C- MINIMUM REQUREMENTS AND SPECIFICATIONS

Affordable social housing units in the atolls

These minimum requirements are given as a guideline to the developer. Developer could choose
to make improvements on the requirements and specifications provided below. The proposal
shall consist of description of specifications to the level given below with modifications /
improvements proposed by the proponent, if any.

The Developer must comply with all existing laws and regulations of Maldives, including the
Planning Guidelines, social housing development guidelines of Ministry of Housing and Urban
Development.

The design shall be to Maldivian Standards, or equivalent to British Standards (BS Code)

Description of minimum requirements for 3-bedroom social housing units in the islands

1) SINGLE HOUSING UNITS

• All residential units (if any) located on the ground floor shall have disable access

• Based on the ground conditions, if necessary, the building may require to be elevated not
more than 2 feet from the ground level

• Height of the buildings should not exceed 5m in height up to roof apex level.

• Provisions for other services such as cable TV, and internet should be provided.

• connection of utilities (electricity, water & sewerage) within the site, up to the main lines shall
be included.

• The overall design and construction methodology shall be flexible and accommodate future
expansions.

• The main entrance of the housing unit should be minimum 900mm wide.

The built-up Area of a 3-bedroom social housing unit should not be less than 900 square feet and
must include;
i. Sitting, Dining, Kitchen and laundry area.

ii. 03 bedrooms (one master room & two small rooms).

iii. 03 toilets (attached).

1.1 Bedrooms:

a. Minimum size of Master bedroom shall be not less than 11 Sqm.

b. Minimum size of other bedrooms shall be 10.2 Sqm

c. Minimum clear height (floor to ceiling height) for all areas (except toilets) shall be
2.7m.

d. All bedrooms shall be in the proportion to accommodate a minimum of a queen-


sized bed (6.3ft x 5ft) in addition to a wardrobe space with adequate circulation
space.

1.2 Finishes:

a. Walls shall have preparatory sealer and two coats of emulsion paint finish as
specified by the manufacturer.

b. Ceiling shall be smoothed and finished with preparatory sealer and two coats of
emulsion paint as specified by the manufacturer.

c. Floors shall be of ceramic tile finish.

1.3 Services:

a. Adequate lighting must be provided for each room. (preferably two light points)

b. A fan and a minimum of three socket outlets shall be provided for each room (one
15A socket shall be provided at 2.4m height for possible future air-conditioning
need).

1.4 Ventilation:

a. Ventilation should comply social housing guidelines of any given (10% of floor area)

b. In places where balcony is used, doors for balcony access may be considered as
openings for ventilation.

1.5 Toilets:

a. Area & dimensions:

▪ Minimum size of a toilet shall be approximately 1.2mx1.9m inside

▪ Minimum clear height (floor to ceiling height) for toilets shall be 2.4m.

b. Finishes:

▪ Interior of walls shall have ceramic wall tiling up to 1.8m high from floor finish
level. The rest of the walls may be paint finished with preparatory sealer and two
coats emulsion paint finish as specified by the manufacture.

▪ A suspended ceiling, concealing the plumbing pipeline shall be smoothed and


finished with preparatory sealer and two coats emulsion paint as specified by
the manufacturer.

▪ Floors shall be of ceramic tile finish.

▪ Toilets shall have adequate waterproofing

c. Services:

▪ Adequate lighting must be provided for each toilet (minimum two light points).

▪ All relevant fixtures (WC, wash basin, Muslim shower, water tap, etc.) must be
provided.

▪ Water connection must be provided to relevant toilet fixtures.

▪ Well water connection shall be provided to WC or provisions made where


necessary

▪ Solid waste discharge should be considered

1.6 Laundry/ Space for washing machine:

a. Area & dimensions:

▪ Washing space shall be provided to accommodate one washing machine.

▪ Minimum area 2.7 sqm with a minimum width of 1m.

▪ Minimum clear height for shall be 2.4m.

b. Finishes:

▪ Walls shall have ceramic wall tiling up to 1.8m high from floor finish level. The rest
of the walls may be paint finished with preparatory sealer and two coats of
emulsion paint as specified by the manufacturer.

▪ A suspended ceiling, concealing the plumbing pipeline shall be smoothed and


finished with preparatory sealer and two coat emulsion paint and as specified
by the manufacturer.

▪ Floors shall be of ceramic tile finish.

▪ Laundry shall have adequate waterproofing

c. Services:

▪ Adequate lighting must be provided (minimum one light point).

▪ Water connection shall be provided.

▪ Weather proof two socket outlets (13A) shall be provided.

d. Ventilation:

▪ Laundry space shall be naturally ventilated with maximum open area.

1.7 Sitting, Kitchen and Dinning

a. Area & dimensions:

▪ Minimum area for sitting area shall be 11 sqm.

▪ Minimum area for Kitchen & Dining shall be 12 sqm. (Preferably separated area
for Kitchen)

▪ Minimum clear height for shall be 2.7m (floor to ceiling eight).

▪ Convenient circulation must be considered with furniture and fixture


arrangements

b. Finishes:

▪ Walls shall have preparatory sealer and two coats of emulsion paint finish as
specified by the manufacturer.

▪ Ceiling shall be smoothed and finished with preparatory sealer and two coat of
emulsion paint as specified by the manufacturer.

▪ Floors shall be of ceramic tile finish.

c. Services:

▪ Adequate lighting must be provided for the entire area.

▪ Fans and sockets outlets at relevant location shall be provided for the general
home appliances at sitting, kitchen and dining area.

▪ Water connection must be provided to relevant kitchen fixtures.

d. Ventilation:

▪ Each space shall have window(s), with the opening area equal to 10% of the
floor area of that space

▪ Cross-ventilation is encouraged by design

2) LOW DENSITY DEVELOPMENT (2 – 4 FLOORS) HOUSING UNITS

• All low-density developments shall be walk-up 3 Bedroom unit apartment blocks and each
block shall be maximum 4 floors, with maximum 6 to 8 units per floor.

• All residential units (if any) located on the ground floor shall have disable access

• Based on the ground conditions, if necessary, the building may require to be elevated not
more than 2 feet from the ground level

• Height of the buildings should not exceed 14m in height up to roof apex level.

• Minimum 10 -15% of the built-up area is to be composed of the service core and common
areas-and designed such a way that it’s functional

• All common areas (such as corridors and walkways) shall have minimum width of 1.2m, should
be well ventilated, well-lit and designed to be protected from weather conditions.

• All staircases shall have a minimum width of 1m and must be open by design and should be
well ventilated, well-lit and designed to be protected from weather conditions and safe for
its use.

• Dedicated utility space at either ground floor or first floor level should be provided for the
provision and or installation of relevant services as required.

• Connection of utilities (electricity, water & sewerage) within the site, up to the main lines shall
be included.

• The overall design and construction methodology shall be flexible and accommodate future

The built-up Area of a 3-bedroom social housing unit should not be less than 900 square feet and
must include;
I. Sitting, Dining, Kitchen and laundry area.

II. 03 bedrooms (one master room & two small rooms).

III. 03 toilets (attached).

IV. The design must be in such a way that all ground floor units get access
through an open courtyard space and the units on the upper floors must
accommodate a generous open balcony / terrace space.

2.1 Bedrooms:

a. Minimum size of Master bedroom shall be not less than 11 Sqm.

b. Minimum size of other bedrooms shall be 10.2 Sqm

c. Minimum clear height (floor to ceiling height) for all areas (except toilets) shall be

3) Design

▪ Concept drawings must include:

1. All floor plans

2. Furniture layout plan

3. Roof / Terrace plan

4. Minimum 2 Elevations

5. Minimum 1 section

6. All drawings must include dimensions, labels and floor level marking

7. Area schedule

8. Indicative Construction Methodology

▪ Concept drawings shall be designed with provisions for all civil, architectural,
structural, electrical, plumbing and firefighting disciplines in mind.

▪ All drawings and specifications must be in English.

▪ All designs shall comply with the Building Act and all the regulations stipulated
under the Act as well as the relevant International Standards.

▪ For interior space management of the buildings, the Contractor shall maintain
overall uses specified in the Specific Requirements. However, Contractor may
redesign any component of the building/s based on the Design team’s
recommendations, and subject to prior approval of the Employer.

▪ The concept design shall be finalized upon back and forth discussions between
the contractor and the employer within the specified timeline, hence the
submissions must be made with sufficient time for such communication and
corrections

▪ The contractor shall submit the raw soft copies of all the design documents,
including but not limited to drawings in AutoCAD format, the Technical
Specifications in MS Word format.

▪ The Contractor shall provide one hard copy of the finalized approved concept
drawings along with all supporting documents.
