1. GENERAL

1. 1 SCOPE OF SPECIFICATION

This specification covers the minimum technical requirements for the design, manufacture,testing,
inspection of valves used for the Six Pipeline Replacement Project-Assam Asset

This specification covers:

• Gate valves

• Globe valves

• Check valves

• Ball valves.

This specification shall be read in conjunction with the specific valve data sheets, valverequisition, piping
class specification and the relevant codes and standards referencedherewith.

1.2 PROJECT DESCRIPTION

This project includes Surveys (pre-engineering, pre-construction & post-completion), Design, Detailed
Engineering, Procurement, Transportation, Fabrication, Installation/erection, Hook-up, Testing, Pre-
commissioning and Commissioning, along with associated terminal facilities and systems, for Six Pipelines
at Assam Asset

1.3 DEFINITIONS

For the purpose of this specification, the following definitions apply:

COMPANY/CLIENT OIL AND NATURAL GAS CORPORATION LTD.

CONTRACTOR The party which carries out all or part of the Detailed Engineering,
Procurement, Transportation, Installation Pre-Commissioning and
Commissioning (EPIC) of the project.

ENGG. CONSULTANT JCEENGG. & MGMT. SERVICES PVT. LTD.

SUPPLIER/VENDOR The party, which manufactures and/or supplies equipment, technical


documents/drawings and services to perform the duties specified by
CONTRACTOR/COMPANY.

SUBCONTRACTOR The party, which provides services to perform the duties specified by
CONTRACTOR/COMPANY.

SHALL Indicates a mandatory requirement.

SHOULD Indicates a strong recommendation to comply with the requirements of

3. SPECIFICATION DEVIATION

This specification does not exclude consideration of the VENDOR standard, practices or alternative
recommendations. Such deviations from the specification shall, however, be clearly highlighted by the
VENDOR during the offer and be sent to the COMPANY for approval.

If no exceptions are stated, it shall be mutually understood that the supplied items will be inexact accordance
with this specification. After a Purchase Order has been placed, no exception or deviation other than those
listed and approved by the CONTRACTOR in writing will be considered.

4. MATERIALS

a) Materials requiring impact testing shall be in accordance with ASME B 31.3 Para. 323.3.Method
of Testing to be in accordance with ASTM-A370

b) Castings shall be in the normalised or quenched and tempered condition. Welds or weld repairs
shall be subject to a stress relief heat treatment and shall be certified. Austenitic stainless steel and
Inconel material shall be in the annealed condition. All forgings shall be in the normalised
condition.

All stainless steel valves and valve components (including trim but excluding gaskets) shall be
supplied in the solution annealed, pickled or machined condition.

c) All austenitic stainless steel forgings shall be 100% liquid penetrate examined as per ASTM A-182
supplementary requirement S5, with acceptance criteria to ASME B 16.34,ANNEX D.

d) Cast iron shall not be used except for valve hand wheels/lever.

e) Where pressure retaining parts have been specified as forged, substitution of castings is not
permitted without prior Purchaser authorisation.

f) Stem Packing

Carbon Steel, Ferritic, Alloy Steel, Austenitic Stainless Steel and Inconel Valves shall normally be
provided with graphic braided, non-asbestos packing suitable for petroleum services and for
containing a suitable corrosion inhibitor. Double Teflon V rings shall normally be used, spaced by
Lantern rings/spacers and packed for pressure service.

The supplier shall be prepared to furnish, upon request packing gland dimensions for the number
and size of valves shown on the requisition.

g) Bonnet Gaskets

Metallic and non-metallic bonnet gaskets shall have corrosion resistance equal, at least to that of
the body and bonnet materials. Asbestos shall not be used in any case.

Bonnet gaskets shall be suitable for the following temperatures:

1. Solid metal: same as body and bonnet material.

2. Spiral-wound metal with filler: same as body and bonnet material.

3. Corrugated metal with filler: same as body and bonnet material.

4. Teflon or Teflon-based - 3300 F to 4200 F.

h) Bolting

All carbon and alloy steel bolting shall be hot dip spun galvanised and shall conform toBS-EN-
ISO-1461. Coating thickness shall be 0.61 kg per sq. meter of surface area(minimum thickness of
43 ȝm) and nuts shall be galvanised and tapped oversize by an amount related to coating thickness
and thread type (pitch).

i) Hand wheels

Material of construction shall be:

• Malleable cast iron (black heart) to BS 6681 Grade B 32-10 or to ASTM A 602 Gr.M 3219;

• Spheroidal graphite/nodular graphite cast iron to BS 2789 Gr 420/12 or to ASTM A536 Gr


65/45/12.
Note: Grey flake cast iron shall not be used.

j) Other material requirements as per the codes and standards specified on individual datasheets.

k) Rubber O-Rings, seals, etc. shall be Viton or PTFE or similar. BUNA-N and polyurethane are not
acceptable.

5. TECHNICAL NOTES FOR VALVES

Valve bodies, seals, etc., shall be in accordance with the design pressure and design temperature of the
applicable project Specification. Valves may be supplied with higher design pressure or design temperature
trims in order to meet the service requirements.

Each valve shall be supplied with a stainless steel tag, attached to the gland bolting, or hand wheel, with
stainless steel wire, bearing the applicable valve identification, Tag Number and Purchase Order number.

Ball valves shall comply with API 6D or BS 5351. All ball valve body patterns shall be long pattern to
ASME B16.10 and shall be quarter-turn design. Soft seals and seats for ball valves shall be suitable for the
maximum applied differential pressure, the service fluid and the specified pressure and temperature ratings.

Check valves shall comply with BS 1868 and BS 5352. Swing type check valves shall have bolted bonnets.
Where check valves are placed in vertical runs, valves shall be equipped with flapper stops. The stops
shall not be connected to bonnet taps in any way.

For heavy check valves, provisions shall be available for lifting by way of lugs, eyebolts and such standard
devices

Gate valves shall comply with API 600, 602 or 603 as applicable. Gate and butterfly valves shall be used in
“clean” non-hydrocarbon services only. For #900 & above, gate valves may be used in place of ball valves
for sizes upto1.5”.

Globe valves shall comply with BS 1873 and BS 5352.

Plug valves shall comply with BS 1873 and BS 5353.

Butterfly valves shall comply with BS 5155/API 609

Steel and alloy valves shall be designed and tested in accordance with the applicable codes as per type &
class of valves are as under: -

1. ASME 150# - Designed and examined in accordance with ASMEB16.34 and tested in accordance with
API 598.

2. ASME 300# through ASME 2500# - Designed and tested in accordance with API 6D for ball valves &
other applicable codes as per type of valves.

3. API 2000# through API 5000# - Designed and tested in accordance with API6A.

4. All hydrocarbon valves with non-metallic seats and seals including ball valve and butterfly valve shall be
fire-safe, tested in accordance with API 607, API6FA or BS 6755 PART II. The ball valves shall be fire
safe in accordance with the requirements of either API 6FA (for trunnion ball valves) or API 607 (for
floating ball valves). All valves shall be witnessed & certified by a company approved third-party agency.

Gate, globe, angle, ball and check valves shall be supplied with replaceable seats. Where replaceable seats
are not available, the valve seat shall be stellited and welded into the valve body.

Valves designated “LO” (Locked Open) or “LC” (Locked Closed) on drawings, shall be provided with
locking devices. Valves shall be furnished with the locking tab hardware installed.

Open-ended valves shall be equipped with threaded plugs or blind flanges.

a) Ball shall be solid type unless otherwise specified.

b) All valves shall be forged type for 1 ½’’ & below.

c) All valves shall be supplied with position indicator.

d) All trunnion mounted ball valves shall be supplied with double block & bleed arrangement

Every block valve shall be provided with a lever, handle, or hand wheel as necessary to operate the valve.

Gear operators shall be heavy-duty lubricated type and shall be completely housed ina weatherproof
enclosure.

Socket-weld valves shall be bolted body or top entry design, allowing removal of seats/seals for heat
protection, prior to welding, without loss of assembly orientation. Single piece valve bodies, or valves
bodies assembled by screwed-together components, shall not be used with socket-weld ends.

If an overlay weld-deposit is used for the body seat ring, seating surface, the seat ring base material shall be
at least equal to the corrosion resistance of the material of the shell.

All valves shall be reduced bore unless & otherwise specified. Full bore valves shall be provided for all
piggable lines.

Valve body thickness shall be as per relevant valve standard, shall be in accordance with ASMEB16.34.

All castings for valves shall be 100% radio graphed irrespective of rating in accordance with ASMEB16.34
Annexure B.

Valves other than steel castings shall be radio graphed to the following extents: -

ASME 150#, DN600 or smaller 25%

ASME 150#, DN650 or larger 100%

ASME 300#, DN400 or smaller 25%

ASME 300#, DN450 or larger 100%

ASME 600# and higher 100%

Carbon steel to NACE requirements 100%

Stainless and high alloy steel 100%

Other alloys 100%

Socket-weld-end valves with non-metallic seats or seals shall be provided with 80mm long nipples having
materials and thickness equivalent to those specified in the relevant piping specifications. These nipples
shall be welded to the valves on both ends before the packing, seats and seals are fitted.

Stem protection is required for all carbon steel gate and globe valves where 13% Chromium trims are
specified. The stems shall be totally enclosed in sleeves, which shall be packed with grease.

By-pass requirement for gate valves shall be provided as per following. Basic designof bypass shall be
MSS-SP-45 &ASME B-16.34

ASME 150 class on sizes 26” and above.

ASME 300 class on sizes 16” and above

ASME 600 class on sizes 6” and above.

ASME 900 class on sizes 4” and above.

ASME 1500 class on sizes 4” and above.

ASME 2500 class on sizes 3” and above.

By-pass valve shall be a globe valve. The sizes shall be as under:

On main valve < 4” ½” or more

On main valve > 4” but <10” ¾” or more

On main valve >10” 1” or more.

Valves with by-pass shall have the direction of flow marked on the main valve. Bypass attachment to the
main valve body shall not be screwed. All fillet welds for bypass installation shall be 100% examined by
DP/MP test.

The by-pass piping arrangement shall be such that clearance between main valve body & bypass assembly
shall be the minimum possible for layout reasons.

Material of construction of yoke shall be minimum equivalent to body/bonnet material Stelliting / hard
facing by deposition shall be minimum 1.6 mm.

Soft-seated Ball, plug & butterfly valves shall be supplied with antistatic devices.

Ball valves shall be floating ball type/trunnion mounted type as per following:

150# 8” & below floating ball


10” & above trunion mounted

300# 4” & below floating ball


6” & above trunion mounted

600# 1.5” & below floating ball


2” & above trunion mounted.

Generally the valves are hand wheel or lever operated. Gear operation shall be provided as under:

6. INSPECTION AND TESTING

a. SUPPLIER shall certify that the specified heat treatment have been correctly carried out where
required.

b. All valves shall be tested in accordance with their applicable API, ASTM, ASME, MSSand BS.

c. New gaskets shall be installed in valve bonnet and cover joints that were opened for any reason
during the course of testing. Ring joint gaskets may be re-used, if undamaged, ONLY where that
joint did not leak during testing.

d. Any valve gland packing or stem seal that leaked during testing shall be replaced with new material
following through drying of the gland and packing cavity. Shell and seat hydrostatic testing shall
then be repeated for these valves.

e. The test fluid hydrostatic testing shall be hydraulic oil or an emulsion of water with a water soluble
oil to prevent rust. The chloride content of the test fluid shall not exceed 30ppm.

f. No gasket compounds shall be used on any flanged component other that a light application of
either graphite and oil or light petroleum greases.

g. Following testing, all components, especially valve cavities, shall be thoroughly dried prior to
preparation for packing and shipment.

h. All gasket surfaces shall be thoroughly cleaned and dried prior to preparation for packing and
shipment.

i. Valve hydro test shall be as per BS 6755 Part 1, API 598 as appropriate or as specified in the valve
data sheets.

j. For valves to API Spec. 6D, manufacturer shall provide proof of valid API Spec 6DMonogram
along with the quotation. The manufacturer’s quality assurance shall be verified to comply with
the requirements of API Spec. Q1.

k. Material test certificate shall be in accordance with EN 10204 Para 3.1 B/3.1.

7. IDENTIFICATION AND MARKING

7.1 IDENTIFICATION AND MARKING TECHNIQUES

• Marking of valves shall be as per MSS-SP-25.

• All valves shall be tagged using a stainless steel SS 316 tag, hard stamped with the size and number
as specified on the requisition. Tag shall be securely attached with multi stand SS 316 wire, such
that the tag cannot be easily removed. In addition, the tag number shall be etched on the
component.

• Cold hard stamping is not permitted on valve body. Stampings on valves body, if required, shall be
low stress stamping or vibro-etching (applicable to carbon steel materials only).

8. TAGGING PHILOSOPHY FOR VALVES
