Too o�en, property developments are design-led based on the vision of the developer, planner or designer. This approach has been said
to disregard the needs and wants of the market and in most cases, has led to a mismatch between demand and supply. In addi�on, it has
always been widely and inaccurately propagated that property will always appreciate in value. This specula�ve led propaga�on fuels a

IR OTHMAN is a Professional Engineer with Prac�sing Cer�ficate and has experience in the construc�on industry for more
than thirty years. He started working with a consultant company based in Kuala Lumpur and was involved in designing and
supervising the construc�on of the North-South Expressway un�l comple�on. He later joined the concessionaire highway
company of the Projek Lebuhraya Utara Selatan Bhd (“PLUS”) and was entrusted to look a�er the maintenance and
management of the whole stretch of the North-South Highway.

A�er leaving PLUS in 1995, he established his own Consultancy Firm, and among other prominent projects spearheaded
by him were the Putrajaya Interna�onal Conven�on Centre (PICC), Kajang Traffic Dispersal Highway (SILK), KLIA Southern
Support Zone, and Damansara Transit Route.
Paper 1: Use of Technology In Real Estate Construction & Asset Management
Mr Ken Lee, Director – Aurecon Australia
KEN is a Director in Aurecon, a global engineering and consul�ng firm with offices around Asia Pacific. Ken brings a variety
of design, project coordina�on, BIM and digital management experience in defence, residen�al, commercial and
government works. Prior to joining Aurecon, Ken has worked on a number of projects in Australia and the UK as Project
Leader/Architect. Ken has par�cipated in a number of na�onal and interna�onal projects namely, the Single Leap Defence
Force School of Signals, The New Royal Children’s Hospital, Hong Kong Passenger Clearance Building and Methodist
Richardson Medical Centre in Texas. He has also provided tender assistance as an assessor to the Australian Department
of Defence in the selec�on of poten�al building sites across Australia.

As a Director for Digital Enablement, Ken is an advocate for Integrated Project Delivery across the building industry and is
ac�vely involved in the protocols, strategies and digital services across Aurecon. Ken collaborates with 3D parametric
modellers, digital designers, and programmers to extract and use building informa�on data for performance and project-
based analyses from engineering to virtual construc�on.

Paper 2: Cost-Benefits of Sustainable Technologies In Property Development


En Hassan bin Ramadi, Senior General Manager, Development Division – Putrajaya Holdings Sdn Bhd
HASSAN RAMADI is Senior General Manager, Development Division of Putrajaya Holdings Sdn Bhd since 2010. He holds
a Bachelor of Building from the University of New South Wales Australia. Hassan has over 28 years of working experience
in the property industry of which 24 years is with Putrajaya Holdings. Among his key achievements were preparing the
first government building concession agreement and comple�ng and delivering the Putra Mosque, Government Building
Complex B, C and D as well as Wisma Putra to the government. Earlier in 2000, he has been entrusted with the se�ng up
of the Commercial Development Department for the development of Alamanda Shopping Complex and Menara PjH. He
then led the team at the Residen�al Development Division to complete and deliver government quarters and residen�al
development in Precincts 5 and 17.

In 2007, he spearheaded a deal with the government to deliver Government Quarters Phase 3 worth RM3 billion, and
later he headed a team to nego�ate, take over and complete the development of the abandoned Precinct 11. In 2013,
he led the team to nego�ate and finalise the main infrastructure agreement with the government worth RM2.5 billion
and secured land in Putrajaya for the company. He then led the team to secure the biggest private funding ini�a�ve
project known as Parcel F in 2015. In 2017, he led the team to take over the opera�on of the GDCP Plants and migrate 130
staff from an outsourced contractor, GDC Putrajaya Sdn Bhd, turning the loss-making company into a profitable one.

Paper 3: Technology Brings About Cost-effec�veness in Reducing Waste in Property Development


YBhg. Dato’ Haji Azmar Talib, CEO - TRX City Sdn Bhd
YBHG DATO’ HAJI AZMAR BIN TALIB serves as the Chief Execu�ve Officer for TRX City Sdn Bhd since 2011. He has over 30
years of experience in real estate, construc�on as well as banking and project turnaround. A valuer by training, was only
exposed to the profession for 7 years before joining the banking industry for 7 years mainly involved in projects and corpo-
rate turnaround as well as project financing.

He then joined PNB Group and in the 18 years he was with the Group, he helmed 7 companies as their CEO. Amongst
major tasks are acquiring 3 public listed companies, turnaround and then restructuring within the PNB Group. He has also
started 9 major townships, most of those are in Klang Valley. His current posi�on as CEO of the TRX City Sdn Bhd oversees
the development of Tun Razak Exchange (RX), the Financial Hub of KL and Bandar Malaysia. He has also completed the
development of the new facili�es for the Air Force, Army and Police Air Wing Cos�ng close to RM3 billion in 8 different
loca�ons.

DR. AZMIZAM ABDUL RASHID is working as Deputy Chief Execu�ve (CEO), Head of Knowledge Pla�orm and Partnerships
in URBANICE MALAYSIA: Centre of Excellence for Sustainable Ci�es and Urban Wellbeing under Ministry of Housing and
local Government. He is holding Doctor of Philosophy (PhD) in Development Science (Urban Economic) focus on The
Efficient Urban Governance to Enhance Economy Compe��veness in Kuala Lumpur City-Region. He has more than 25
years experiences in urban and regional planning with major involvement in: Malaysia SDG Ci�es Roadmap, Implementa-

YBhg. Datuk TPr Sulaiman bin Mohamed , Executive Director, Planning Department – City Hall of Kuala Lumpur
YBHG DATUK TPR SULAIMAN BIN MOHAMED is appointed as Execu�ve Director of Planning on 15 December 2020. Prior
to his appointment, he was the Director of City Planning, Kuala Lumpur City Hall. He served the posi�on from March 2017
to 2020. Earlier, he was appointed as Special Technical Officer of Federal Territories Minister from 2009 to 2014. He is a
Corporate Member of Malaysian Ins�tute of Planners (MIP). He received Bachelor of Urban and Regional Planning from
University of Technology of Malaysia (1990).

Paper 2: Breathing New Lives Into Old Spaces


Ar TPr Michael Ong Chin Keong APPM, APAM, MIID, Reg. Conservator, Partner - BYG Architect
MICHAEL ONG is a partner in BYG Group which is a leading consul�ng firm that offers Architectural, Town Planning and
Project Management services under one roof. As an Architect, Urban Planner and Registered Conservator with the
Na�onal Heritage Department, Michael is personally involved in the conceptualizing and design development of many of
the firm’s notable projects both locally and regionally in China, India, Vietnam, Indonesia and Myanmar. Some of the
accolades won by the firm include PAM Gold award, FIABCI Malaysia Prix d’Excellence Gold Award, FIABCI World Prix
D’Excellence Silver Award, Interna�onal Property Gold Award and Malaysian Ins�tute of Planners Place-Making Gold and
Pla�num Awards. He has been a state-appointed member of the Technical Review Panel that oversee the approval of
development within George Town UNESCO World Heritage Site since 2010.

He helmed the post of Chairman for Malaysian Ins�tute of Planners in the Northern Branch for four consecu�ve years.
He has been appointed as Studio Master for the Master of Architecture programme in USM since 2018. Leading the way
in urban rehabilita�on projects such as Sia Boey Urban Archeological Park and Penang Art District, he had been ac�vely
collabora�ng with the Penang City Council to “green” the city streets and backlanes as well as repurposing tradi�onal
shop house typologies into contemporary co-working and co-living “micro-housing” in an effort to re-populate and
revitalize George Town. His works had been published in local and interna�onal media. In 2011 he was named “30 under
40” Emerging Architects in Malaysia by PAM.

Paper 3: Rejuvenation of Old Developments


Shu Charng Yen, Senior Principal Planner - Surbana Jurong Consultants Pte. Ltd
CHARNG YEN has extensive experience with Planning Authori�es, Consultancy and Developers in Malaysia, Singapore,
ASEAN, China, India, Middle East, Africa and South America. She covers Development Strategy, Industry Posi�oning,
Master Plan, Detailed Layouts, Parcella�on Plans; from 100ha to 1,160km2 for mixed developments, tourism projects,
residen�al townships and industrial parks. Charng Yen is both excited about large regional projects as well as smallish
in�mate projects such as Layout Plans and repurposing mature developments with new uses to keep up with the �mes
and technology.
Charng Yen started her career at URA, the Planning and Conserva�on authority in Singapore, where a pragma�c approach
of public-private partnership was adopted. Older buildings were given a new lease of life through different degrees of
protec�on, restora�on, extension and re-purposed with interven�on of new technology.

Charng Yen believes that the development process is a collabora�ve effort between all stakeholders, appropriate to the
local culture and site: “Together we can draw out the individual character of a site and create a community for all”. Seeing
projects well executed gives her a great sense of sa�sfac�on and adds to the passion for learning more in this dynamic
process.

Paper 4: Re-purposing Malls


Mr Kelvin Ng, CEO & Founder of Synergistic Real Estate & Network Pte. Ltd
KELVIN NG is Chief Execu�ve Officer and Founder of Synergis�c Real Estate Management & Network Pte. Ltd., a develop-
ment consultant, investment and asset manager. He was the Senior Ext Advisor to McKinsey Global Real Estate and
Infrastructure; a Senior Partner at AS Louken, a retail brand growth company in Asia and Senior Vice President at Asco�
Holdings/CapitaLand overseeing all retail developments and hospitality opera�ons in China, Singapore, Malaysia and
other South-East Asia countries. He has over 25 years of experience in the Asian retail and service apartments /mixed-use
real estate (tourism, green city planning) as a developer, manager, and consultant in over 100 ci�es in China Asia, the
Middle East and USA.

He is an expert in turnaround poor performance malls and reposi�oning of empty malls and office buildings including

am mixed-use development. He is also a Senior Advisor at Mall China, Asian faculty at the Interna�onal Council of
Shopping Centres (ICSC), and Visi�ng Faculty at Amity University, Chartered Ins�tute of Housing and APREA. He ini�ated
the first Accredited Shopping Manager program (ASM) in China and was consulted for many local and interna�onal clients
on their strategies, acquisi�ons; growth strategy for retail malls and growth strategy for retailers/ restaurants.

Invited Panelist : Sr Chan Wai Seen


Director, CCO & Associates (KL) Sdn Bhd
Sr CHAN WAI SEEN graduated from University Technology Of Malaysia (UTM) in 1999 and started his career with Jones
Lang Woo�on. He was the first Real Estate Technical Officer (RETSO) in Standard Chartered Bank and implemented various
policies to enhance the bank’s credit standards. He specialises in real estate consultancy and valua�on services and has
undertaken wide range of property types, e.g. residen�al, commercial and industrial proper�es, development lands,
agriculture proper�es, shopping centres, hotels, offices and many others.
Todate, Sr Chan Wai Seen has completed over 300 consultancies related to real estate industry, which include Market &
Feasibility studies to determine viability of property development projects and to determine the highest and best use for
development sites. He has special interests in real estate research and has undertaken research papers on various real
estate issues. He has also successfully completed a joint research project with Universi� Malaya, the first private research
project funded under NAPREC fund.

PLENARY SESSION 3: ENVIRONMENTAL, SOCIAL AND GOVERNANCE (ESG) IN REAL ESTATE


Moderator: Sr Dr Ainoriza Mohd Aini, University Of Malaya

Sr DR AINORIZA is currently the Head of Department of Real Estate at the Faculty of Built Environment, Universi� Malaya.
She has a Master’s degree in Corporate Real Estate Finance from City University London and completed her PhD in the
area of sustainability and responsible property investment at Kingston University of London. Trained as a valuer, Sr Dr
Ainoriza moved into academia in 2004 where she taught both undergraduate and postgraduate programmes.
Sr Dr Ainoriza has led and completed numerous real estate research including housing needs for the elderly, Housing-In-
come Index©, housing affordability, and mul�genera�onal housing. Her current research focus is on housing pathways for
vulnerable groups and residen�al tenancy. Outside of academia, she has acted as a consultant for private developers and
government agencies. Most recently, she was appointed as the Expert Panel for the Ins�tute of Youth Research (IYRES),
Board of Trustee of Aubrey Barker Fund (UK) and Execu�ve Board Member for the Asean Valuers Associa�on (AVA) Malay-
sia.

Paper 1: ESG Practices In Real Estate Investment


Ms Mirelle Wan, Senior Director – APAC Consulting, Jones Lang LaSalle
MIREILLE WAN has worked in the real estate markets in Singapore, South-East Asia including Malaysia, China and Austral-
ia, covering a wide range of property asset classes - luxury residen�al, interna�onal grade A office, prime retail; industrial
and logis�cs. Her experience with the alterna�ves sector covers hospitality (hotels and serviced apartments), recrea�onal
(golf and country clubs, theme parks, bowling alleys and cinemas), educa�on (interna�onal school) and healthcare
(private hospitals, medical centres, and nursing homes).
Having worked in developer firms and brokerage companies, Mireille had led commercial leasing; residen�al project sales
and marke�ng; strategic consul�ng, property, and project management; research; valua�on and capital markets. In
addi�on, Mireille has served developers, real estate investors and corporate occupiers across key industries like financial
services, life sciences, technology, and telecommunica�ons.

Paper 2: Creating Value Through ESG and Sustainability – From Investor’s Perspective
Puan Nik Amlizan Mohamed, CEO – KWAP
NIK AMLIZAN was appointed as the Chief Execu�ve Officer of Kumpulan Wang Persaraan (Diperbadankan) [KWAP] on 2
November 2020. She previously served as the Chief Execu�ve Officer of Lembaga Angkatan Tentera (LTAT) between
October 2018 and September 2020. Prior to that, she was KWAP's Chief Investment Officer for 4 years and had served the
organisa�on under various roles since she joined in 2007.
Her professional career spans over 25 years in financial services and pension funds, overseeing investment func�ons
across all asset classes, while having vast experiences in fund management industry, transforma�onal change and change
management, as well as corporate governance. She is currently a Board member of the Minority Shareholders Watch
Group. She is also a council member of the Malaysia Ins�tu�onal Investors Council and a member of the Ins�tute of Integ-
rity Malaysia. Nik Amlizan graduated from a Bachelor's Degree in Economics / Accoun�ng from Claremont McKenna
College, United States in 1991.

Puan Sarimah Talib, Head of Sustainability – UEM Sunrise Berhad
SARIMAH TALIB graduated as a Chemical & Process Engineer and obtained her master’s in environmental engineering in
2007. She started her career at ICI Group and her first role started as a Technical Development Engineer working in a
na�onal water treatment project with the Government of Malaysia. In 1996, she le� ICI and joined Sime Darby Group
where she developed her career for more than 18 years in diverse fields including Business Development, Internal Audit,
Total Quality Management (TQM), and sustainability. In 2013, she was appointed as the first CEO of Yayasan Hijau report-
ing to the Minister of Green Technology, Water and Energy where she played a pivotal role to promote sustainability at
the na�onal grassroots level. In 2014, she was appointed as the first Chief Sustainability Officer at Vale where she was
assuming the role of the “face of Vale in Malaysia”.

In 2019, she le� Vale to join PETRONAS as the first Head of Sustainable Development Management where she was
responsible to set up a new department with a new role and func�on to drive corporate sustainability and was key in
se�ng the net zero carbon ambi�on for the na�onal oil company of Malaysia. Currently, in her new role as the newly
appointed Head of Sustainability at UEM Sunrise, she is responsible for se�ng up the inaugural sustainability framework
for the organiza�on. Sarimah’s mo�o of life is always, “If there’s a will, there is always a way” which drives her to strive
towards excellence and bringing benefits to others so that she will be able to leave a posi�ve legacy behind.

Sr KHAIDZIR ABDUL RASIP is a Registered Valuer, Estate Agent and Property Manager and a Chartered Surveyor. He gradu-
ated from the University of South Wales, United Kingdom in 1988 and then pursued his professional training in London
with Debenham Tewson & Chinnocks and Southwark Council.

Upon returning to Malaysia in 1990, he joined A. Majid & Co. and then, Jones Lang Woo�on as Manager and Property
Manager respec�vely. Subsequently, he entered the corporate world involved in the whole spectrum of property develop-
ment with conglomerates such as Johor Corpora�on, Sime Darby, Golden Hope, UEM and Lembaga Tabung Haji.

He was a Senior Vice President at Iskandar Regional Development Authority before joining Ian Sco� Interna�onal in
October 2018 as the Managing Director for Malaysia.

YBHG. DATUK ISMAIL IBRAHIM is a registered town planner with the Board of Town Planners, Malaysia. He received his
early educa�on at the Malay College Kuala Kangsar and was a Colombo Scholar to read town planning at the Heriot-Wa�
University in Edinburgh, Scotland.

He has more than thirty years of professional experience working in the public and private sectors mainly in the field of

Sr SULAIMAN AKHMADY BIN MOHD SAHEH is the Director of Research at Rahim & Co Interna�onal Sdn Bhd, a Registered
Property Manager and an Interna�onal Cer�fied Valua�on Specialist (ICVS). Graduated with a BSc in Medicine from
UNSW in Sydney and later with a Bachelor of Business in Property (with Dis�nc�on) from RMIT University in Melbourne,
he began his career at CB Richard Ellis in Melbourne, Australia focusing on retail and healthcare proper�es. He joined
Rahim & Co upon his return in 2001 and shortly a�er, he completed his MSc in Facili�es Management from UTM.

Currently, Sulaiman heads the research and consultancy services for real estate development projects and investment
acquisi�ons covering various sectors from affordable housing & public ameni�es studies to high-end branded residen�al
and world class commercial developments. He has contributed ar�cles and shared his opinions in the press through Focus

Prof. Sing Tien Foo, National University of Singapore
SING TIEN FOO is Professor, Head of Department of Real Estate, Business School and Director of Ins�tute of Real Estate
and Urban Studies (IREUS) at the Na�onal University of Singapore (NUS). He is currently the Editor of the Interna�onal
Real Estate Review, an affiliated journal of Asian Real Estate Society (AsRES), and Global Chinese Real Estate Congress
(GCREC). He was the immediate past President of AsRES (2019-2021).

He published more than 100 peer-reviewed papers in housing policies, urban economics, and real estate finance. He
co-authors the books: “Kiasunomics” and Kiasunomics 2”, which discuss academic research in a light-hearted way using
the daily life stories of typical Singaporean Families. Tien Foo holds a Doctor of Philosophy degree and Master of Philoso-
phy degree in Land Economy from the University of Cambridge, U.K., and a Bachelor of Science degree with 1st Class
Honours in Estate Management from the Na�onal University of Singapore.

Cr CHANG KIM LOONG AMN is the founder and holds the posi�on of the Honorary Secretary-General of the Na�onal
House Buyers Associa�on (“HBA”), a voluntary, non-profit, non-poli�cal Organisa�on manned by volunteers-members of
various professions. The Organisa�on operates purely on volunteer workers’ benevolence and con�nues to be un�l
to-date. HBA has through his leadership become an authority on house buyers’ issues and HBA’s views are o�en sought
a�er in the housing industry. Cr Chang is the “voice of the house buyers”. Cr Chang writes for several widely circulated
magazines/ newspapers under the HBA flag and has a personal column �tled: BUYERS BEWARE in the StarBiz pages
published on Saturdays. His views and ar�cles actually shape the housing arena and are heeded by the Government.

Last year, Cr Chang was conferred the Royal Ins�tute of Surveyors, Malaysia (RISM) Excellence Award for Outstanding
Writer on Property & Construc�on. He was recently bestowed the Champion of Home Buyers Award: Decade of Excel-
lence, 2016. He is also a permanent member of the Special Taskforce for Revival of Abandoned Housing Projects then
chaired by YBhg Tan Sri Mohd Sidek b Hj Hassan, and now chaired by YBhg Tan Sri Dr Ali Hamsa, Chief Secretary to the
Government of Malaysia and an ac�ve member of the PEMUDAH Sub-Commi�ee on Real Property He sits in several
working commi�ees on the amendments to the housing development and strata laws at the Ministry of Urban Wellbeing,
Housing & Local Government and Ministry of Environment & Natural Resources. Cr Chang Kim Loong AMN has served the
current Selangor State Government as Town Councillor for Majlis Perbandaraan Subang Jaya (MPSJ) on an NGO / profes-
sional quota for three (3) terms from 2008 / 2010 and 2012/ 2013 and the current term from 2016. As a lawmaker, he sits
