1. Purpose
The purpose of this method statement is to define the methodology to be adopted for
Demolition Works for Project Mirfa 2 – RO Plant 120 MIGD Capacity and provide details on
Construction Methodology, Quality Management System and Safety & Environmental
procedure that will be adopted.

The purpose of this method statement is to outline the materials, labor and workmanship
required to undertake the activity in a safe and controlled manner, complying with all relevant
standards and codes of practice.

2. Scope
This method statement covers the various steps involved in the Demolition works with the
project:
 Survey and Marking Works
 Demolition Works

3. Roles And Responsibilities


A competent team is assigned to the project according to its requirements.

1.1 Project Director

1.1.1 The Project Directors will lead the Project Manager and Site Manager in managing the overall
project team to ensure the satisfactory and timely completion of the project with safety and
Quality. They shall be the focal point from Contractor to Owner.

1.1.2 The Project Director is accountable for the operational planning, and implementation of OSH
Construction Management Plan for this project.

1.1.3 Shall ensure that the project team have adequate resources to carry out their duties and
responsibilities in accordance with this Project OSH Construction Management Plan.

1.1.4 Shall establish and maintain a direct line of communication with the Project HSE Manager.

1.1.5 Shall monitor the site operation to ensure they are conducted in accordance with the Site HSE
Management Plan and take urgent and appropriate action to prevent unsafe working practices or
other infringements of statutory of the safety plan requirements.

1.2.1 Shall ensure all activities are in accordance with the relevant contract specification and
approved procedure / method statements.
1.2.2 Shall be overall responsible for execution of works and effective use of resources & manpower.
1.2.3 Shall communicate to all functions the importance of meeting Owner, Legal and Regulatory
requirements, Standards and Project Specifications.
1.2.4 Shall carry out construction related activities in accordance with the Project QHSE plan and
procedures.
1.2.5 Shall attend to QHSE observations and non-conforming activities raised and ensure corrective
action plans are in place.
1.2.6 Shall Manage and control all sub-contractors assigned to the project.
1.2.7 Shall ensure that everyone, including subcontractors, comply with the requirements of the
Project OSH Construction Management Plan.
1.2.8 Shall ensure all-necessary work procedures, method statements and work instructions are
prepared, reviewed, and issued for safe operation of the works on site.
1.2.9 Shall ensure to attend a Management Meetings.
1.2.10 Shall monitor the site operation to ensure they are conducted in accordance with the Site OSH
Construction Management Plan and take urgent and appropriate action to prevent unsafe
working practices or other infringements.

1.2.11 Shall establish and maintain a direct line of communication with the HSE Manager.

1.3 Project HSE Manager


1.3.1 Shall conduct site visits and inspections for monitoring of HSE compliance as per the project
OSH Construction Management Plan and other legal requirements.
1.3.2 Shall carry out audits to ensure the effectiveness of the implemented Safety & Health Plan.
1.3.3 Shall ensure to Conduct HSE Meetings
1.3.4 Shall conduct the Welfare Committee meeting to get the feedback from the workers about any
complaints and suggestions.
1.3.5 Shall be empowered to STOP IMMEDIATELY any unsafe or non-complying work activity on
site and instruct employees or any subcontractor to take immediate corrective action.
1.3.6 Shall prepare the health and safety training programs.
1.3.7 Shall prepare and update the emergency response plans.
1.3.8 Shall check all work procedures and method statements before the activity is commenced to
ensure that safety aspects (risks/hazards) of the operations are covered.
1.3.9 Shall issue non-conformance reports for serious irregularities observed on site.

1.3.10 Is responsible for implementing, reviewing, and updating the OSH Construction Management
Plan.

1.4 HSE Advisors

1.4.1 Report to the HSE Manager/HSE Engineer.

1.4.2 Shall monitor & guide the project team on implementing the safety practices required by site.

1.4.3 Shall arrange induction safety training as required.

1.4.4 Shall liaise with subcontractors and foremen to ensure they follow the safety standards required
under the OSH Construction Management Plan.

1.4.5 Shall assist with the safety aspects for risk assessments and planning duties as required.

1.4.6 Shall assist with the promotion of HSE on site. • Shall carry out weekly regular inspections and
review findings with supervisors and follow-up on corrective action taken.

1.5 Construction Manager/Project Engineer/Site Engineer


1.5.1 Shall be responsible for the overall site operation activities.
1.5.2 Shall ensure appropriate procedures are followed by all the involved personnel taking into
consideration that all relevant shop drawings, reference drawing, statutory benchmarks and
reference points and methodologies are correctly utilized.
1.5.3 Shall be directing the Project Engineers and Site Engineers towards planned target dates of work
completion.
1.5.4 Shall be the primary contact for all project matters that arise in the field.
1.5.5 Shall be responsible for construction, planning, execution and monitoring along with the Project
Managers.
1.5.6 Planning of resources required for construction and review of project requirements.
1.5.7 Project Engineer, Site Engineer carry out all activities in accordance with the Project procedures,
contract specification and method statements.
1.5.8 Shall communicate to all functions the importance of meeting Owner, Legal and Regulatory
requirements, Standards and Project Specifications
1.5.9 Shall Continually monitor and evaluate the progress of the project against the execution program
and planned schedules.
1.5.10 Shall evaluate workforce that is sufficiently trained and competent to do the work.
1.5.11 Shall Determine risks and opportunities relevant to the project and taking appropriate actions and
evaluating the effectiveness of those actions.

1.5.12 Shall co-operate closely with the HSE personnel to ensure that proper assistance and surveillance
of safety matters from the field supervision team.
1.5.13 Shall ensure that subcontractor’s duties are performed by competent and experienced personnel
and in sufficient number.
1.5.14 Shall be accountable to the Project Manager for the implementation of the OSH Construction
Management Plan and the operational planning of all areas under their control.
1.5.15 Shall establish and maintain a direct line of communication with the HSE team.
1.5.16 Shall ensure that all workers under their control comply with the OSH Construction Management
Plan.
1.5.17 Shall regularly review the health and safety procedures in coordination with the HSE team to
ensure that they adequately cover site operations and where necessary carry out risk assessments
and develop further appropriate procedures to control those risks.
1.5.18 Shall coordinate with HSE staff and/or EHS Authority and ensure remedial action is taken as
necessary.
1.5.19 Shall not permit the operation of any plant unless both the plant and operator are suitably
certified, confirm by HSE staff.

1.6 Project Quality Manager and Team


1.6.1 The Project Quality Manager and Team has the authority and responsibility for ensuring that the
requirements of the project quality management system are established.
1.6.2 Shall ensure that all ITP requirements are met and processed as per approved ITP.
1.6.3 Shall ensure all works are conducted as per the approved method statements.
1.6.4 Shall Monitor subcontractors to ensure their compliance with project requirements.
1.6.5 Shall Liaise with the Owner's representatives for the conduct of day-to-day quality related project
activities.
1.6.6 Shall Prepare and log documentation in organized pattern to ease the handing over process.
1.6.7 Shall Participates in the conduct of internal quality audits.
1.7 Site Supervisors, Foremen and Group Leaders

1.7.1 Supervisor & Team Co-ordinate with the project engineer for work activities and ensure they are
done in accordance with the relevant Contract specification and the approved Procedure/Method
statements.

1.7.2 Reports to the Project Engineer / Site Engineer.


1.7.3 Shall be familiar with the safety procedures stated in the OSH Construction Management Plan
relating to the work to be carried out under their supervision.

1.7.4 Shall ensure that their subordinates and workers receive clear instructions relating to the work
that they are carrying out.
1.7.5 Shall ensure that the workplace is maintained in a safe and tidy condition.
1.7.6 Shall assist in giving toolbox talks.
1.7.7 Shall take prompt action to rectify unsafe conditions.
1.7.8 Shall provide full co-operation to the HSE staff and comply with their recommendations.
1.7.9 Shall ensure that all necessary safety devices and personal protective equipment (PPE) are
provided and used properly.
1.7.10 Shall be familiar with the Emergency Response Plan and ensure that they are known to their
subordinates and implement those procedures as required.
1.7.11 Shall promote HSE awareness through leading by example.

1.8 Surveyor and Team


1.8.1 Surveyor and Team is responsible for the setting out and required marking with reference to
drawings as per Benchmarks and Control Points.
1.8.2 Shall be responsible for the preparation of survey schedule, addressing specific issues and
characteristics of each location.
1.8.3 Shall generate survey data and reports during the activities.
1.8.4 Shall Liaison with Draftsman/ Auto-Cad Operator with all necessary information for preparation
of shop drawings and later "as built" drawings.
1.8.5 Shall Keep archives and records (level books, sketches) related to survey works.

1.8.6 Shall carry out their work efficiently and in compliance with project specifications, regulations,
and safety standards.

1.9 All Personnel/Labors

1.9.1 Every person employed on the project is legally required to take reasonable care for the health
and safety of themselves and others that may be affected by their actions or omissions at work.
1.9.2 Co-operate with their employer to enable them to comply with the requirements of the project.
1.9.3 No person shall intentionally or recklessly interfere with or misuse anything provided for safety,
health or welfare under the relevant statutory provisions.
1.9.4 All personnel shall wear or use the appropriate safety equipment or clothing and use the
appropriate safety devices.

1.9.5 All personnel shall familiarize themselves with the relevant requirements of the Site OSH
Construction Management Plan.
1.9.6 All personnel shall report any accidents and damage to property or equipment to their immediate
supervisor, irrespective of whether persons are injured.
1.9.7 All personnel are encouraged to make suggestions to improve health and safety to their
supervisor and the HSE staff.

1.10 Third Party Independent Testing Laboratory


1.10.1 Shall be responsible for carrying out and reporting all required relevant tests.
1.10.2 Shall carry out their work efficiently and in compliance with project specifications, regulations,
and safety standards.

1.11 Subcontractor
1.11.1 Shall be responsible for executing specific portions of the project as outlined in their contract.
1.11.2 Shall carry out their work efficiently and in compliance with project specifications, regulations,
and safety standards.

shall be supervised by competent supervisors and competent person availability will be


ensured.

10. Procedures
10.1 Activities prior to commencement of works
10.1.1 Obtain all necessary approvals prior to proceed with the works (i.e. pre-
qualification for subcontractor / supplier if required).
10.1.2 Wherever NOCs and permits are required from relevant authorities the same
shall be obtained prior to proceed with the works on site.
10.1.3 Ensure all operatives have completed the site safety induction and have
understood the scope and work procedure as detailed in this method statement.
10.2 Survey and Marking Works
10.2.1 Reconnaissance of project site – to undertake a full visual and photographic inspection.
10.2.2 The conditions of the existing permanent structures, utilities and subsurface
obstructions shall be surveyed and recorded before commencing demolition activities.
10.2.3 Check existing “As built” drawings for any buried services.
10.2.4 Survey the work area to identify any safety hazards All live utilities should be
protected from any damages and dust ingression.
10.2.5 Work area should also be surveyed based on required movement of vehicles /
demolition equipment.
10.2.6 Ensure / verify by visual inspection that hazardous materials have been removed before
proceeding with the building demolition operations. If there are some loose

items on site which affect the concrete cutting work, we will arrange labor to clean it
immediately.
10.2.7 For fencing area to be demolished, any end of the determined fence area to be
demolished shall be marked prior to work.
10.2.8 For structures to be demolished, the R/C elements to be cut/broken/removed should be
clearly marked before any cutting / coring / breaking (using any tools mentioned in
section 7.2) works starts. All the RC elements will be done by breaking method using
small robot breakers and big 22T excavators fitted with jack hammers.
10.2.9 Clearance to installed overhead MEP services should be checked.

10.3 Demolition Works

10.3.1 MEP Clearance to be obtained before starting any demolition work


10.3.2 Prior to start any breaking activities all the MEP services & any other live services to be
checked.
10.3.3 The temporary barriers shall be erected prior to start of demolition work.
10.3.4 Proper and visible signs which restrict unauthorized entry in and around demolition
area should also be posted.
10.3.5 The marked area will be cut to separate from the permanent structure.
10.3.6 Any separated fence area will be demolished using electric jack hammers / grinders
from one end to other.
10.3.7 For buildings such as Chemical Building (refer to attached drawing in Section
15.2), all the external block wall to be demolished before cutting the concrete elements.
10.3.8 If required, cutting and coring will be used to cut the building structure to disconnect
the demolition part of the substation from the part that needs to be retained, so no
vibration coming up from the demolition activities will affect any other existing
structure.

10.3.9 For existing trenches, edge protection should be provided and control measures to
be observed during demolition works to avoid falling into open area / confined
spaces. Also, identify the risks in working at demolished edge of trenches and
surrounding areas such as access / possible water ingress to prevent any
casualties.
10.3.10 For existing asphalt, ensure that the marked area shall be cut at a required
depth of 30-40cm using the excavator trencher and are free from debris (i.e.
rocks, pebbles etc.). The fragments of asphalt shall be kept and handled
properly as it will be reused on construction of temporary roadworks.
10.3.11 For Existing CS Pipes, Petrol Engine Pipe cutter, Gas Cutter & MCG
Cylinders shall be used by competent persons to cut the pipes into segments
prior to removing out from ground by crane.
10.3.12For coring works, holes will be drilled either in the wall or slab where drop-in anchors
will be inserted in the holes and the stand of the coring machine will be bolted into the
anchors fixed in the hole. Coring machine will be fixed to stand, and required core bits
will be mounted on the machine. The machine will be connected to water and power
connection and will be equipped to start the coring works. Housekeeping & cleaning

will be done, after cutting.


10.3.13For cutting with diamond blade or wire, 16/20mm holes will be drilled either in the slab
or wall and 12mm /16mm drop-in anchors will be inserted in the hole drilled the bolts
of the guide rail/ pulleys stand will be inserted to the holes and the guide rail/ pulleys
stand will be fixed in the slab or wall. Once the Guide rail is fixed, the wall saw head
will be mounted on the rail and then the diamond blade/wire will be fixed securely to
the wall saw head, after fixing the blade power and water connection will be done and
the same will be connected the hydraulic power pack to equip start cutting works.
10.3.14Roof Sandwich Panels shall be removed by crane, Manlift will be used to attach crane
lifting belt/chain with the hook and to drill the screws out of the panel.
10.3.15When the cutting work is done and the building is separated to two parts, breaking
works will start using 22T breaker by applying a vertical force by excavator/ robot arm.
During this stage and part by part, reinforced steel will be separated from concrete using
mini excavator fitted out with bucket. The results of demolished materials will be
stockpiled in two hips one of Reinforced steel and other one consists of concrete
materials. Steel will be cut by workers using MCG Cylinders, tidy up, loaded into
Containers or Pick up vehicles and taken out of the site.
10.3.16Once the above ground level structure is broken and debris has been cleared, excavation
to be done to expose the substructures of the substation so it can be broken and removed
using the same method.

10.3.17During the process of demolition, the area will be sprinkled with water to minimize
dust. The dust suppression process should be followed simultaneously with demolition
process.
10.3.18The existing landscaping, nearby structures if any, in the demolition area will be
protected.
10.3.19The debris will be removed from the site area using shovel and loaded in a six- wheel
truck.
10.3.20The loaded debris shall be transported from site and disposed in municipality approved
area.
10.3.21The areas affected by excavation during demolition shall be backfilled as per the
contract specification and approved MS/RA with reference no. 224020-C2-W0-
ANC-6000-GB-WZZ-005 and ITP with reference no. 224020-C2-W0-ANC-6000-

QQ-WZZ-006 and compacted properly in layer by layers process.


10.3.22The inspections shall be carried out at each point of requirements as per approved ITP
with reference no. 224020-C2-W0-ANC-6000-QQ-WZZ-007 and to be recorded for
further processes.
Special Considerations for the demolition of the old intake
10.3.23For the demolition and backfilling for the existing old intake, the diver shall do a
visual inspection (under water survey) to make sure there is no opening from below
the sea level to prevent the potential outflow of any of the debris / backfill material
into the sea.
10.3.24All safety procedures for the diving as per the MSRA for intake shoring intake area
(MSRA ref. 224020-C2-W0-ANC-6000-GB-WZZ-060) are to be followed.
10.3.25Upon the findings from the underwater survey, any significant opening at the stop log
location shall be closed prior to the commencement of demolition and backfilling
works
10.3.26NOC from MIPCO shall be obtained prior to the commence of the demolition and
backfilling works
10.3.27Proper barricading and signage shall installed to ensure the demolition area is an
exclusion zone.
10.3.28No access for non-authorized personal shall be permitted.

10.3.30Starting from Stage 1, demolition of old intake slab shall commence with a rock
breaker to enlarge any existing opening in the intake slab to allow for the proper
backfill of the intake area for the section.
10.3.31Under no circumstance, will any personal enter the old intake for safety reasons.
10.3.32Once the demolition for the first stage is complete, then the backfilling may proceed.
10.3.33Demolitions and backfilling Stages for the subsequent stages can commence once the
earlier stages are complete until the full backfilling of the old intake structure up to
the location of the stoplogs.
10.3.34As discussed and agreed the contractor shall be responsible for applying protective
concrete between the stoplog and the existing wall to prevent the outflow of debris or
backfill material into the sea, thereby mitigating any potential environmental and
operational impact on the existing MIPCO plant.

11. Emergency Procedures

In case of any HSE incidents requiring an emergency response, the procedures as stated in
the HSE plan shall be followed. Third party trained first aiders and fire fighter shall be
available to respond for any emergency that may arise during the works. The emergency
contact numbers will be communicated to all employees. The risk assessment for the
activity shall be communicated to employees.

In the event of an incident:


 Contact the emergency responds team immediately.
 First aider to attend the victim till the medics arrives.
 Transfer the victim to hospital depending on the severity of the injury.
 Evacuate the site if situation beyond in control due to heavy wind, sandstorm, etc.
 Carry out an accident investigation to find out the cause of the accident.

12. HSEQ

In-order to achieve the targeted objective ‘zero lost time injury’ the work crew will be provided
awareness training to follow the safe work procedures. The method statement and risk
assessment shall be in place of the work and shall be strictly followed without any short falls.
Toolbox talk training shall be provided to the work team prior to start of works. Personal
protective equipment requirements shall always follow, and all personnel involved in works
shall wear company's coverall, safety helmet& safety shoes. In addition to the above PPEs
respiratory masks, ear protector equipment, aprons, safety goggle, etc. shall be used as
necessary. All works shall be carried out in line with the contract specific requirements.

13. Managing Changes

Any changes for the work plan need to be well communicated with all work crew. Any changes
for the method statement need to be approved before being used on site.

1. INTRODUCTION
Bureau Veritas (BV) has been appointed by AL Nasr Contracting Co. LLC. for
carrying out the third party services for Condition Assessment for the five (5)
buildings located at Mirfa 2 RO Plant Project, Al Mirfa, Abu Dhabi, UAE as
mentioned below:

• Workshop building
• 33kv switchgear building
• 220kv switchgear building
• Chemical Store (Building D)
• Low Voltage & Control Room Building

Based on AL Nasr Contracting Co. LLC. Letter of Intent (LOI) reference


ALN/PD/10202/22 dated 22.12.2022, for providing the above services; Bureau Veritas
has carried out visual inspection, testing and sampling at the concerned
structure on 29th, 30th December 2022 and 2nd January 2023.

This report presents the outcome of the visual survey (i.e., investigation, testing,
analysis & reporting) conducted by Bureau Veritas Engineers, to the condition of the
five (5) buildings related to MIRFA RO Plant Project Al Mirfa, Abu Dhabi – UAE.

2. SCOPE OF BUREAU VERITAS MISSION


The purpose of Bureau Veritas mission is to assess the condition of the 5 buildings for
Mirfa RO plant project.

In order to be able to fulfil the purpose of the mission, Bureau Veritas proposed
scope of work will be as follows:

2.1. Detailed Visual Inspection


The visual inspection will be carried out on a random basis on the accessible
areas of the above-mentioned structure in order to assess its condition and
soundness. The survey will ensure that a sufficiently representative part of the
structure has been visually inspected.

2.2. Mapping of the Defects


During the survey, Bureau Veritas will map out all major defects observed in the
inspected parts of the concerned structure. Such maps will be part of our final
report.
The mapping will cover the visually detected defects in the structural elements,
such as:
 Leaking areas,
 Concrete Delamination
 Cracks,
 Concrete spalling
 Steel Corrosion

2.3. Sampling and Testing

Based on the findings of the visual inspection, Bureau Veritas will develop a
sampling and testing program to be carried out on the existing structure.

The testing program for concrete shall include:


 MPI (Magnetic Particle Inspection) for the Steel Structures, ( 20 Nos)
 UT (Ultrasonic Testing) for the Steel Structures, (20 Nos)
 Half Cell potential measurement (12No.)
 Core tests for strength and visual assessment (33 No.)
 Dust sample for Chloride and Sulfate Content (33 No.)
 Depth of Carbonation (33 No.)

The aim of the testing program is to define:

 The actual quality of the concrete and steel
 The aggressiveness of the environment.
 The suitable repair methods and materials.

2.4. Recommnedations on the Structure Conditon

After analyzing the results of the visual survey, the documents review and the
results of tests, Bureau Veritas, will recommend general guidelines and
methodologies to be implemented for the repair of the structure.

For each defect type or group of defects encountered, a separate guideline


would be recommended.

2.5. Reporting

Upon completion of all inspections and tests, Bureau Veritas will submit a
comprehensive report detailing the condition of the slab structures and facilities
and other findings. This report will include:

1. The findings of the visual inspections


2. Mapping of the defects
3. Document review
4. Conclusion & recommendations

3. BRIEF DESCRIPTION OF THE STRUCTURE

In accordance with the scope of work highlighted above, the investigation only
concentrates on the Workshop building, 33kV Switchgear Substation Building,
220kV Switchgear Substation Building, Chemical Store Building (Building D) and
Low Voltage & Control Room Building, at Al Mirfa, Abu Dhabi, UAE.

WORKSHOP STORE BUILDING

WORKSHOP STORE BUILDING Comprises of the main workshop area with an


overhead gantry crane of 20T capacity, smaller workshops, storerooms, offices and
toilets. The workshop area is of typical reinforced concrete foundation up to
concrete pedestal elevated around 200mm from the finished slab-on-grade. The
superstructure comprises of steel columns to steel rafters and with roof framings
and sheeting. The external walls are composite with the lower portion
constructed of block wall while the upper portions up to roof is constructed of
side claddings with sandwich panels. The slab-on-grade is noted to be coated
with epoxy coating but is condition is worn out. The offices, storerooms and
smaller workshop areas have a separate column and beam frames with block wall
partitions.

CHEMICAL STORE BUILDING (BUILDING D)

CHEMICAL STORE BUILDING (BUILDING D) is a single-story building divided into


two areas, one with an open shaded area and second with enclosed area for
chemical store. The building is constructed of typical reinforced concrete
foundation, columns, slab-on-grade, roof beams and roof slab. The concrete
wall for the open area is painted while the chemical store is with floor tiles and wall
tiles up to mid height after which paint is applied all to the soffit ceiling. The op roof
slab is covered with cement tiles.

33 kV SWITCHGEAR SUBSTATION BUILDING

33 kV SWITCHGEAR SUBSTATION BUILDING Comprises of a ground floor, a roof slab


and a low height basement floor. The basement is typical reinforced concrete
slab with epoxy coating, with concrete columns and perimeter retaining walls
with emulsion coatings. Ground floor is of reinforced concrete slab and beams
with emulsion coatings for walls, while floor finishes are removed.

AIR COMPRESSOR BUILDING

The AIR COMPRESSOR BUILDING Comprises of the ground floor Air compressor
room, LV switchboard, I & C equipment room and automation panel room. The first
floor comprises of the D.C. distribution room and battery room. The air compressor

room is of typical reinforced concrete foundation up to concrete pedestal on the


same level to slab-on-grade. The superstructure comprises of steel columns to steel
rafters and with roof framings and sheeting. The external walls are composite
with the lower portion constructed of block wall while the upper portions up to
roof is constructed of side claddings with sandwich panels. The first-floor battery
and DC distribution room is constructed of steel framing with metal decking
concrete floor. The floor is covered with ceramics tiles while the walls have part
tiles, and the rest is continuous to the side claddings with sandwich panels.

4. SUMMARY OF INVESTIGATION AND OBSERVATION


4.1 WORKSHOP STORE BUILDING

The visual inspection has covered all concrete foundation pedestal located as
per drawing 3740-C-0-UST-C-100 Rev 07 and 3740-C-0-UST-C-101 Rev 11. Visual
survey conducted for the external pedestals from grid 1–6 / grid A-D with
protruding top portions only as other concrete pedestal is same level to slab on
grade. The overall visual inspection on the column pedestal foundations at these
areas indicated that generally they are in good condition. The concrete columns,
beams and walls from grid 6-15 / grid A-D which encloses the storerooms,
workshop areas, computer rooms and offices are generally in good conditions
except on localized delaminated column areas, localized delaminated walls and
localized wall cracks. Cracks were noticed on the floor slab.

AT one corner the external cladding (sandwich panels) are damaged.

The steel structure of the workshop is in good condition (no corrosion were noticed)
except at some locations mainly at the connections rust was noticed. The
coating for the steel structure is fading.

4.2 CHEMICAL STORE BUILDING

The visual inspection has covered all concrete columns and beams located as
per drawing 3740-C-0-USU-C-102 Rev.09 and 3740-C-0-USU-C-108 Rev.3. Visual
survey conducted for all columns and beams indicated that generally they are in
good condition except on localized areas where concrete spall was noticed
mainly in the floor slab. The walls both internal and external sides and the slab
soffit are visually in good condition except two localized areas on the soffit
slab , also localized cracks and paint peeling off.
Water proofing tiles delaminated with exposed steel reinforcement at different
locations.

4.3 33 KV SWITCHGEAR SUBSTATION BUILDING

The visual inspection has covered all concrete columns and beams located as
per drawing 3740-C-0-UAA-C-207 Rev.06 and 3740-C-0-UAA-C-201 Rev.3, 3740-C-0-
UAA- C-210 Rev.07.

Visual survey conducted for all Ground floor columns and slab indicated that
generally they are in good condition except on localized areas where concrete
delamination or spall was noticed. The walls both internal and external sides
and the slab soffit are visually in good condition apart from localized cracks and
generally paint peeling offs.

Visual survey conducted for all Roof beams and slab soffit indicated that
generally they are in good condition. The top slab is visually in good condition.

We noticed that all the columns of the basement are delaminated /spalled the
height of the damaged is varying from 05m to1.9 M from the floor slab. The size of
the columns is 400mm x 400 mm.
Also, Delamination and spalling of concrete with exposed rusted steel were
noticed on the perimeter retaining wall with average height of 1m above floor slab.

4.4 AIR COMPRESSOR BUILDING

The visual inspection has covered all concrete foundation pedestal located as
per drawing 3740-A-X-UTF-C-100 Rev.6, 3740-A-X-UTF-C-021 Rev.6 and 3740-A-X-
UTF-C-
020 Rev.7. The overall visual inspection on the perimeter concrete columns and
beams at these areas indicated that generally they are in good condition except
on some localized cracks and delamination with hollow sound. The slab-on-grade is
visually in good condition except on some locations where cracks and
delamination with hollow sound is noted. The steel columns, beams and roof frames
are generally in good condition.

5. SAMPLING AND TESTING


Based on the visual inspection of the structure, Bureau Veritas engineer
indicated further testing for a better understanding the condition and soundness
of the existing structures.

Listed under Annex C, hereafter, are the tests carried out by the Arab Center for
Engineering Studies (ACES), as per Bureau Veritas recommendations. ACES report
ref. AD. SPR23000021_Rev.0 dated 10th January 2023, is attached under Annex C.
The results of these tests can be summarized as follows.

5.1. Test Results on Core Samples

Twenty-four (24) core samples of 75 mm diameter were obtained from four


buildings in different locations, the results of these tests are as follows.

averages are around 2320 kg/m3 as per ACI 318M14 section 2.3.

 The estimated cube compressive strength for the cores obtained in column
and slab are 32.7 N/mm², 34.6 N/mm², 36.5 N/mm², 37.8 N/mm², 33.4 N/mm²,
26.6 N/mm², 37.9 N/mm², 33.2 N/mm², and 29.7 N/mm². The average is about.
33.6 N/mm².

 The estimated cube compressive strength for the cores obtained in column
and slab are 29.7 N/mm², 38.2 N/mm² and 28.1 N/mm².The average is about

 The determined bulk density of the core samples is 2400 kg/m³, 2430 kg/m³,
2410 kg/m³, 2420 kg/m³, 2480 kg/m³, 2400 kg/m³, 2450 kg/m³, 2430 kg/m³,
and 2430 kg/m³. The average is 2416 kg/m 3. The commonly accepted
averages are around 2320 kg/m3 as per ACI 318M14 section 2.3.

 The estimated cube compressive strength for the cores obtained in


column, beam and wall are 35.5 N/mm², 29.9 N/mm², 32.5 N/mm, 33.9
N/mm, 30.6 N/mm, 35.4 N/mm, 33.2 N/mm, 35.4 N/mm and 35.5 N/mm².
The average is about 33.54 N/mm².

5.3.1. Chloride Content

It is to be noted that, since in the structural drawings or any other documents


indicating the original design hypothesis (i.e., design strength, mix design)
hence the calculation of the chloride and sulphate content by weight of
cement was based on an assumed cement content of 350 kg/m3 and the
calculated in-situ average unit weight of concrete (2381 kg/m³).

The Chloride content is determined for three increments (0- 25 mm, 25 – 50 mm


& 50 – 75 mm). The results are provided as a percentage by weight of
concrete and as a percentage by weight of cement. The results obtained are as
follows.

 Chloride content varies between 0.02% (0.14%), 0.01% (0.07%), 0.02%


(0.14%),
0.01% (0.07%), 0.01% (0.07%), 0.01% (0.07%), 0.06% (0.41%), 0.01% (0.07%), and
0.01% (0.07%) by weight of concrete (by weight of cement) on first
increment of depth 0-25 mm. An average of 0.02% (0.12%) is computed.
 Chloride content varies between 0.02% (0.14%), 0.01% (0.07%), 0.01%
(0.07%),
0.01% (0.07%), 0.01% (0.07%), 0.01% (0.07%), 0.04% (0.27%), 0.01% (0.07%), and
0.01% (0.07%) by weight of concrete (by weight of cement) on second
increment of depth 25-50 mm. An average of 0.01% (0.10%) is computed.
 Chloride content varies between 0.01% (0.07%), 0.01% (0.07%), 0.01%
(0.07%),
0.01% (0.07%), 0.01% (0.07%), 0.01% (0.07%), 0.02% (0.14%), 0.01% (0.07%), and
0.01 % (0.07%) by weight of concrete (by weight of cement)
on third increment of depth 50-75 mm. An average of 0.01% (0.08%) is
computed.

5.3.2. Sulphate Content

Similarly, the Sulphate content is determined for three depth increments (0- 25
mm, 25 – 50 mm & 50 – 75 mm). The results are provided as a percentage by
weight of concrete and as a percentage by weight of cement. The results
obtained are as follows.

calculated in-situ average unit weight of concrete (2381 kg/m³).

6. ANALYSIS AND DIAGNOSIS


In this section, the results obtained from the performed tests are reconsidered
in conjunction with the observations noted during the visual survey; the
following comments are made.

6.1. Test Results on Core Samples

All cores appear to be in good condition with no visible defects.

The aggregate distribution in core samples tested appears to be graded


and with few voids of different sizes all tested cores.

The average density of the tested concrete samples is more than the
commonly accepted averages.

The estimated cube compressive strengths obtained by testing of the four


building is within the rage of the required design compressive strength as
indicated on drawing # 3740-C-O-UAA-201- Rev.03.

6.2. Depth of Carbonation


The measured depth of carbonation is up to 5mm at one tested location.

The above means that steel reinforcement in four building is still chemically
protected from corrosion by the alkaline nature of the concrete as well as
by its relatively high electrical resistance.

6.3. Dust Sample

6.3.1. Chloride Content

The results of chloride content in all four building test locations are lower than
the allowable limits of 0.3% by weight of cement at first, second and third
increment.

6.3.2. Sulphate Content

The results for sulphate content are in generally within the allowable limit
of 4.0% by weight of cement in all tested locations.

7. CONCLUSION AND RECOMMENDATIONS FOR REPAIR


The condition assessment survey carried out on the four-building structure.
• Workshop building
• 33kv switchgear building
• Chemical Store (Building D)
• Low Voltage & Control Room Building

At the MIRFA RO Plant, Al Mirfa, Abu Dhabi, UAE may be concluded by the
following observations.

 Based on visual survey and testing, it may be stated that, in general, the
structural condition of the buildings is in good condition, with some
exceptions

 Concrete is in good condition. The average measured Core compressive


strength are within acceptable values.

 Depth of carbonation is within the concrete cover of reinforcing steel and


does not reach the vicinity of the surface of the reinforcing steel.

 Steel reinforcement bars are in acceptable condition.

 Concentration of chlorides below the allowable limits for all tested locations.

 Concentration of sulfate in general below the allowable limits.

 The defects encountered are

repairable The exceptions are:

 Delaminated concrete and exposed reinforcement at all columns of the


basement level and perimeter retaining wall at the 33kV Switchgear building.

 Delaminated concrete foundation for the transformer equipment’s.


 Damaged cladding at the workshop
 Coating for the steel structure is fated.

It is recommended that:

 The repair shall be carried out by specialized concrete repair company.
