LESSON 1: THE TOURISM INDUSTRY

WHAT IS TOURISM?

Tourism -is the temporary short-term movement of people to destinations outside the places
where they normally live and work and their activities during their stay at these destinations.

Tourism means different things to different people. To simplify tourism, it is sometimes


categorized in terms of the following factors:

Geography: international, regional, national, state, provincial, country, city


Ownership: government, private
Function: regulators, suppliers, marketers, developers, consultants, researchers, educators,
publishers, professional associations, trade organizations, consumer organizations

Industry: Transportation (air, bus, rail, auto, cruise) travel agents, tour wholesalers, lodging,
attractions, recreation

Purpose: profit or non profit

TOURIST is a person who visits a country/ destination other than that in which he or she usually
resides for a period of at least 24 hours.

TWO TYPES OF VISITORS

1.TOURISTS- Temporary visitors staying at least 24 hours, whose purpose could be classified
as:

a. leisure such as recreation, holiday, health, study, religion or sport;


b. business;
c. family and friends;
d. mission;
e. meeting

2. EXCURSIONITS- Temporary visitors staying less than 24 hours in the destination visited and
not making an overnight stay. Ex. Cruise passengers

FORMS OF TOURISM

1.DOMESTIC TOURISM- Temporary visitors staying less than 24 hours in the destination
visited and not making an overnight stay

2. INTERNATIONAL TOURISM- It involves people travelling one country to another country,


crossing national boarders or through immigration checkpoints.

INBOUND VS OUTBOUND

Inbound tourism means visit to a country by visitors who are not residents of that country

Outbound tourism- travelling to a different country for a visit or holiday.

TYPES OF TRAVEL

There are many types of travel motivations (reason why people travel) but for statistical
purposes they are categorized according to their purpose of travel:

Leisure Travel - includes travel for holidays, cultural events, recreation sports.

Business Travel - includes all travel for business reasons such as meetings, conferences and
exhibitions; usually business travellers have their expenses paid by their company.

Visiting Friends and Relatives - includes all travel for the purpose of meeting friends and
relatives, either within your own country or abroad.

LESSON 2: TOURISM AND ITS ATTACHED GOVERNMENT AGENCIES

1.DEPARTMENT OF TOURISM (DOT)- The primary government agency charged with the
responsibility to encourage, promote, and develop tourism as a major socio-economic activity to
generate foreign currency and employment and to spread the benefits of tourism to both the
private and public sector.

DOT -is headed by Secretary of Tourism who is headed by three undersecretaries and one
assistant secretary. Assistant Secretary for Internal Services and Legislative Liaison - is
responsible for the Legal Service, Administrative Service, as well as the Financial Management
Service. Undersecretary for Planning, Product Development and Coordination- is responsible
for the Office of Tourism Development Planning, Office of Product Research and Development,
as well as the Office of Tourism Coordination.

Undersecretary for Tourism Service- Responsible for the Office of Tourism Standards, National
Capital Region and Regional Offices. Undersecretary for Tourism Promotions- Is responsible for
the Bureau of Domestic Promotions, Bureau of International Tourism Promotions as well as the
Office of Tourism Information.

2. TOURISM INFRASTRUCTURE AND ENTERPRISE ZONE AUTHORITY (TIEZA)

-is the principal agency responsible for the timely collection of travel taxes 50% -shall accrue to
it 40% -goes to the Commission on Higher Education (CHED) provided that priority is given to
tourism-related educational programs and courses and 10% share- for the National Commission
for Culture and the Arts.

-shall develop, manage, and supervise tourism infrastructure projects in the country. -shall have
the power to impose penalties for failure or refusal of the tourism enterprises to comply with the
approved development plan which shall also be considered a violation of the terms of
accreditation.

3. INTRAMUROS ADMINISTRATION (IA)- IA is a National Government Agency attached to the


Department of Tourism of the Philippines. Under Presidential Decree No. 1616, IA is
responsible for the orderly restoration and development of Intramuros as a monument to the
Hispanic period of Philippine history.

IA shall ensure that the general appearance of Intramuros shall conform to Philippine- Spanish
architecture of the 16th to the 19th century.

4. NAYONG PILIPINO- Nayong Pilipino Foundation (NPF) is a cultural park featuring themed
areas of Filipino culture at the Clark Freeport Zone in Mabalacat, Pampanga. NPF aims to
promote, encourage and initiate research and development projects and activities in social
sciences, humanities, social amelioration and allied fields.

- is the only tourist complex showcasing many primary attractions and scenic places in the
Philippines. the major administrative and operational concern of the agency is to keep its
facilities and surroundings in the best condition. Rehabilitation, restoration and construction
programs are necessary to ensure a fine collection of miniature Philippine attractions which
reflect Filipino history and culture.

5. TOURISM PROMOTIONS BOARD (TPB)- An attached agency of the Department of


Tourism, the Tourism Promotions Board (TPB) exists to market and promote the Philippines
domestically and internationally as a world-class tourism and MICE destination, in strategic
partnership with private and public stakeholders to deliver a unique high-value experience for
visitors, significantly contributing to increased arrivals, receipts and investments to the country.

-shall be responsible to market the Philippines as a major convention destination in Asia.

-In charged of attracting, promoting, facilitating and servicing large-scale events, international
fairs and conventions, congresses, sport competitions, and the like.

6. NATIONAL PARKS DEVELOPMENT COMMITTEE- This government agency is tasked to


oversee national parks in the Philippines. It was established on January 14, 1963 primarily for
the purpose of developing and maintaining national parks.

7. UNITED NATION’S WORLD TOURISM ORGANIZATION (UNWTO)- is the chief


international organization in the field of travel and tourism.

 Is the United Nations agency responsible for the promotion of responsible, sustainable
and universally accessible tourism.

 is the only organization that represents all national and official interests among its allied
members.

8. International Air Transportation Association (IATA)- is the global organization that


regulates almost all international airlines.

- maintains stabilities of fares and rates.

9. WORLD BANK (WB)- which lends substantial sums of money for tourism development.

10. DEPARTMENT OF FOREIGN AFFAIRS (DFA)- assists Filipinos with passport issuance
and authentication services.

 DFA offers programs and services to all Filipinos living overseas.


 The agency can also protect and promote the rights and welfare of Filipinos who live in
other countries.
