United Stales Capitol Grounds described in clau~ (2). and any props or equipment described in clause (S) of this
Pennit, in carrying out, during the dare and time set fonh in clause (3) or this Penn it, their right to enp~ in
peaceable and orderly demonstration activities (as defined in Chapter 12. Section 12.1.10 of the Traffic
Reculations for the United States Capitol Grounds).
(7) In order to assure the safety and convenience of all the people in the e).ercise of their right to visit the Nation's
Capitol. to call at the offices of Representatives and Senators. to observe public procecdin~s of Congrcs,s, to
petition the Congress fbr redress of grievances, engage in peaceable and orderly conduct of any hearin~ before, or
any deliberation of. any commiltee or subcommittee of the consress or either House thereof. or unrc.JSonably
interfere ,,ith the maintenance of good order on the Capitol Grounds. the Capi1ol Police Board hereby includes as
pan of this Pennit the following conditions and time limitations \\hich the Capitol Police Board has detennined
necessary in order to minimize the obstruction or impediment of vehicular and other traffic (including pedestrian
traffic) through or\\ ithin the Capitol Grounds and to assure the safety thereof:
(a) In the event an ofncial function is scheduled that could connict with this demonstration, the
demonstrator.s will clear the respective area prior lo said function. and return after said function hllS
departed the Capitol Grounds.
(b) Any display of signs, banners, placards, and related items is striclly prohibi1cd inside all Capitol
Buildin~. Literature may nol be dislributed in the hnllwn) s or any building on Capitol Grounds.
(c) 11 is forbidden 10 offer or e~pose any ilrticle for sale in said Unit«t States Capitol Ground,; to db play any
sign, placard, or other form of advertisement therein~ to solicit fares, alms. subKriptions, or contribution~
therein.
(d) The setting-up. placement. or sto~e of camping equipment, 1ents, sleeping bags, bedroll. bedding of an>
!..ind or shelter of any lind, at any time, is prohibited. An) sleeping or lying-down on the paved or
improved portions of the Buildings and Grounds (such as streets, roads, sidcwall.s, ,,all...,\ays. steps,
curbs. gutters. doorways, alcoves, walls) at an) time is prohibited. An) sleepin1i or l;ing-down on any
unpaved, or unimproved (gl'll.Ssy) portion of the Grounds from onc-h::dr hour after sunset lo one-hair hour
before sunrise, is prohibited.
(e) Immediately upon the conclusion of the demonstration activity carried out punuant to this pem1it. all
props, equipment and facilities pennined under Chapter 12 Section 12.S.10 of the Traffic Re1:ulatiom for
Capitol Grounds. which have been used in connection with such activity shall be removed by the
applicant from Capitol Grounds. Further. the applicant shall 1ale such action ns ma} be necessary so as
to leave tht: Capitol Grounds in as reasonably good and clean a condition as that which exis1ed
immeaiately prior to the commencement of such activit). ·
(f) As n condition precedent to the issuance of this Pennit. all participants in the proposed
demonstration (parade. convocation. etc.) shall agree not to carry on his.afler per.son any lireann, e'<plosive,
club, missile. chemical or other incendiary device or an) other weapon~ candles, torches, lanterns. lamps,

etc., while ignited; or to cause to become ianited any ignitable materials for the purpose of producing a
flame. Further. all participants shall agree not to carry any support for signs, banner.i. placards, etc.. which
is more than three-quarters of an inch square at its largest point. All supports must have dull ends and
cannot in any way be construed as a weupon. There shall be no nails, screw, or bolt-type fastening devices
protruding from any support.

(October 24, Novembw 21 and December 19, 2020). The events concluded without Incident There
are no plans for participants to engage in acts of civil disobedience; therefore, the Intelligence
and lnteragency Coordination Division assesses the level of Probability of acts of clvll

demonstrate. The group spokesperson Is aware of the activity scheduled for January 6. 2020. There Is
currently no adverse intelligence related to the upcoming Rock Ministries Intl. event
Our records indicate Rock Ministries lnU. has held previous events on the Capitol Grounds (Odober 24,
November 21 and December 19, 2020). The events conduded without Incident. Rock Ministries lnU. 1
has a webpage and a social media presence on Facebook and YouTube,11111 Open source reviews
indicate there are no plans for participants to engage in acts of civil disobedJence; however. given the
number of other protests ongoing nearby on that day, there is a risk of counter-protesters. The
spokesperson advi11d that the organization • which promotes peace lhrough prayer has no pfans for
particip1nl1 to engage in acts of clvll disobedience. Based on these findings, the Intelligence and
lnteragency Coordination Division assesses the Level of Probability of acts of civil disobedience/arrests
