next day to position the pre-cast concrete reinforced
chamber rings.
 Break or puncture a hole through the chamber ring for the inlets and prepare the box-outs at the hacked
openings before the 150mm concrete surround to the external of the manhole.
 Remove the formwork to the concrete surround the next day and lay the main drain lines to the openings of
the manhole.
 Install and prepare to cast the main drain at the end of the day.
 Remove all formwork in the trench and at the pit of the manhole.
 Backfill once the pit and trench are cleared of debris.
 Apply sulfate-resistant cement to the internal of the manhole.
 Render smooth gaps between chamber rings.
 Proceed to render the benching with cement mortar and construct the channels with glazed vitrified half
channels according to the numbers of main or branch drain lines.

 Form up the opening to the manhole with timber and wait for the commencements of the external finishes
work by the builder before installing the approved type of frame and covers
 After completing all the work raise work inspection request.

4. Installation of Light pole and Light

 Pre-Installation:
 All materials and documentation relevant to this particular section of works will be checked and
verified ensuring that these are correct and approved type.
 Prior to the commencement of works, ensure that the areas for permanent installation are ready,
accessible and in suitable condition.
 All building wiring related works shall be complete, tested and sign-off by the Consultant.
 Areas where in to start permanent works shall be checked ensuring that they are ready for the said
installation.
 Make sure that hand holes, cable underground ducts are completed.
 Make sure that the concrete bases are completed and their dimensions are suitable to each light
fitting type.
 Installation of Street Lighting Poles:
 Raise the street lighting poles by crane and put it on its concrete base and make the rods in the
concrete base entering the holes in the pole’s base.
 Ensure that poles are fixed squarely and properly aligned. Make sure that manufacturer’s
recommendation for street lighting poles installation shall be adhered.
 Terminate power cables to the isolator/circuit breaker inside the pole hole. Ensure that they are
terminated properly. Street lighting pole shall be earthed.
 Fix lamps housing on the poles. Check the type and colors of the lamps and make sure that they are
correct and approved type.
 Fix the light fixture reflectors and diffusers. Ensure that they are aligned and properly fixed.
 Temporary power connection shall be made to check the proper operation of light fittings.
 Raise Request for Inspection of light fittings installation.

5. Installation of Earthing & Lightning protection (External)

 Pre-Installation:
 All materials and documentation relevant to this particular section of works will be checked and
verified ensuring that these are correct and approved type.
 Prior to the commencement of works, ensure that the areas for permanent installation are ready,
accessible and in suitable condition.
 Installation:
 Coordinate installation of earthing system with installation of other building systems and
components, including electrical wiring, supporting structures, metal bodies requiring bonding to
earthing system, and building finishes.
 Install conductors with direct paths from ground pits to ground connections.
 When different metal to be connected, a bimetallic clamp shall be used.
 Bond roof vents, flashing and any other metal masses projecting through the roof to the grid.
 Thermo weld all connections between cables and ground rods. Compression type connectors may
be used where approved by the Consultant.
 Measure the resistance of the complete installation and submit for review to the Consultant.
 Test clamps shall be provided in each inspection pit to allow for testing and commissioning.

 Concrete inspection pits with cover shall be installed flush with finished floor level and be fully
accessible.
 The complete installation shall be tested and inspected to ensure that it complies with the
requirements of the Specification and the Local Authorities. The tests shall be carried out in
accordance with the Regulations and to the satisfaction of the Consultant.

 Commissioning:
 The inspection and tests shall be carried out in the same sequence as set out in the Regulations,
Local Authorities and the Consultant requirements and in such time as to allow any remedial work
to be completed prior to Practical Completion.
 All instruments necessary for inspection and testing shall be supplied and shall be properly
calibrated and operated by personnel skilled in their use.
 Allowance shall be made for disconnection or similar operations to satisfy the requirements for
testing, etc., and the reinstatement of the installation.
 Where resistance to earth exceeds specified values, notify the Consultant the same and include
recommendations to reduce earth resistance and to accomplish recommended work.
 Restore surface features at areas disturbed by work of this section.
 Restore areas disturbed by trenching, storing or dirt, cable laying, and other activities to their
original condition.

 Technical Assistance:
 The installation supervising technician for the system trade shall instruct the CONSULTANT
Engineer, and Construction Site Manager on the programming and correct operation of the system
after the installation is completed.
 This instruction shall be scheduled at the convenience of the staff.
 All such instruction shall be properly recorded.
 WIR will be issued for Consultant approval upon making sure that the installation of the system
equipment’s done as per approved shop drawings, approved specs and manufacturer
recommendations.

6. Installation of External Socket panel

 Install corrosion resistant panel/GRP enclosure panel with angle frame support in the locations mentioned
in the drawings.
 Inside control panel install the ELCB’s and wall mounted industrial socket. The rating and size will follow as
per the drawing.
 We will pull the cable from the DB through the duct or direct buried to the socket panel. We will follow the
cable size and location of the DB as per the drawing.
 After the cable pulling, we will start the termination.
 After completing the cable termination, we will raise the work inspection request.

9.0 HEALTH & SAFETY:

9.1 Before commencing any work, it shall be ensured that all permits are valid until the completion of the activity.
9.2 All staff and workmen shall wear personal protective equipment.
9.3 Toolbox meetings shall be conducted every day before commencement of work.
9.4 Experienced workmen shall only be deployed for the work.
9.5 All personnel shall be cautioned while working near live lines and other services.
9.6 Hazard identification shall be done during toolbox meetings especially for heat exhaustion, poisoning, handling
chemical material etc.
9.7 All Scaffolding works shall be carried out to QP requirements in presence of scaffolding inspector approved by third
party.

10.0 QUALITY CONTROL:

10.1 All the material would be handled with care and proper measures would be taken to prevent any damages.
10.2 The materials would be stocked properly with regards to quality and safety aspects.
10.3 Quality control for the activity shall be exercised and recorded in accordance with the quality requirements.
10.4 Work Inspections shall be raised stage wise for all individual activities as per the requirement.
