I. OBJECTIVES OF THE ACTIVITY:


The activity aims to familiarize and present all DOTr Railway Projects in Manila, to ensure a
smooth and well-organized implementation of the Projects.

II. HIGHLIGHTS OF THE ACTIVITY:


 Meeting commenced at exactly 9:30 AM at Deped Conference Room, Deped Manila,
Aroceros St. Ermita, Manila facilitated by Project Director Mary Ann F. Policarpio and
assisted by Ms. Jocelyn B. Elpides.
 The objective of the meeting is for the DOTr to present the Update/Status of North 1 (N1)
(CP01-CP05), South Commuter – NCR (SC), LRT Line 2 West Extension Project
(L2WEP) as well as to identify the issues and concerns in preparation for the project
implementation.

I. PRESENTATION OF THE DOTr-RIC PMO

 OIC-Project Director Policarpio provided a brief background, scope, and parameters


of the responsibilities of the DOTr RIC PMO, including the railway projects that fall
under its purview, pursuant to the Memorandum of Agreement and the succeeding
conformes between the DOTr and DHSUD. The body noted the presentation of OIC-
Project Director Policarpio.

II. UPDATES AND STATUS OF THE N1 SEGMENT CP01, CP02 AND CP05
- Mr. Jay Calagos, DOTr Team Lead of N1 Segment presented the following:

3. RELOCATION STATUS:
- In terms of Relocation, Contract Package 01 and Contract Package 02 is 100%
completed. While in terms of Structure, they have remaining structure for actual
obstruction.

- In Manila, of the total 157 affected Informal Settlers Families (ISF), 57 were
relocated to Camarin Residences. (2 ISFs from Barangay 199, 46 ISFs from
Barangay 184 and 9 ISFs from Barangay 186). In terms of structures, a total of
54 structures were demolished (24 Structures from Barangay 199, 7 structures
from Barangay 200, 19 structures from Barangay 184, and 4 structures from
Barangay 186. There are 7 remaining erected structures subject to demolition
and 2 newly erected structures in the alignment already cleared by DOTr.

5. ENTITLEMENTS:
- For the Entitlements of DOTr, 57 ISFs in Manila received a full entitlement breakdown
as follows:

6. LIVELIHOOD:

- As of May 2023, A total of 238 ISFs beneficiaries with 46 PAPs have been provided
with livelihood training.
- Pending Livelihood implementation of National Housing Authority and will conduct the
livelihood program on 3rd Quarter of 2023.

7. ASSISTANCE REQUESTED FROM MUSO:

- Executive Order on the Creation of Local Inter-Agency Committee (LIAC) to provide


Over-all direction and Implementation for the Relocation and Resettlement of Project
Affected Families within the Right-of-way of the various Department of Transportation
(DOTr) Railway Projects.
- Relocation of Project Affected Families (PAFs) in Priority Areas located along the
Meralco Corridor.
- Dismantling of 2 Newly Erected Structures
- Relocation of Meralco Utility affected by the NSCR

III. UPDATES AND STATUS OF THE SOUTH COMMUTER (SC)


- Ms. Sherlyn Lucas, DOTr Team Lead for SC Segment presented the following:

1. PROJECT OVERVIEW:

 Ms. Lucas presented a comprehensive summary of the NSCR Project, which


encompassed the project specifications as well as the project alignment in the City
of Manila. The body noted the presentation of Ms. Lucas.

2. INDICATIVE TIMELINE OF THE PROJECT:.

 The NSCR-Calamba Extension (from Paco, Manila to Sucat, Muntinlupa) is slated


for partial operations by the 4th Quarter of 2026.
 Full operations of the NSCR-Calamba Extension (from Alabang, Muntinlupa to
Calamba, Laguna) will commence in the 3rd Quarter of 2029.

- According to the initial discussion between NHMFC and DOTr, NHMFC owns only
the structure, while the lot is owned by PNR. The beneficiaries have a Lease Contract
Agreement with both NHMFC and PNR. However, concerning the housing project of
NHMFC, the beneficiaries’ lease contract agreement expired in 2021. NHMFC
believes that DOTr should have consulted with them regarding the compensation and
entitlements for the structure. However, DOTr requires clarification on how to
approach beneficiaries who have fully paid and those who are not yet fully paid.

IV. Updates and Status of the Line 2 West Extension (L2WE) Project:
- Line 2 West Extension Project is a 3.01 km (South Bound Alignment) with three (3)
additional stations (Tutuban, Divisoria and Pier 4).

- In
2020,
it
was identified that the L2 West Ext. project will have an interface issue with the two
(2) TRB-DPWH Projects namely (a) Harbor Link Extension (HLE); and (b) Metro
Manila Skyway Stage 3 Extension Project (MMSS3 Project). Consequently, the L2
West Extension Project was realigned to the Southbound Side of Mel Lopez Blvd,
thus encroaching the Philippine Ports Authority (PPA) Property.

- In September 2022, a coordination meeting among the DOTr-LRTA, Toll Regulatory


Boards (TRB) and SMC Infrastructure, collectively as parties, commenced, wherein
the DOTr-LRTA raised the coexistence feasibility of the two (2) Projects (L2WE and
SALEX) along the Mel Lopez blvd and to eliminate major/pending ISF Relocation of
the L2WE at the Philippine Ports Authority (PPA).

- To date, the Project Interface issue was resolved last May 2023 consequently, the
DOTr and LRTA-PMO is ongoing with the finalization of the conceptual alignment
prior to the Design and Build (DB) Procurement.
- In Barangay 20, ISFs located near the PPA Zaragoza Gate, for identification (upon
finalization of alignment)
- In Barangay 12, ISFs located near the Delpan St., corner Recto Avenue, for
identification (upon finalization of alignment)

III. OUTPUT/S OF THE ACTIVITY:

- DOTr to prepare Letter of Commitments with timeline to the NHA to prioritize the
relocation of 47 PAFs from Barangays 159, 155 & 164, which is included in the Meralco
Utility Corridor.
- MUSO committed to expediting the approval of the E.O. for the creation of Unified LIAC
for all DOTr projects in Manila.
- Atty. De Guzman, MUSO Head will appoint an Area Coordinator to handle the
coordination efforts with all DOTr projects.
- DHSUD-RIC-PMO will invite PNR & MUSO for a coordination meeting with regards to the
concerns in Dagupan Extension (PNR Property) EO 48.
- DOTr will invite DHSUD RIC- PMO for the next meeting with NHMFC with regards to the
issue on BLISS property.
- LRTA asked for assistance from Manila LGU on the Ground Marking Activity on June
2023 for LRT Line 2 West Extension Project (if the approval of alignment will pursue.
- DHSUD-RIC-PMO will send a soft copy of EO to MUSO.
