RICARDO BIDDY, Corporal, PRINCE GEORGE'S COUNTY POLICE DEPARTMENT, telephone number _
_ email address rjbiddy@co.pg.md.us, was interviewed by telephone. After being advised of the identity
of the interviewing Agent and the nature of the interview, BIDDY provided the following information:

BACKGROUND

BIDDY was the acting Sergeant of PRINCE GEORGE'S COUNTY POLICE DEPARTMENT's District 2, a post he
has held since January 7, 2021. His ID was #3604.

BIDDY was also a corporal in the Special Assignment Team ("SAT"), which "conducted enforcement,
investigations, responses to community complaints." SAT was part of the police department's "civil dispersement
unit." He had been on SAT for two years in District 2. BIDDY had previously served on District 4's SAT for four
years.

JANUARY6

On January 6, 2021, BIDDY was deployed with District 2's SAT downtown "on standby." BIDDY was outfitted in
his "utility uniform, resolution suit [that had] padding, shin guards, elbow guards, shield, gas mask, helmet." At
approximately 1500, BIDDY's unit was "told to suit up" in order to "reinforce a line in front of MPD" at the Capitol
building. They arrived at the U.S. Capitol at approximately 1530, "went to the side of the U.S. Capitol," and "lined
up." BIDDY recalled there were stationed "on the side of the U.S. Capitol, on the steps, near a grassy area ... on
the West side."

BIDDY and his unit were told that "use of force was authorized." They held their position for approximately 30
minutes after arrival, until they received an "order to push" the rioters off of Capitol grounds. in that time before
pushing rioters off the West Terrace, people were "yelling, racial slurs, some trying to get us to join them." BIDDY
observed a "guy with a pitchfork shouting," but "lost him in the crowd."

CLASH WITH RIOTERS

BIDDY and his unit began moving the line forward, issuing "move back" orders to the crowd. He encountered
"fierce opposition" from the rioters. There were "things thrown at us" and "chaos" ensued. Rioters attempted to
drag a female officer, TFC FNU WOOD, from District 1's SAT, into the crowd. Other rioters, such as a "guy in
green body armor," pulled at officers' shields or pushed back against the officers. BIDDY and the officers "pushed
them [the rioters] back to the steps, that was pretty much it." After the rioters were pushed off the West Terrace,

BIDDY and the officers "held there for a few hours" and "stood by a few hours" more.

CARHARTT

[AUTHOR'S NOTE: BIDDY received and reviewed four screenshots of the Upper West Terrace from the Author,
taken when the Author viewed the officers interacting with the rioters. The screenshots have been attached to this
communication and saved to the file.]

BIDDY "definitely recall[ed]" the white male in the CARHARTT jacket ("CARHARTT"). CARHARTT "tried to kick
[BIDDY's] shield." BIDDY and CARHARTT "got into a tussle" because CARHARTT "was trying to punch around
[BIDDY's] shield, trying to take [BIDDY's] shield" by pulling it to him. CARHARTT did not have a weapon. BIDDY
did not suffer any injuries from CARHARTT. BIDDY confirmed that the individual he called CARHARTT was
"definitely the same guy in the" screenshots. BIDDY specifically remembered "how angry [CARHARTT] was, how
red he was turning, cursing at" BIDDY.

After his attacks on BIDDY, CARHARTT "ran from" BIDDY and "engaged other officers." After the event, a
number of other officers stated to BIDDY that they too "dealt with CARHARTT." BIDDY referred the Author to
Corporal RIVERA, #3479, from PRINCE GEORGE'S COUNTY, as another officer who engaged CARHARTT.
BIDDY agreed to canvas other officers who may have engaged CARHARTT and convey that information to the
Author.
