Statement of the Problem


This study aimed to determine to determine the level of implementation of the
Ordinance No. 14 Series of 2003 also known as the “Integrated Solid Waste
Management” in selected barangays of Vigan City, province of Ilocos Sur.

Specifically, it sought to answer the following questions:

1. What is the socio-economic profile of the respondents in terms of:


a. age,
b. sex,
c. civil status,
d. occupation,
e. place of residence,
f. educational attainment,
g. religious affiliation,
h. average monthly income,
i. number of family members,
j. source of information?

2. What the level of awareness of the respondents on the implementation of the


Ordinance No. 14 Series of 2003 in Vigan City, Ilocos Sur in terms of:
a. mandatory segregation at source,
b. collection and transportation of solid waste,
c. disposal of solid waste,
d. information-education campaign, and
e. enforcement of ordinance?

3. What is the perceived level of implementation of the respondents on the


Ordinance No. 14 Series of 2003 also known as the “Integrated Solid Waste
Management”in Vigan City, Ilocos Sur?

4. Is there a significant relationship between the profile of the respondents and their
level of awareness on the Ordinance No. 14 Series of 2003 in Vigan City, Ilocos
Sur?

5. Is there a significant relationship between the level of awareness and the level of
implementation of the Ordinance No. 14 Series of 2003 in Vigan City, Ilocos Sur?

A. Mandatory Segregation At Source

1. Segregated solid wastes shall be properly placed in a clear plastic


bag/sack within the premises of the generator.
2. Bringing solid waste beside the fence of the house or on designated areas
within the neighborhood only during the specified collection day and hour.
3. Garbage is disposed in separate receptacles biodegradable/compostable
(nabubulok), non-biodegradable/ recyclable (di-nabubulok), and special
waste/non-recyclables.
4. Garbage or trash must be sufficiently tied and ready for pick-up disposal.
5. Segregated recyclable wastes shall be collected and brought to the Vigan
Solid Waste Management Center or other recycling centers, eco-centers or
junk dealers or the Barangay Materials Recovery Facility.
6. Public thoroughfares and grounds in front or in vicinity of residential shall
be kept clean and tidy by the owner at all times.
7. Residents shall ensure the proper segregation and hygienic storage of
generated solid wastes.
8. The owner or head in charge shall ensure the cleanliness, orderliness of its
facilities, yards, and its fronting sidewalks and streets.
9. Homeowners are required to put and install adequate and sufficient
covered trash receptacle within the vicinity of their private property.
10. Have a regular schedule for garbage collection to ensure timely and
efficient segregation of waste.
B. Collection and Transportation of Solid Waste

1. Residents shall ensure that the solid wastes are brought out in front of
their gates/doors or along the collection route of the collection vehicle/cart
during the collection day and hour.
2. Any person can report to the City General Services Officer for any
uncollected waste within the vicinity of residence.
3. Collection shall be separate for each general type of solid waste,
biodegradable waste, non-biodegradable/recyclable waste; non-recyclable
and special waste.
4. Only properly packed segregated solid waste shall be collected by the
collection crew using modified garbage trucks of the City Government or
accredited collection trucks/vehicles of the barangay strictly following
collection schedules set by the City Solid Waste Management Board.
5. Solid waste including recyclable items, once collected and put into the
collection equipment by the collection crew, become the property of the City
Government.
6. City employees/personnel directly dealing with solid waste collection are
the only persons allowed to handle solid waste from the generators.
7. Collection of solid waste must be strictly done in manner which prevents
damage to containers, spillage or scattering of solid waste within the
collection vicinity.
8. Collection trucks/vehicles must be covered properly with “trapal” or
“tolda” when transporting collected waste to the Vigan solid Waste
Management Center.
9. All collected solid waste shall be transported directly to the Vigan Solid
Waste Management Center (VSWMC) for resource recovery, processing,
and final disposal purposes.
10. Barangay officials shall assist the City General Services Office in the
orderly and sanitary way of collecting and transporting solid wastes.
C. Disposal of Solid Wastes

1. Set up designated collection points throughout the community, making it


convenient to dispose garbage properly.
2. Final disposal facility of all collected segregated solid wastes shall be
located at the Vigan Solid Waste Management Center (VSWMC).
3. Accredited collection truck/vehicles of the Barangay are allowed to
transport their segregated wastes during the specifies collection days and
hours.
4. Incineration or open burning of waste shall be prohibited.
5. Residual wastes after resource recovery, recycling, and composting shall
be disposed at the Vigan Solid Waste Management Center (VSWMC).
6. Littering, and dumping of waste matters in public areas, such as roads,
sidewalks, parks, vacant lots and establishments are prohibited.
7. Throwing wastes on open canals and to any bodies of water, such as
rivers, and seas, or causing or permitting the same is hereby proscribed.
8. Investing sufficient transportation facilities, such as trucks or bins, to
disposed waste.
9. Permit to dispose solid wastes issued can be revoked anytime due to
violation of existing ordinances or regulations on solid wastes management.
10. Disposal regulations are enforced.
D. Information-Education Campaign

1. Attendance to seminars/ training on Solid Waste Management.


2. Distribution of campaign materials (ex. Pamphlets, statements) to
residents).
3.Conduct of Barangay General Assembly to disseminate information on
Solid Waste Management.
3. Radio program on Solid Waste Management.
5. Advocate campaign for CLAYGO (Clean As You Go) to promote proper
environmental sanitation.
6. Hanging of tarpaulins on Solid Waste Management and clean programs.
7. Promote the installation of garbage bins in public areas.
8. Comprehensive waste management strategies and plans to address the
collection, transportation, treatment, and disposal of solid waste.
9. Create job opportunities in recycling, composting, waste collection,
treatment, and disposal industries.
10. Raise public awareness about the importance of waste reduction,
recycling, and responsible consumption.
E. Enforcement of Ordinance

1. Active Municipal Solid Waste Management Board/Committee


2. Deputize the action of community member for strict enforcement of the
ordinance.
3. Enhance the total protection of the environment of the locality through the
necessary participation of the municipal and barangay officials.
4. Active Barangay Solid Waste Management Board/Committee
5. Impose policies on solid waste management
6. Impose sanctions to violators.
7. Regular training on updated waste management practices and regulations.
8. Incorporate environmental education strategies to promote understanding
and compliance.
9. Impose fines for individuals or businesses violating waste management
regulations.
10. The City Solid Waste Management Board shall determine and
implement the most appropriate handling, storage, collection and
transportation of solid waste to effectively and efficiently implement solid
waste management program of the city.
