A RESOLUTION REQUESTING TO FORMALLY OPEN THE BARANGAY OSME ÑA

SANGGUNIANG KABATAAN (SK) BANK ACCOUNT AT DEVELOPMENT BANK OF THE
PHILIPPINES-DOLORES BRANCH AND AUTHORIZING SANGGUNIANG KABATAAN (SK)
CHAIRPERSON HON. MELIAN O. REBAMONTAN AND SANGGUNIANG KABATAAN (SK)
TREASURER HON. BRACEL B. BALADAD AS OFFICIAL SIGNATORIES FOR THE
OFFICIAL DISBURSEMENTS AND ENCASHMENTS OF THE SANGGUNIANG KABATAAN
(SK) FUND

WHEREAS, the Republic Act of 10742, or the Sangguniang Kabataan (SK) Reform Act of 2015,
under Chapter II Sec. 20 Sangguniang Kabataan Funds clause (b) states that "The
Sangguniang Kabataan shall have financial independence in its operations, disbursements, and
encashment of their fund, incomes, and expenditures. As such, the Sangguniang Kabataan
funds shall be deposited in the name of the Sangguniang Kabataan of the concerned barangay
in a government-owned bank situated in or nearest to its area of jurisdiction with the
Sangguniang Kabataan Chairperson and the Sangguniang Kabataan Treasurer as the official
signatories",

WHEREAS, the Implementing Rules and Regulations (IRR) of Republic Act 10742 OR
Sangguniang Kabataan (SK) Reform Act of 2015, under Rule II Section 20 SK Funds under
clause (a) states that the SK funds shall be governed by the following provisions: " Ten percent
(10%) of the general fund of the barangay shall be set aside for the SK. The Sangguniang
Barangay shall appropriate the SK funds in lump sum which shall be disbursed solely for youth
development and empowerment purposes. Such funds shall be disbursed in accordance with
the provisions of RA 10742, this IRR, RA 7160, RA 9184, and such other pertinent rules and
regulations",

WHEREAS, the Department of Budget and Management (DBM)- Department of the Interior and
Local Government (DILG)- National Youth Commission (NYC) Joint Memorandum Circular
(UMC) No. 1, s. 2019 dated January 23, 2019, under 3.2 Release of the SK Fund by the
Barangay, clause 3.2.2 states that "Consistent with Section 20 (b) of RA No. 10742, the SK
shall open a current account in the name of the SK in a bank, preferably government-owned,
situated in or nearest to its area of jurisdiction, with the SK Chairperson and SK Treasurer as
the official signatories. For efficiency and economic purposes, it is strongly encouraged for the
SK to open and maintain a depository account in the same bank and branch of its barangay. In

the opening of account, the provisions of Department of Finance Department Circular No. 1-
2017 dated May 11.2017 shall be strictly observed",

WHEREAS, this body believes that the Sangguniang Kabataan (SK) Chairperson and
Sangguniang Kabutaan (SK) Treasurer will confidently represent the Sangguniang Kabataan of
Barangay Osmeňa in its official disbursement and encashments or the Sangguniang Kabatan
(SK) funds with utmost accountability, responsibility, and transparency.

NOW, THEREFORE, on the motion of Hon. Anntonette D. Baris, duly seconded by Hon. John
B. Lapada and concurred by the SK members present, it was,

RESOLVED, as it hereby resolved, to formally open the bank account of Sangguniang

Kabataan of Osmeňa at Development Bank of the Philippines (DBP), Dolores branch located at
LGU Dolores Building, Cor. Real St. & San Jose St., Brgy 10, Dolores, Eastern Samar.

RESOLVED, as it hereby resolved, to authorize Sangguniang Kabataan (SK) Chairperson Hon.

Melian O. Rebamontan and Sangguniang Kabataan (SK) Treasurer Hon. Bracel B. Baladad as
the official signatories of the Sangguniang Kabataan (SK) of Barangay Osmeňa in its official
disbursements and encashments of the Sangguniang Kabutaan (SK) Fund.

RESOLVED FURTHER, that the Bank Account to be opened in the name of Sangguniang
Kabataan of Barangay Osmeňa at DBP Dolores Branch is the only official Bank Account to be
utilized by the Sangguniang Kabataan, through the Sangguniang Kabataaan (SK) Chairperson
Hon. Melian O. Rebamontan and Sangguniang Kabataan (SK) Treasurer Rolibeth G. Amboy as
the official signatories, in the official disbursements and encashments of SK Fund,

RESOLVED FURTHER, that the authority granted as official signatories of the Sangguniang
Kabataan (SK) of Barangay Osmeňa to Sangguniang Kabataan (SK) Chairperson Hon. Melian
O. Rebamontan and Sangguniang Kabataan (SK) Treasurer Hon. Bracel B. Baladad, adheres
to and is pursuant to the existing laws, policies, procedures, rules and regulations,

RESOLVED FURTHER, the copy of the resolution will be submitted to the Sangguniang
Barangay Osmeňa, Sangguniang Kabataan Federation of City of Dolores, Local Youth
Development Office (LYDO) of Municipality of Dolores, and Department of the Interior and Local
Government (DILG) of Municipality of Dolores for review.
